B. OTHER SOLICITATION PROVISIONS IN FULL TEXT
L011 APPLICABLE CLAUSES (MAY 2009) (TAILORED)
The appropriate clauses to be included in the contract will be determined based on offeror’s response to the Section K representations.
(a) Patent Rights. If the offeror is a small business firm or nonprofit organization, then FAR
52.227-11, PATENT RIGHTS – OWNERSHIP BY THE CONTRACTOR, and DFARS
252.227-7039, PATENTS-REPORTING OF SUBJECT INVENTIONS will be used in
Section I. Otherwise, DFARS 252.227-7038, PATENT RIGHTS – OWNERSHIP BY
THE CONTRACTOR (LARGE BUSINESS), will be included in Section I consistent with FAR Part 27.
(b) Cost Accounting Standards. Section I of this solicitation may contain the three Cost
Accounting Standards clauses at FAR 52.230-3, 52.230-4, 52.230-5, and/or 52.230-6.
The resultant contract will contain only those clauses required based on the offeror’s response to the Section K certification titled Cost Accounting Standards Notices and
Certification .
(c) State of New Mexico. Section I of this solicitation may contain the clause at FAR 52.229-
10, STATE OF NEW MEXICO GROSS RECEIPTS AND COMPENSATING TAX.
The resultant contract will contain this clause only if performance is in whole or in part within the State of New Mexico and the contract directs or authorizes the contractor to acquire property as a direct cost under the contract.
(d) Educational institutions and nonprofit organizations. If a cost-reimbursement type contract is contemplated and the offeror is an educational institution, paragraph (a) of the clause at FAR 52.216-7, ALLOWABLE COST AND PAYMENT shall be altered in the resultant contract to refer to FAR Subpart 31.3 for determining allowable costs.
Similarly, if the offeror is a nonprofit organization (other than an educational institution, a State or local government, or a nonprofit organization exempted under OMB Circular
No. A-122), paragraph (a) of the clause at FAR 52.216-7 shall be altered to refer to FAR
Subpart 31.7. In addition, if the offeror is an educational institution, DFARS 252.209-
7005, RESERVE OFFICER TRAINING CORPS AND MILITARY RECRUITING ON
CAMPUS, will be added to Section I of the resultant contract.
(e) Subcontracting Plan. If the offeror has a comprehensive plan under the test program described in DFARS 219.702, DFARS 252.219-7004, SMALL BUSINESS
SUBCONTRACTING PLAN (TEST PROGRAM) will be used in lieu of FAR 52.219-9
Alt II and DFARS 252.219-7003.
L045 ACCESS TO AIR FORCE COMPUTER SYSTEMS (FEB 2011)
If performance under this contract will require access to Air Force computer systems (stand alone or networked), compliance with Air Force Instruction (AFI) 33-119 and AFI 33-200 is mandatory. It should be noted that such access requires, at a minimum, a National Agency Check or Entrance
National Agency Check in accordance with DoD 5200.2-R, Personal Security Program. Offerors should make themselves familiar with local procedures for processing such requirements, and should be prepared to be in compliance on the first day of contract performance. Failure to comply with this requirement may be considered a failure to perform.
L-III Information to Offerors (ITO) and Instructions for Proposal Preparation.
1. Program Structure and Objectives
1.1 Program Structure and Objectives
The CRH system acquisition (air vehicles, training systems, and product support) will use a single FAR Part 15 contract with a planned award in the fourth quarter of FY13. If all options are exercised, the period of performance will span approximately 14 years and will include the development, integration, production, and initial sustainment of the entire CRH system. The contract will be a Fixed-Price Incentive Firm Target (FPIF) for Engineering Manufacturing and
Development (EMD) with FPIF options for Low Rate Initial Production (LRIP). Full Rate
Production (FRP) options will be Firm Fixed-Price (FFP). A small portion of the contract will be a combination of FFP and Cost Plus Fixed Fee (CPFF) in order to cover over and above repairs and special studies and analyses efforts. It is anticipated that a total of nine air vehicles will be procured during EMD, 18 air vehicles in LRIP, and the remaining quantity will be procured during FRP assuming all options are exercised at the most probable quantities.
The competitively awarded CRH contract will incentivize the contractor to reduce costs and share in the savings through a FPIF arrangement during EMD and LRIP. The FPIF structure will include a mandatory target profit of 12% (11% for cost incentive and 1% for schedule incentive), a mandatory ceiling of 120%, and a mandatory share ratio of 50/50.

