Scope This Performance Work Statement (PWS) describes the tasks associated with operation and sustainment (O&S) support of the C-130J Maintenance and Aircrew Training System (MATS), including:

· Contractor Logistics Support (CLS) for Aircrew Training Devices (ATDs), training aids, and Maintenance Training Devices (MTDs)

· Aircrew training

· Contract transition activities including transfer of responsibility from the prior sustainment contract,

· Transfer to a follow-on sustainment contractor at the conclusion of this contract For use in this contract, the term “aircrew” also includes Maintenance Engine Run technicians.

Training and Training Support Objectives Training and training support includes the following tasks:

· Provide all aspects of aircrew student ground training and management.

· Support an Integrated Product Team (IPT) environment that embodies contractor, acquisition agency, and enduser participation and representation. The environment is intended to streamline management processes and provide the Government realtime electronic access to key program data and visibility into program metrics, schedule, technical and test performance, and program risk.

· Manage and maintain a support package to include, initial and replenishment spares and support/test equipment required to sustain the C130J MATS.

· Perform scheduled and unscheduled maintenance for all C130J MATS training equipment, to include Computer Based Trainer (CBT) equipment, as required, to ensure the C130J MATS achieves the throughput requirement (including surge), guaranteed student qualification requirements, and levels of training to ensure certification at the “3c GO” level.

C-130J Aircrew Training Devices Description Weapon System Trainer (WST) The WST full-motion flight simulator provides airland, airdrop, Night Vision Goggle, and combat operations training to the cockpit crew as well as loadmaster interaction with the cockpit crew.

The WST design provides for correlation of the visual simulation scene, radar imagery, landing aids, navigational, and other displays. WSTs will operate in a classified environment up to the Secret level.

Cockpit Procedures Trainer (CPT) The capabilities, complexity, and fidelity of the CPT complement the WST so as to meet the Guaranteed Student and student throughput requirements. A Part Task Trainer that does not have motion or visual systems.

Avionics Systems Management Trainer (ASMT) The ASMT provides training in the operation and control of the C-130J communications, navigation, identification, flight management and display systems.

Fuselage Trainer (FuT) The FuT provides training in the operation and control of the C-130J cargo handling system including Multi-function Control/Display Unit (MFCD) operation for Loadmaster Training.

Loadmaster Part Task Trainer (LMPTT) The LMPTT provides classroom training of the Loadmaster Station including the MFCD, Ramp and Emergency Control Panel, Lock Indicating Panel, and manual Parachute Initiation Device T-handle.

Aircraft Interface Monitors (AIM) The AIM/Smartboard system is used in a group training environment to train loadmaster aircraft checklists in a virtual manner.

Enhanced Cargo Handling System (ECHS) The ECHS is a desk top training aid that allows loadmasters to train on the proper procedure for arming, disarming, and lock engagement.

Visual Threat Recognition Avoidance Trainer (VTRAT) The VTRAT is a classified computer generated video training system that displays an array of surface to air threats. The system allows students to drill on specific threat reactions and grades students on their proficiency of procedures.

Multi-Function Training Aid (MFTA) The MFTA is a virtual representation of the flight deck systems that allows for individual (self-paced) and instructor led introduction to aircraft systems and checklists.

Computer-Based Trainers (CBT) CBTs are interactive desktop and laptop computer stations that allow individual self-paced training which includes workbooks, reviews, quizzes, and unit tests.

C-130J Maintenance Training Devices Description Integrated Cockpit Systems Trainer (ICST) The ICST replicates the C-130J aircraft flight deck controls, displays, instruments, and task performance areas as required to train the applicable tasks.

Flight Controls Trainer (FCT) The C-130J FCT consists of components which shall replicate and/or represent the components of the flight control system to train the applicable tasks.

Engine and Propeller Trainer (EPT) The C-130J EPT consists of inert components which shall replicate and/or represent the components of the engine and propeller system to train the applicable tasks.

Applicable Documents The contractor shall utilize and comply with the following documents referenced herein as guides in performance of specific tasks under this PWS (each is referenced in the applicable PWS paragraph).

The contractor shall comply with the documents of issue in effect on the date of the C130J MATS program start.

The contractor shall identify and submit for approval by the Procuring Contracting Officer (PCO), any substituted documents.

