Industry Day
15 August 2013
AFLCMC…Providing the Warfighter’s Edge
Purpose of brief: To demonstrate that that you have a solid strategy that will deliver a product or service within cost, on schedule, and meet the operator’s performance goals. This template should be tailored to clearly describe the strategy options considered, the pros and cons of these options, and the logic that leads to the recommended option/strategy.
The charts are not currently labeled “For Official Use Only” or “Source Selection Information, See FAR 2.101 and 3.104.” The Program Manager and Contracting Officer should make a joint decision on the classification of the entire set of briefing charts and/or each individual chart. Strive to use no markings if possible.
Tailoring is the key to successful use of this template. Present your briefing in the sequence that best addresses the issues for your program. When a topic/chart is not applicable or does not produce a smooth transition, modify the briefing. If other topics, not covered in this guide, are applicable then add them to the briefing. During the briefing, don’t show a chart/bullet and state the chart/bullet is “not applicable” to your program. Remember: THIS PRODUCT IS TAILORABLE! Where suitable, follow the order of the template.
Disclaimer The Government does not intend to award a contract on the basis of the information received at this event This is for informational purposes only. The contents of any future RFP take precedence over anything provided during this briefing and responses to questions Questions and answers will be posted to FBO and are considered public record Costs incurred as a result of this meeting are considered bid and proposal costs and will not be reimbursed by the Government

C-130J MATS O&S Program Overview
O&S requirements consist of CLS and aircrew instruction for pilots and loadmasters Locations: Little Rock AFB, AR; Keesler AFB, MS; Dyess AFB, TX; Ramstein AB, Germany; and Yokota AB, Japan (future site) Maintain high fidelity training systems to meet customer requirements/expectations while reducing risk throughout the aircraft weapon system life cycle Result: High quality training capability/aircraft supportability cost savings realized Provide aircrew and maintenance engine run training for initial, continuation, and transition courses Result: Minimize aircraft usage for training while increasing aircraft availability for missions
The preferred approach for MS A/B is for this chart to be briefed by a senior “warfighter/operator/user” Capability/Requirement: Do you clearly understand the requirement/capability needed? Is it realistic? Do you and the operator have the same understanding of the requirement? Was the Program Office (acquirer) a part of the requirements development process? Was an HPT involved? Explain the results of the HPT and whether or not this process enhanced understanding between the requirements (MAJCOM/DR), test (DT/OT), and development (AQ and SPO) personnel. Was the contractor represented? If not, why weren't they? How will the acquirer and operator continue to work closely as the program office “translates” the requirement into contractual documents? Does your understanding of the requirement meet the operator's expectations? Explain your plan to complete the next level of required capability. If you have an ICD, how/when will the CDD be completed, likewise a CDD to a CPD or CDD to the next CDD if evolutionary in nature. For a MAIS program, address the applicability of a CPD when there is no "production"; address any agreement you have with the users regarding applicability of a CPD.
Other topics to address as appropriate Jointness Is AoA complete; other alternatives considered (DOTMLPF) Does the document identify incremental requirements Need dates per increment Is there a Net-ready KPP (mandatory KPP) Plan for development of future requirements documents
Key acquisition objectives: A summary of what you plan to include in the Statement of Objectives (SOO) or SOW. The SOO should communicate to the contractor those key acquisition objectives (embody the KPPs) that are most important to your program. If the program is using a Statement of Work (SOW) in lieu of a SOO, the key acquisition objectives should be based on key objectives identified in the SOW.
Key acquisition objectives should have been driven by program requirements and risks identified during the Risk Workshop conducted as a part of the Pre-Award Process.