The Government's solicitation provides the offeror with the following elements: Model Contract
(Sections A - K), Section L, and Section M. Based on the solicitation requirements, the offeror shall submit a proposal containing all of the information as described in the following paragraphs.
2. General Instructions
2.1 This section of the Information To Offerors (ITO) provides general guidance for preparing proposals as well as specific instructions on the format and content of the proposal. The offeror's proposal must include all data and information requested by the ITO and must be submitted in accordance with these instructions. The offeror shall not submit additional proposal information that is not specifically requested by this RFP. Such additional proposal information will not be considered during the evaluation process. The offeror’s proposal shall be compliant with this
ITO (Section L) and shall meet requirements as stated in the Model Contract. Non-conformance with the instructions provided in the ITO may result in being found non-responsive and may result in an unfavorable proposal evaluation.
2.2 The proposal shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated assertions. The proposal should not simply rephrase or restate the Government's requirements, but rather shall provide convincing rationale to address how the offeror intends to meet these requirements. Offerors shall assume that the Government has no prior knowledge of their facilities and experience. The Government will base its evaluation on only the information presented in the offeror’s proposal and information received in support of the past performance evaluation. The Government will not assume the offeror will do anything that is not expressly stated in their proposal.
2.3 Elaborate brochures or documentation, binding, detailed art work, or other embellishments are unnecessary and are not desired.
2.4 For proposal evaluation purposes the offerors shall prepare their proposals assuming a contract start date of 28 Sep 2013. The proposal acceptance period is specified in Section A of the model contract/solicitation. The offeror shall make a clear statement in Section A of the proposal documentation volume that the proposal is valid through 30 Sep 2013.
2.5 In accordance with FAR Subpart 4.8 (Government Contract Files), the Government will retain one copy of all unsuccessful proposals. The Government will destroy extra copies of unsuccessful proposals.
2.6 General Information
2.6.1 Point of Contact
The Contracting Officer (CO), Ms Lisa Meyer, (937) 255-4093, is the sole point of contact for this solicitation. Address any questions or concerns you may have to the CO. Written requests for clarification may be sent to the CO at the address located in Section A, Block 8 (SF33) of the model contract/solicitation. Answers to clarifications will be posted to the Federal Business
Opportunities (FBO) website or issued via a RFP amendment. In the event of any conflict between the response to clarifications and the RFP, the RFP (including any amendments) shall take precedence.
2.6.2 Debriefings
The CO will promptly notify offerors of any decision to exclude them from the competitive range, whereupon they may request and receive a debriefing in accordance with FAR 15.505.
Upon contract award, the CO will notify unsuccessful offerors in the competitive range of the source selection decision in accordance with FAR 15.506. Upon such notification, unsuccessful offerors may request and receive a debriefing. Offerors desiring a debriefing must make their request in accordance with the requirements of FAR 15.505 or FAR 15.506, as applicable.
2.6.3 Discrepancies
If an offeror believes that the requirements in these instructions contain an error, omission, or are otherwise unsound, the offeror shall immediately notify the CO in writing with supporting rationale.
2.6.4 Electronic Reference Documents
A list of all unclassified reference documents for this solicitation is available on the FBO web site at http://www.fedbizopps.gov. This list includes links to websites where publically available documents can be accessed. For access to any other documentation referenced in this RFP, email request to CRH@wpafb.af.mil. 2.6.5 Organization/Number of Copies/Page Limits
The offeror shall prepare the proposal as set forth in the Proposal Organization Table (Table 1 below). The titles and contents of the volumes shall be as defined in this table, all of which shall be within the required page limits and with the number of copies as specified in Table 1. The attachments identified in the table shall be separately bound in three-ring, loose-leaf binders, by volume, as necessary, with the exception of the approved flight manual. The approved flight manual (part of Volume II) can be provided in its current format and binding. Each subfactor within the Technical factor shall be separately tabbed.