When approved, these substituted documents will become a part of this PWS.

Management Program Management The contractor shall develop and maintain a program management process to plan, direct, integrate, and control the O&S and aircrew instruction of the C130J MATS.

The contractor shall document the program management process in a Management Plan.

Deliverable: Contract Data Requirements List (CDRL) A001, DI-MGMT-81453A/T, Data Accession List Program Meetings The contractor shall attend meetings and provide minutes of each meeting as directed by the Government.

The contractor shall have Video Teleconferencing capability so that meetings may be conducted as an alternative meeting media.

Deliverable: CDRL A002 - DI-ADMN-81250A, Conference Minutes Post Award Conference A Post Award Conference shall be held within 30 calendar days after contract award, at the discretion of the PCO.

The contractor shall conduct a post award conference at Little Rock Air Force Base (AFB).

The conference shall introduce the key participants, identify points of contact and the Administrative Contracting Officer will lead the discussion so both parties understand the scope of the work.

Deliverable: CDRL A002 - DI-ADMN-81250A/T, Conference Minutes System Review Board (SRB) The contractor shall support and document the results of the bi-annual C-130J MATS SRB. The Government may hold the SRB in conjunction with the C130J MATS Production Program Management Review. The Government will determine the date and location of each SRB.

The SRB shall provide a program overview and a detailed discussion of preselected topics.

Status and information at the SRB shall reflect the status since the previous SRB.

Deliverable: CDRL A002, DI-ADMN-81250A, Conference Minutes Program Status Meetings The contractor shall conduct a program status meeting as directed by the Government via teleconference.

Deliverable: CDRL A002, DI-ADMN-81250A, Conference Minutes CDRL A003, DI-ADMN-81373, Presentation Material Program Flying Training (PFT) Conference The contractor shall support the annual PFT conference.

Scheduling Meetings The contractor shall support all site scheduling meetings.

Working Groups (WGs) Integrated Logistics Support Working Group (ILSWG) The contractor shall co-chair twice a year ILSWG with a Government representative. The Government may hold this ILSWG in conjunction with the SRB.

Deliverable: CDRL A002, DI-ADMN-81250A, Conference Minutes Training System Support Center (TSSC) Working Groups The contractor shall support all WGs conducted by the TSSC contractor. These WGs include but are not limited to the following:

a. Configuration Management WG

b. Curriculum Control WG

c. Design Change/Deficiency Report Working Group (DC/DRWG)

d. Flightline Instructor/Contract Instructor Crosstalk Meeting

e. Modification WG

f. Training Management System (TMS)/LAN WG

g. Test Plan WG Note: The frequency and locations of the WG meetings will be determined by the Government.

Distributed Mission Operations (DMO) Meetings The contractor shall participate in meetings and telecoms as necessary for achieving and maintaining C130J MATS interoperability within the Air Mobility Command (AMC) networking domain for the Mobility Air Force (MAF) Distributed Training Center (DTC) training network.

These meetings/telecoms include, but are not limited to the following:

a. MAF DMO Standards WG

b. MAF DMO Standards Implementation Group

c. MAF DMO System Problem Report WG

d. MAF DMO Test WG

e. MAF DMO Risk Management Process

f. MAF DMO Configuration Control Board

g. Technical Data Interchange Meetings

m. Configuration, Integration, and Interoperability Testing The contractor shall identify C130J MATS specific requirements for the simulator network enterprise efforts and provide recommended actions, to the Government, to meet C130J MATS training requirements.

Risk Management The contractor shall implement an integrated risk management program.

The contractor shall perform continuous and comprehensive risk analysis efforts to identify, prioritize, and mitigate all risks.

The contractor shall propose alternatives to mitigate the effects of identified risks, and shall define criteria for initiation of alternatives.

The contractor shall provide the Government access to its risk management plan through the internet or contractor’s electronic database.

The contractor shall present the risk management at the SRB.

The contractor shall use Air Force Materiel Command Pamphlet 63-101 as a guide.

Deliverable: CDRL A001 - DI-MGMT-81453A/T, Data Accession List Associate Contractor Agreements (ACA) As necessary for specific tasks, the contractor shall enter into ACAs for exchanging data; accessing and using third party software and equipment; receiving technical support; working interface issues; and/or agreeing on equipment use and time.

