CDRL GENERAL NOTES/INSTRUCTIONS
1. SCOPE: This Contract Data Requirements List (CDRL) establishes the data to be delivered by the contractor and the submittal, approval and distribution requirements of all the CDRL data items contained herein. The contractor shall utilize best commercial practices and the guidance referenced in paragraph 10 of these general notes/instructions in meeting the requirements of this CDRL.
2. GENERAL: The Data Item Descriptions (DIDs) specified in the CDRL are on the Acquisition Streamlining and
Standardization Information System (ASSIST).
3. MODIFICATION OF DATA REQUIREMENTS:
a. From time to time during the performance of this contract, the Contracting Officer (CO) may unilaterally change the place of delivery and the technical office for any line item of contract Exhibit “A”, and “B” (DD
Form 1423-1) hereto, at no change in contract price, notwithstanding the provision of the clause entitled
“Changes” at FAR 52.212-4(c). If there is a change in the place of delivery, the contractor and the CO may mutually agree to an extension of the data submittal requirement date.
b. From time to time during the performance of this contract, the COs may unilaterally increase or decrease the number of addresses and/or increase or decrease the number of hard copy deliverables (regular or reproducible) specified for any data item of the CDRL. The contractor reserves the right to analyze the cost impact and negotiate an equitable adjustment for such fluctuations in requested deliverables.
c. Unilateral actions pursuant to (a) and (b) above shall be by the issuance of a CO’s letter followed by a
Supplemental Agreement to this contract which will reference this exhibit as its authority. Any action directed by this exhibit shall be effected by the contractor beginning with the first submission of the particular data item or items after receipt by the contractor and CO’s direction.
4. DATA SUBMITTAL APPROVALS: The following definitions apply to Block 8 of the DD Form 1423-1:
a. The use of an "A" in Block 8 indicates that Government approval of the identified document is required to assure that the contractor is sufficiently prepared to proceed to the next phase of the contract in addition to verifying compliance with the DID and CDRL requirements and requires written approval prior to preparation and publication of the final document. The Office of Primary Responsibility (OPR) designated in Block 6 of the DD Form 1423-1 will consolidate the evaluations performed by the data recipients with his or her own and respond through the CO to the contractor IAW the CDRL, unless otherwise specified. The program office will formally respond to the contractor within thirty (30) days after receipt of any data that is approved, disapproved or corrective action required. If the program office cannot respond within the 30 days, the contractor will be notified and a new suspense date will be mutually established.
b. If Block 8 has an “N”, these data items are considered non-approval, however this does not relieve the contractor of the responsibility of compliance with applicable regulations, standards, procedures, etc. All data submissions are subject to review by the procuring agency for departure of said compliance. Block 8, left blank, does not require a draft submission in advance of the final document unless otherwise specified on the
DD Form 1423-1. The presence or absence of an “A” in Block 8 does not relieve the contractor of the responsibility of full contractual compliance and all data will be subject to review and acceptance by the
Government.
c. Data submittal requirements shall not be considered to have been met until the procuring agency has determined that all contractual requirements have been met regarding the identified data.
5. REVISIONS TO DATA SUBMITTALS AND RESUBMITTALS OF DATA:
a. Unless otherwise specified, data submittals that are disapproved by the Government shall be revised and resubmitted by the contractor within thirty (30) days after receipt of the CO letter. If the contractor cannot resubmit within specified timeframe, the AFLCMC/WISE Data Manager shall be notified within ten (10) days and a new mutually agreed upon suspense date will be established.
b. Data submittals that are approved contingent upon revision shall be revised and distributed within thirty (30) days after receipt of CO letter, or as specified in the delivery requirements of the applicable DD Form 1423-1.
If the contractor cannot resubmit within the required time, the AFLCMC/WISE Data Manager shall be notified within fifteen (15) days and a new mutually agreed upon suspense date will be established. Final distribution shall be accomplished within 30 days after receipt of approval or completion of corrective action constituting approval.
6. DATA PREPARATION:
a. The contractor shall submit in electronic format that is compatible with the Government system unless otherwise stated on the DD Form 1423. Data submitted by the contractor shall conform to the quality requirements specified on the CDRL for each data item. Data to be submitted by electronic data transmission shall be identified in “Block 14.b Reg” of the CDRL.
b. Data shall be delivered by searchable Electronic Availability – includes delivery/availability of data files via a
Government-approved website, web page, server or via attachment of electronic files to email messages, as mutually agreed to between the Government and the contractor. Electronic data delivery and access is subject to Government protection/security requirements.
c. Other Electronic Formats – Data may be provided in appropriate format using media such as CD-ROM or
DVD-ROM. A document may consist of multiple files but files are not to be archived to save space.
Exceptions must be prearranged with AFLCMC/WISE. All text files shall be submitted as MS-Word or searchable Acrobat (PDF) file documents with copy and paste capability. All non-text documents
(spreadsheet, graphics, pictures, database, etc.) shall be accompanied by a MS-Word document. Acceptable applicable files for non-text documents are PowerPoint, Excel, Access and PDF.
d. Provide page number, total of number of pages, and document revision number. At least one (1) paper copy shall be submitted on standard 8 ½ x 11-inch document size bond paper and shall be sufficiently legible to be suitable for reproduction from a direct copying machine, and pages can be removed or inserted without damage or mutilation, and an electronic copy of each. The contractor shall contact AFLCMC/WISE DMO for
Block 14 DD Form 1423-1 distribution requirements 10 days prior to first delivery for each DD Form 1423-1 delivered by these means.
e. All data shall be submitted in the English language.