2.6.6 Page Limitations
Page limitations shall be treated as maximums. Please take note of the page limitation after each subfactor in Volume II – Technical Volume. Each page shall be counted except the following:
cover, table of contents, glossary, acronyms, and index. If exceeded, the excess pages will not be read or considered in the evaluation of the proposal and (for paper copies) will be destroyed by the Government. If Evaluation Notices (ENs) are issued by the Government, then page limitations will be placed on responses. The specified page limits for EN responses will be identified in the letters forwarding the ENs to the offerors.
2.7 Classified Information
Where classified information is required in the offeror’s response, it shall be provided as a written classified supplement and bound in a single classified addendum to the offeror’s solicitation and shall be limited to no higher than collateral Secret. Note: classified information shall NOT be submitted in digital form. Each entry in the classified addendum shall be referenced to the proposal volume, page number, and paragraph number to which it applies.
Similarly, a reference shall be placed in the unclassified volume where the classified insert applies, giving the page and paragraph numbers within the addendum where it can be found.
Binding shall conform to the same directions as those given in this ITO for unclassified portions.
The classified addendum shall conform to the marking and transfer requirements of the National
Industrial Security Program Operating Manual (NISPOM), as specified by the DD Form 254.
Pages in a classified addendum will be included in the page count for the applicable volume.

2.7.1 Disposition of Classified Material Not Received Under a Specific Contract
In accordance with the NISPOM, offerors shall return all classified material (as determined by the Government) received with the proposal in accordance with the following schedule: (1) If proposal is not submitted or is withdrawn by 30 Sept 2013; (2) If proposal is not accepted by 30
Sept 2013.
Offerors shall comply with NISPOM paragraphs 10-202, Contract Security Provisions, and 2-
102, Eligibility Requirements.
2.7.2 Directions for Classifying Documents
Any classified data generated in support of the proposal process shall be marked as working papers, IAW NISPOM paragraph 5-203(b). Mark papers as Working Papers/(Classification
Level) when transmitted ourside the facility. The marking will be valid for 180 days from generation of the document. The Government will provide an approved CRH Security
Classification Guide, Section J, Attachment 18 within 180 days for official classification guidance, at which point the contractor shall update their classification markings. Offerors shall use the DRAFT guide as interim guidance to determine proper handling and storage requirements for documents written/products developed.
2.8 Cross Referencing
2.8.1 Cross Referencing Matrix (CRM)
The offeror shall provide a proposal CRM that assures all requirements are addressed and easily accessible to the evaluators. The CRM must provide a single integrated index for the entire proposal. The Government has provided a preliminary CRM (Section L, Attachment 2, Sample
Cross Reference Matrix) to assist the offeror in correlating Section L instructions with Section
M evaluation factors. The CRM, using the format in Table 2, shall reference the Proposal
Reference, Section L, Section M, Statement of Work (SOW), System Specification (SS), Training System Specification (TSS), IMP, IMS, Contract Work Breakdown Structure (CWBS), and Contract Data Requirements List (CDRL). The CRM is included in the Executive Summary and not included in the volume page count.