The contractor shall seek an ACA with the simulator TSSC contractor (Lockheed Martin Mission Systems and Training), subcontractors, and the C130J aircraft prime contractor (Lockheed Martin Aero).

Future transition of the C-130J MATS to a follow-on contractor shall require an ACA incorporating the appropriate language to meet the requirements.

As a minimum, the following areas shall be included or addressed in all ACAs:

Identification of data and information that will be exchanged between contractors to facilitate performance of the contracts involved. Descriptive detail of the data will be exchanged to ensure that all parties understand their mutual obligations.

Necessary equipment and materials to be provided by the associate contractors in the performance of the installation, integration, assembly, checkout, and testing of modifications.

The facilities and locations that will be provided/shared by each contractor to accommodate personnel assigned and provide integration and support services and assurance of adequate working areas.

The responsibilities of each party for identifying and correcting incompatibilities in the design of the ATD/MTD interface relationships, which may inhibit the required performance of the ATD/MTD.

Procedures for protection of proprietary data shall be included, as necessary.

In the event the contractor and associate contractor(s) cannot agree on the responsibilities of both parties, each contractor shall submit justifications to the PCO.

The Government, based on available information, will determine the responsibilities of each party.

Subcontractor Management The contractor shall manage subcontractors in accordance with (IAW) the management plan.

The contractor shall integrate subcontractors into program management and tracking systems.

The contractor shall ensure the requirements of this contract are consistently applied to all subcontracts and associate contracts.

The contractor shall institute procedures to ensure that subcontractors and vendors have incorporated necessary program elements to ensure compatibility of supplied equipment to any device being modified.

Data Management The contractor shall plan for, generate, collect, prepare, publish, and distribute contractual data with content, format, and in quantities specified by the CDRL.

The contractor shall be responsible for the management of changes, additions, and deletions of data items.

The contractor shall recommend items to be added, revised or deleted, as appropriate, and shall maintain the status of all data deliverables.

The contractor shall generate and maintain contract data status information to monitor all data activity (i.e., delivery, documentation, approvals due but not delivered, status of delinquent data).

This data shall be available via the electronic data management system (EDMS).

Electronic Data Management System The contractor shall provide an EDMS.

The contractor shall make available to the Government; management, technical, cost, and schedule data in an integrated, electronic, and query web-based system.

Government personnel will have, as a minimum, read-only access to the EDMS. Access to the website shall be password controlled.

Notification of new postings to the website shall be provided by e-mail to program office designated Government team members.

Data Accession List The contractor shall generate a list of all internal data generated in compliance with contractual tasks and shall make such internal data available on the EDMS.

Deliverable: CDRL A001, DI-MGMT-81453A/T, Data Accession List Site Libraries The contractor shall maintain, at each site, a library of documentation and manuals necessary to support the fielded devices.

The site libraries shall be accessible to the Government or Government designated personnel.

The contractor shall plan for and support periodic Government reviews of the library to ascertain the data quality, currency, and completeness.

Contractor Device Performance Report (CDPR) Whenever on-call and/or on-site support is accomplished, the contractor shall prepare a CDPR.

For the CPDR shall include:

a. Record and use actual ATD time (not scheduled time) when reporting ATD hours used

b. Work Orders older than 90 calendar days

c. Plant Clearance Automated Reutilization Screening System (PCARSS) actions

d. What was moved from a one device to another device to support training

e. PFT reports to include no-shows

f. Listing of all personnel to include:

a) Name

b) Position

c) Current qualifications

d) Restrictions/Waivers Deliverable: CDRL A004, DI-ILSS-80191D/T, Contractor Device Performance Report Deficiency Reports/Design Changes The contractor shall participate in and utilize the TSSC contractor’s process for reporting deficiency reports and design changes.

Instructional Change Request (ICR) The contractor shall participate in and utilize the TSSC contractor ICR process.

Safety The contractor shall provide, maintain, and update a system safety program IAW Military Standard (MILSTD)882E.

The contractor shall have the responsibility of analyzing, eliminating, or minimizing hazards.

The contractor shall assess and summarize all risks assumed during test and operation, identify safety features of the system, and specify procedural controls to be followed.

The contractor shall comply with system safety engineering principles and MIL-STD-882E during all levels of operation, maintenance, and support.

The contractor shall ensure that the system safety designed into the training system devices shall not be degraded or compromised.