7. DOCUMENT REVISIONS: The contractor shall comply with the following requirements in the revision of documents provided in response to the data requirements specified in the CDRL.
a. Revisions shall be in the form of change pages or reissuance of the complete document dependent upon mutual agreement between the Government and the contractor.
b. A "revisions" page shall be provided in the front of each revision and shall contain, as a minimum:
(1) A brief description of the reason for revision, including the applicable authority; e.g., ECP, change order, supplemental agreement.
(2) Revision identification letter or number and revision date.
(3) Appropriate administrative instructions; e.g., security information, revision instructions, etc.
c. Each revised page shall have the specific changes identified by a dark vertical line in the right-hand margin and include appropriate identification to the applicable revision by either date, revision number or letter. If a revision is the complete reissuance of the document, no vertical lines shall be in the margin.
d. Each revised page shall contain the revision number or letter in the upper right corner of the page.
e. Anytime a revision is submitted, the title page of the document shall indicate the number or letter and date of that revision. Latest revision symbol and date shall be visible on the front surface of the document.
f. The letter of transmittal for each revision shall reference all previous/pertinent correspondence relating to the documentation being submitted.
8. DOCUMENTATION MARKING: DoD Directive 5230.24, Distribution Statements on Technical Documents, provides policy and procedures for marking technical documents. Air Force Instruction (AFI) 61-204, Disseminating
Scientific and Technical Information, specifies certain distribution statements to be on data to control distribution by
Government agencies such as the Defense Technical Information Center (DTIC).
a. Block 9 of the DD Form 1423-1 annotates the relevant distribution statement applicable to the data to be submitted. This distribution statement shall have precedence over other technical documentation on this contract, unless otherwise specified. As annotated in Block 9 of the DD Form 1423-1, the following distribution statement shall apply to all data on this contract, unless otherwise specified on the CDRL.

a. Contractor Imposed Distribution Statements. Part 27, of the Federal Acquisition Regulations (FAR) stipulates control procedures for contractor controlled technical information in which the Government has limited rights.
In addition to the Distribution Statement, the following statements shall appear on all data submittals:
EXPORT CONTROL WARNING - All technical documents that are determined to contain export-controlled technical data shall be marked “WARNING” – This document contains technical data Export Administration Act of 1979, as amended, Title 50, U.S.C., App. 2401 et seq. Violations of these export laws are subject to severe criminal penalties. Disseminate in accordance with provisions of DoD Directive 5230.25.” When it is technically infeasible to use the entire statement, an abbreviated marking may be used, and a copy of the full statement added to the “Notice To Accompany Release of Export-Controlled Data” required by DoD Directive 5230.25.
DESTRUCTION NOTICE – For classified documents, follow the procedures in DoD 5220.22-M, Section 11-
19, or DoD 5200.1-R, Information Security Program Regulation, Chapter IX. For unclassified, limited documents, destroy by any method that will prevent disclosure of contents or reconstruction of the document. If space does not permit the use of the full statement, the following may be used: DESTRUCTION NOTICE - Destroy by any method that will prevent disclosure of contents or reconstruction of the document.
a. The contractor is responsible for ensuring adequate marking and security measures are in place to prevent unauthorized access to electronic data. The contractor is not authorized to provide copies of any data on the
CDRL to activities who are not specifically identified in the distribution block of the CDRL without written
Government approval from AFLCMC/WISV.
9. METHOD OF TRANSMITTAL:
a. All data submittals shall be accompanied by a letter of transmittal and the Government shall acknowledge receipt and acceptance, where Government approval is required. All deliverables shall be directed to the OPR listed in Block 6 of the DD Form 1423-1. The letter of transmittal shall include as a minimum: reference to the contract number, program name, data item number, title, CDRL sequence number, revision level, any contractor's control number assigned to that data, and the method of submittal. The data itself shall contain the above information as well as the transmittal letter number. The contractor shall place a complete list of addressees at the end of the transmittal document, annotating the data recipients (as listed on the DD Forms
1423-1) and the corresponding number of copies distributed to each.
b. Unless otherwise specified in Block 16 of the DD Form 1423-1, data submittal date is interpreted as the date of the letter of transmittal.
c. For each data item in the CDRL, the contractor shall clearly state in the final transmittal letter that this is the last submittal being made and that all contractual requirements concerning that data item have been fulfilled.
d. If the same documentation is required on multiple contracts/tasks, only one submittal per functional addressee will be made in accordance with Block 14 of the applicable DD Forms 1423-1. When updates are required on one contract/task, all addressees will receive the updates to the documentation. The contractor reserves the right to analyze the cost impact and negotiate an equitable adjustment for such fluctuations in requested deliverables.
e. The contractor shall contact the CO for the addresses of classified data.