2.8.2 Cross Referencing Between Volumes
Each volume shall be written on a stand-alone basis. Information required for proposal evaluation which is not found in its designated volume will be assumed to have been omitted from the proposal.
2.9 Indexing
Each volume shall contain a more detailed table of contents to delineate the subparagraphs within that volume. Tab indexing shall be used to identify sections. Table of Contents do not count against the page limitations for their respective volumes.
2.10 Glossary of Abbreviations and Acronyms
Each volume shall contain a glossary of all abbreviations and acronyms used, with an explanation for each. Glossaries do not count against the page limitations for their respective volumes.
2.11 Page Size and Format
2.11.1 A page is defined as each face of a sheet of paper containing information. When both sides of a sheet display printed material, it shall be counted as two pages. Page size shall be 8.5 x 11 inches, not including foldouts. Pages shall be single spaced. Except for the reproduced sections of the solicitation document (Section A-K), the text size shall be no less than 12 point.
Tracking, kerning, and leading values shall not be changed from the default values of the word processing or page layout software. Use at least 1 inch margins on the top and bottom and 3/4 inch side margins. Pages shall be numbered sequentially by volume (and subfactor for Technical
Volume II). If ENs are issued, then these page format restrictions shall apply to the responses.
These limitations shall apply to both electronic and hard copies of proposals submitted.
2.11.2 Legible tables, charts, graphs and figures shall be used wherever practical to depict organizations, systems and layout, implementation schedules, plans, etc. These displays shall be uncomplicated, legible and shall not exceed 11 x 17 inches in size. Foldout pages shall fold entirely within the volume and each 8.5 x 11 surface of a foldout shall be counted as a separate page (i.e. one 11 x 17 foldout equals 2 proposal pages). Foldout pages may only be used for large tables, charts, graphs, diagrams and schematics; not for pages of text. For pre-existing documentation, text in tables, charts, graphs and figures text shall be no smaller than 8 point when included in proposal. For other tables, text shall be no smaller than 10 point. These limitations shall apply to both electronic and hard copies of proposals submitted.
2.12 Binding and Labeling
Each volume of the proposal shall be separately bound in a three-ring loose leaf binder(s), which shall permit the volume to lie flat when open. Staples shall not be used. A cover sheet shall be bound in each book, clearly marked as to volume number, title, copy number, solicitation identification and the offeror’s name. Where applicable, subfactors will be tabbed within the volume to allow separation and standalone review. The same identifying data shall be placed on the spine of each binder. All unclassified document binders shall have a color other than red or other applicable security designation colors. Be sure to apply all appropriate markings including those prescribed in accordance with FAR 52.215-1(e), Restriction on Disclosure and Use of
Data, and FAR 3.104-4, Disclosure, Protection, and Marking of Contractor Bid or Proposal
Information and Source Selection Information. Attachments not included in the Volume page count (per Table 1 – Proposal Organization) shall be separately bound from the applicable volumes.
2.13 Electronic Offers
Except for classified information (see para 2.7), the offerors must submit 1 set of the entire proposal in electronic format to Combat Rescue Helicopter/Attn: Lisa Meyer, AFLCMC/AZA, Bldg. 570 Room 113, 1755 Eleventh Street, Wright-Patterson AFB OH 45433-7404. The content and page size of electronic copies must be identical to the hard copies. For electronic copies, indicate on each CD the volume number and title. Use separate files to permit rapid location of all portions, including subfactors, exhibits, annexes, and attachments, if any. The offeror shall submit volumes (1 set) in electronic format, using non re-writable CDs. Each volume shall be in a different directory on a CD. If files are compressed, the necessary decompression program must be included. If there is a discrepancy between the electronic version and the hard copy of the proposal, the hard copy will be considered the official proposal and used for evaluation.
When submitting electronic versions of their proposal, offerors shall follow these instructions:
a. Electronic storage media shall be submitted in one of the following formats:
prerecorded (pressed) CD-ROM or CD-R.
b. Submitting documents using Microsoft Office 2010:
Word documents – Set "Save as type" to "Word Document (*.docx)" only.
Excel spreadsheets – Set "Save as type" to "Microsoft Excel Workbook (*.xlsx)."
PowerPoint presentations – Set "Save as type" to "Microsoft PowerPoint 2010
Presentation (*.pptx)."
c. Submitting documents using Microsoft Office 2007:

Tab 1 of Volume V. If you are unable to enter data into the past performance information tool, contact the CO for assistance. Save the PPI database file as prime contractor name + RFP number + .mdb (e.g. XYZCompanyFA862606R0001.mdb).
2.14 Proposal Submission
Offerors must submit paper copies of their proposals in accordance with Table 1 – Proposal
Organization. One of the paper copies shall be the original signed copy and must be marked accordingly. The remaining copies, including the original, shall be addressed to the CO and mailed to: Combat Rescue Helicopter/Attn: Lisa Meyer, AFLCMC/AZA, Bldg. 570 Room 113, 1755 Eleventh Street, Wright-Patterson AFB OH 45433-7404. One copy of each shall be provided to the cognizant Administrative Contracting Officer (ACO). Be sure to advise the
ACO that the proposal is "Source Selection Information"-- See FAR 2.101 and FAR 3.104.
3. Volume I - Executive Summary Volume
In the executive summary volume, the offeror shall provide the following information:
3.1 Narrative Summary
The offeror shall provide a concise narrative summary of the entire proposal and highlight any key or unique features, excluding price. The salient features shall tie in with Section M evaluation factors/subfactors. Any summary material presented here will not be considered as meeting the requirements for any portions of other volumes of the proposal.
3.2 Table of Contents
A master table of contents of the entire proposal shall be provided.
3.3 Cross Reference Matrix (CRM)
The offeror shall complete the CRM as shown in Section L, Attachment 2 with the information from their proposal.
4. Volume II - Technical Volume
4.1 The Technical Volume shall be specific and complete. Legibility, clarity and coherence are critically important for a timely selection process. Using the instructions provided below, provide as specifically as possible the actual methodology that shall be used and aircraft/systems characteristics proposed for accomplishing/satisfying these subfactors. By proposal submission, an offeror is representing a firm intent to perform and meet all the requirements specified in this solicitation.
4.2. Format and Specific Content
4.2.1 Technical
In the Technical Volume, address the proposed aircraft system design and process approaches which meet the requirements of each Technical factor and subfactor.