The contractor shall execute, maintain, and update a documented system safety program IAW best commercial practice.

The contractor shall prepare a Safety Assessment Report that summarizes all assessed system safety risks assumed during test and operation; identifies the safety features of the system; and specifies the procedural controls to be followed.

The contractor shall brief system safety risks and status at the program and technical reviews.

The contractor shall comply with Air Force Instruction (AFI) 91-203 standards.

Deliverable: CDRL A005, DI-SAFT-80102B, Safety Assessment Report (SAR) Handling and Safeguarding of Government Property The contractor shall manage Government property IAW Federal Acquisition Regulations (FAR) 45.105.

The contractor shall make recommendations for condemnation of unserviceable or obsolete items and, if approved by the United States Air Force (USAF) Program Office, dispose of them IAW the Property Management Plan.

Deliverable: CDRL A001, DI-MGMT-81453A/T, Data Accession List Hazardous Waste The contractor shall be responsible for the proper handling, storage, transportation, and disposal of all hazardous waste resulting from performance on this contract IAW AFI 32-7042.

The contractor shall comply with host base directives/guidelines.

The contractor shall manage hazardous waste IAW 40 Code of Federal Regulations, Parts 260 - 271, and 49 Code of Federal Regulations, Parts 171 and 172 and paragraph 2.2.9.4.

Electrostatic Discharge (ESD) Control The contractor shall develop, manage, and maintain a process to control ESD IAW American National Standards Institute (ANSI)/ESD S20.20-2007.

Mishap When mishaps involving Government property occur, the contractor shall immediately secure the mishap scene and damaged item(s) or wreckage until released by the accident investigative authority as designated by the Wing Safety Office.

The contractor shall notify the Contracting Officer’s Representative (COR) or PCO as soon as possible after the mishap occurs regardless of the time of day.

The contractor shall be responsible for completing mishap investigation forms IAW local guidance.

Mishap - A mishap is an unplanned occurrence, or series of occurrences, that results in damage or injury and meets Class A, B, C, D and E mishap reporting criteria IAW AFI 91-204. Damage or injury includes: damage to Department of Defense (DoD) property or equipment; environmental damage; occupational illness to DoD military or civilian personnel; injury to DoD military personnel on- or off-duty; injury to on-duty DoD civilian personnel; damage to public or private property, or injury or illness to non-DoD personnel caused by USAF operations.

Accident, Incident Reporting and Investigation The contractor shall report an accident or incident immediately, but no later than 24 hours following the event, to the local COR or PCO.

The contractor shall be responsible for completing accident investigation forms IAW local guidance.

The contractor’s report shall contain all available facts relating to any damage to Government property and/or injury to any personnel.

If the Government elects to investigate an accident, the contractor shall cooperate fully and assist the Government personnel until the investigation is completed.

Voluntary Protection Program The contractor shall submit a Safety and Health Plan and corresponding site safety checklist to the PCO 10 workdays after contract award.

The contractor’s plan shall include appropriate measures to ensure the contractor reacts promptly to investigate, correct, and track alleged safety and health violations and/or uncontrolled hazards in contractor work areas.

Installation-specific references and policies may be included (or attached) to the plan. See Section H Special Contract Requirement.

The contractor shall comply with the specific health and safety requirements identified in this PWS (e.g., AFI 91-202), as well as the Occupational Safety Health Act (Public Law 91-596).

The contractor shall comply with the health and safety rules of the Government installation that concern related activities not directly addressed in this PWS.

The contractor shall take reasonable steps and precautions to prevent accidents and preserve the health and safety of contractor and Government personnel performing or in any way coming in contact with the performance of this requirement.

The contractor shall take additional immediate precautions identified by the PCO for health and safety purposes.

Deliverable: CDRL A001, DI-MGMT-81453A/T, Data Accession List Non-Mission Essential Functions In accordance with DODI 3020.37, this requirement has been determined to be non-mission essential services.

Configuration Management The contractor shall maintain training devices IAW the following specifications:

a. AMC WST Specification

b. AMC Visual Specification

c. AMC Networking Specification

d. AMC CPT Specification

e. ASMT Specification

f. ICST Specification

g. AIM Specification

h. FCT Specification

i. EPT Specification

j. LMPTT Specification

k. MFTA Specification The TSSC contractor is responsible for maintaining these specifications. The contractor shall identify recommended changes to the TSSC contractor.

Deliverables: CDRL A006, DI-ADMN-81401A, Contract Change Proposal CDRL A007, DI-CMAN-80642C, Notice of Revisions System Verification Review (SVR)/Physical Configuration Audit (PCA) The contractor shall support the TSSC contractor in the SVR/PCA of hardware, software and courseware.

Change Proposals The contractor shall prepare Contract Change Proposals (CCP) as requested by the PCO.

In the event that a specification cannot be met, the contractor shall request a deviation to the configured specification baseline.

The contractor shall conduct all aircrew training IAW tasks in the Instructional Performance Requirements Document and all C-130J syllabi.

The contractor shall plan, conduct, schedule and manage student training.

The contractor shall develop and integrate annual class schedules into the PFT document using the Student Throughput Range Table located at Section J, Attachment XX of the contract.

The contractor shall coordinate PFT with Headquarters (HQ) Air Education and Training Command (AETC) to include Flight Line instruction.

The contractor shall identify students by USAF PFT class numbering system.

The contractor shall not be relieved of meeting the student throughput range table if an ATD(s) has been partially or fully decertified.

The contractor shall provide qualified instructors to instruct Formal School, Continuation Training, VTRAT, and Engine Maintenance Run Training as defined in PWS paragraph 6.2.

The contractor shall provide the opportunity for Government flight instructors to observe student training in ATDs and classrooms.

The contractor shall allow the Government to observe any student training.

The contractor shall provide Formal School students scheduling priority to ensure on-time graduation.

Student Throughput The contractor shall operate and maintain the C130J MATS to meet the annual student throughput range as specified at Section J, Attachment XX of the contract.

Training of Foreign Nationals The contractor is responsible to comply with the International Traffic in Arms Regulation (ITAR) of the U.S. Department of State and to secure Technical Assistance Agreements (TAA) to support current and future foreign national training levels.

Any additional/new requirements will be identified as part of the annual PFT submission to the contract.

This training will be identical to the content of USAF training courses provided by the contractor unless formally notified of any restrictions by the Government.

Guaranteed Student Requirement The contractor shall produce guaranteed students. The contractor shall confirm students meet the knowledge and performance standards for the appropriate syllabus prior to releasing students to the Air Force for aircraft flight training and identify FTU students who are not progressing normally.

The contractor shall support all student evaluations, as applicable.

The contractor shall remediate students with identified deficiencies without displacing student throughput, at no additional cost to the Government.

Remediation of students shall include all remedial ground training for previously qualified students at each site.

The contractor shall continue this process until a student is determined qualified by an USAF evaluator or the student is eliminated from training by a cognizant USAF authority.

If any aircrew member is unable to achieve, progress, or maintain qualification level and requires remedial training, it shall be documented in training record(s) or on Air Force (AF) Form 8.

Remediation of students shall include all remedial ground training for previously qualified students at each site.

Training Materials and Publications The contractor shall provide and distribute all necessary training materials and publications to the students in the required electronic or print format.

The contractor shall provide binders to hold these materials as required.

Use of Aircraft for Training Training devices shall be the primary training media for training.

If training devices required to meet student throughput requirements have not been procured by the Government, the Government owned C130J aircraft may be used based on availability.

In addition, the contractor may request usage of the Government owned C130J aircraft to complete training requirements defined in the MATS curriculum, as approved by the Government.

The contractor shall provide prior written notification and coordinate required training schedules, IAW local scheduling procedures, with the COR or designated USAF site representative.

Operational Evaluation The contractor shall conduct operational evaluation and utilize the TSSC’s process for all C130J MATS courseware.

Student Critiques The contractor shall administer electronically student critiques for each of the C-130J MATS courses, with at least 90% completion rate, prior to the student’s departure.

The contractor shall include a base facilities and services questionnaire with Formal Training Unit (FTU) End-of-Course Critique.

The contractor shall provide access to the student’s critiques upon Government request.

The contractor shall provide courseware related critiques to the TSSC.

The contractor shall provide an analysis of critiques quarterly.