4.3 Subfactor 1.1: Systems Integration (175 pages maximum)
Offeror shall provide Air Vehicle description data and performance substantiation to support analysis of the required Radio Frequency (RF) Capabilities, Electro-Optical (EO)/ Infrared (IR)
Countermeasures, LASER Detection, Ballistic Threat Vulnerability Reduction and Force
Protection, Net-Ready, Tactical Datalink and Integrated Broadcast Service, Tactical
Communications, and Mock-ups and SILs identified in the SS and SOW. For the SS paragraphs listed in this subfactor, if the offeror includes in their proposal an alternate standard versus the standard listed specifically in the SS, then the offeror shall provide a copy of alternate standard and justification on (1) why the offeror proposed not to use the current standard in the SS or
TSS, and (2) sufficient information to demonstrate that incorporation of alternate standard will not negatively impact or degrade CRH mission performance.
If the Government concurs with use of the alternative standard , then the SS and if applicable, the same standard in the Statement of Work will be revised. A RFP amendment will also be issued to all offerors indicating the acceptance of the alternate standard(s) and providing updated requirements documents to all offerors. Offerors shall not propose, and the Government will not evaluate, any alternative standards for any SS paragraphs outside of those specifically listed in subfactors 1.1 and 1.2 until after contract award, and will then only do so in accordance with
Section H, ASC/WISV H-026.
NOTE: Any classified information required to respond to this subfactor shall be submitted IAW paragraph 2.7
4.3.1 Reserved
4.3.2 RF Capabilities Required (SS 3.2.1.3.6.1.2, 3.2.1.3.6.1.2.1, 3.2.1.3.6.2.2, Appendix D, Appendix F)

The offeror shall describe:
The approach to providing detection/warning/countermeasures for ballistic threats
The characteristics of the proposed aircraft design which affect its vulnerability
The technologies used that support protection for all flight-critical systems and components for the survivability of the CRH air vehicle and occupants
The approach to providing the coverage for the specified field-of-fire for the guns
Impacts to aircraft performance and cabin space resulting from gun placements
The approach to obtain and use a vehicle model for vulnerability analysis in Live Fire
Test and Evaluation
How the proposed Ballistic Threat Vulnerability Reduction and Force Protection system meets the requirement of each of the SS paragraphs above
4.3.6 Net-Ready (SS 3.2.3.4.4.1 through 3.2.3.4.4.1.7)
The offeror shall describe the approach for establishing and maintaining the CRH system interoperability with required external systems, in accordance with the SS and consistent with the
CRH ISP. This approach shall:
Address functions and interfaces required to achieve interoperability with off board systems
Describe system design conformance to CRH Information Exchange Requirements (IER)
Describe IER verification, interoperability assessments, test, and certification, including
Joint Interoperability Test Command certification
Describe strategy for full integration with the Global Information Grid (GIG)
Describe how the proposed Net-Ready solution meets the requirement of each of the SS paragraphs above
4.3.7 Tactical Datalink and Integrated Broadcast Service Requirements (SS 3.2.1.3.5.2.1 and 3.2.1.3.5.2.2)
The offeror shall describe the CRH Tactical Datalink and Integrated Broadcast Service receiver capability and discuss how it provides the required functions for the CRH mission as identified in the SS.
This approach shall include:

The offeror shall describe the CRH Tactical Communication capability and discuss how it provides the required tactical communication functions for the CRH mission as identified in the
SS.
This approach shall include:
Three (3) multi-band line-of-sight radios that provide for simultaneous and independent communication including specified modes
Two (2) multi-band beyond-line-of-sight radios that provide for simultaneous and independent communication including dedicated and Demand Assigned Multiple Access
(DAMA) operations
Personnel Locator System radios that provide for two-way voice and data communications
One (1) civil band radio compliant with Association of Public-Safety Communications
Officials-International (APCO) Project 25 (P25) standards
How the proposed Tactical Communications system meets the requirement of each of the
SS paragraphs above
4.3.9 Mock-ups and System Integration Labs (SILs) (SOW 1.4.3.1through 1.4.3.4)
The offeror shall describe CRH Avionics Integration Support Facilities (AISF) and SIL design concepts including:
Techniques and technologies
Rationale for selection of the AISF and SIL design concepts
Implementation within and across the system to fully integrate aircraft software and subsystems
Approach of how AISF will be used to develop, integrate, verify, and qualify software and firmware during product development, production, and support
Approach of how SIL will be used to integrate, verify, and qualify mission systems and sub-systems during product development, production, and support
4.4 Subfactor 1.2: Aircraft Mission Capability (125 pages maximum)
Offeror shall address their approach to meet the requirements for Combat Radius, Hover, Payload, Mission Performance and Human Systems identified in the SS. (All graphical and tabular data shall be in a separate Microsoft Excel file for information provided under this subfactor). The offeror shall select one of the two options from each paragraph or fill in the blank in the SS Appendix A “Trade Space”. The offeror’s selection will indicate the offeror’s proposal to meet minimum or goal requirements as tailored to account for the offeror’s commitment for specific requirements. The offeror shall indicate the requirement to be evaluated with an “X” in the block corresponding to the requirement to be evaluated or fill in the blank and line through the requirement not to be evaluated. The offeror shall make both markings in blue ink. The offeror shall ensure that their proposed approach reflects the selected minimum or goal requirements. For the SS paragraphs listed in this subfactor, if the offeror includes in their proposal an alternate standard versus the standard listed specifically in the SS, then the offeror shall provide a copy of alternate standard and justification on (1) why the offeror proposed not to use the current standard in the SS or TSS, and (2) sufficient information to demonstrate that incorporation of alternate standard will not negatively impact or degrade CRH mission performance.
If the Government concurs with use of the alternative standard , then the SS and if applicable, the same standard in the Statement of Work will be revised. The offeror shall provide:
A complete flight manual with all performance charts for proposed baseline aircraft
A graph of specific range versus true airspeed showing effects of payload and ambient conditions for a range of pressure altitudes and for gross weights from basic aircraft weight up to maximum gross weight in 2000 lb increments (SR=VTAS/Wfuel) for a standard and hot day
A graph of Payload versus Combat Radius, based on the Combat Search and Rescue
(CSAR) Primary Mission (SS 3.2.1.2.1.2)
Provide graphs of payload, in 2000 lb. increments for the mid-mission gross weight verses straight line unrefueled combat radius at 4,000 ft and 6,000 ft pressure altitudes for standard, hot day, and high hot day temperatures
A tabulation of data including fuel used, fuel remaining and distances flown for each leg of the CSAR Primary Mission (SS 3.2.1.2.1.2)
4.4.2 Hover (SS 3.2.1.2.3.1)

In addition, ensure that the data provided above includes 4,000 ft Pressure Altitude (PA)

NOTE: The following definitions for Standard Day, Hot Day, and High Hot Day conditions are provided. When an altitude is specified, standard lapse rate of 3.6 o Fahrenheit (F) (2 o Celsius

The offeror shall provide an analysis that substantiates compliance with the CSAR Primary
Mission described in SS. Substantiating performance data shall be presented for a range of speeds, weights, altitudes and temperatures. The analysis shall include:
Effect of ambient conditions on mission range
Level flight maximum speeds at Maximum Continuous and Intermediate ratings
Best range cruise speed
Best endurance speed
Best cruise altitude
Specific fuel consumption and fuel quantities for each mission segment
The average mission profile fuel usage rate will be computed by dividing the total fuel consumed for the mission (in gallons, rounded to nearest hundredth using 6.8 lbs/gallon) by the total mission time
A tabulation of data, including fuel used (lbs), airspeed (KTAS), Altitude (PA), Static
Temperature ( o C), fuel remaining (lbs), mission leg time and distances flown (nm) for each leg of the design mission scenario
A weight build-up summary highlighting the following specific weight configurations:
basic aircraft weight empty, operating weight with full Standard Configuration Load
(SCL), total useable fuel, and max gross CRH mission takeoff weight
A drag build-up summary (Include the range of drag values (or corresponding drag coefficients) for the minimum “clean” and maximum “dirty” drag configurations which are feasible. Present incremental drag coefficients or equivalent flat plate area contributions for protuberances and excrescences. Accounting shall define increments and decrements to the wind tunnel or flight-tested configuration versus the proposed
CRH configuration. If external features have multiple air stream positions, then provide a drag value for each position. External features shall include weapons deployed and doors open and closed configurations.)
Incremental drag coefficients for a range of center of gravity (CG) changes
A tabulation of dimensional level flight performance data which includes: total engine power required, and power available at a range of power levels (i.e. Maximum