Deliverable: CDRL A001, DI-MGMT-81453A/T, Data Accession List Aircrew Graduation Evaluation Program (AGEP) Survey The contractor’s instructor shall complete the AETC AGEP Surveys IAW Air Education and Training Command Instruction (AETCI) 362206 and syllabi.

Training Objectives Minimum Equipment List(s) (MEL) The contractor shall develop, maintain, and utilize lesson plans identifying minimum equipment, required to achieve training objectives, including subsystems, for each lesson for all aircrew courses, subject to Government approval.

Deliverable: CDRL A009, DI-MISC-81417, Minimum Equipment Subsystem List Determination of Aircrew Training System Availability The COR or designated Government representative will determine the trainer’s capability to meet the scheduled missions.

The contractor shall ensure all MEL items for the specific training mission being flown are fully operational. The ATD will be Non-Mission Capable (NMC) if it does not meet all MEL requirements for the scheduled mission.

If the ATD is NMC, the contractor shall notify the COR. The COR may allow the contractor to continue with an approved MEL waiver or move the training to a different device.

Unscheduled maintenance, initiated as a result of an NMC device or an aborted mission, may be accomplished with minimum interference to the remaining aircrew training schedule except where continued use of the device would cause damage to the equipment or compromise personnel safety.

The contractor will only receive credit for successfully completed mission hours as determined by the COR.

The contractor shall document any mission credit dispute and provide to the PCO for resolution.

Government Use Time The contractor shall provide the specified quantity of time for USAF use of training devices IAW Annex A of this PWS.

The contractor shall provide an operator during this time, excluding Simulator Certification (SIMCERT).

Use of this time will be controlled and scheduled by the Unit Training Office and monitored by the COR.

Graduate Training Integration Management System (GTIMS) The contractor shall employ the Government provided GTIMS to document trainee performance.

The contractor shall input into the GTIMS all the Formal School and Continuation Training syllabi to build class plans, schedules, and make grade book entries.

The contractor shall input the student’s training profiles in GTIMS.

The contractor shall work with the GTIMS contractor to identify problems and provide solutions to problems that may arise in the GTIMS system.

The contractor shall generate GTIMS reports when requested by the Government.

If GTIMS is not available, the contractor shall utilize a TMS IAW the following paragraph.

Training Management System The contractor will have access to the current TSSC TMS that includes an electronic grade book to maintain and update all student data.

The contractor shall use the TMS to perform the following resource management functions with student records: administration, management, scheduling, reporting, data collection and evaluation.

The contractor shall provide support, as necessary, for the TMS at all contractor-operated sites.

The contractor shall generate TMS reports when requested by the Government.

The contractor shall provide TMS access with query capability to the Government.

The contractor shall ensure the TMS interfaces with the GTIMS.

Training Research Studies The contractor shall support research studies and provide documentation to evaluate and improve curriculum and training methods used in aircrew instruction when directed by the PCO.

Deliverable: CDRL 010, DI-MISC-80508B, Technical Report – Study/Services Types of Training The contractor shall provide instruction for courses listed in Annex B of this PWS.

The contractor shall provide training IAW AFI 11-202 v1, v2, and v3.for:

a. Initial/Mission Qualification Training: instruction necessary to qualify fixed-wing pilots and graduates of the Basic Loadmaster Course to the corresponding C-130J crew position. The contractor shall provide Initial Qualification (Level 1), Initial Qualification and Mission (Level 3) and Initial Mission (Level 5).

b. Transition Training: instruction necessary for pilots and loadmasters transitioning from other airframes to the corresponding C-130J crew position. The contractor shall provide Transition Long Qualification (Level 1), Transition Long Mission (Level 5), and Transition Long Qualification and Mission (Level 3)

c. Requalification Training: instruction for pilots being re-qualified back into C-130J aircraft.

d. Upgrade Training: instruction necessary to enable crewmembers to qualify in the next higher crew position in their specialty.

e. Continuation Training (Refresher Training): instruction for recurrent training requirements that is ongoing throughout the crew member’s flying career and required to maintain proficiency in the weapon system as required by AFI 11-202V1 and other applicable training instructions. Annual and quarterly continuation training courses focus primarily on aircraft systems and emergency procedures training, and include Crew Resource Management (CRM) and Mission Oriented Simulator Training (MOST). This training also used to complete annual/semi-annual training events as described in AFI 11-2C-130J Volume 1.

f. Instructor Training: instruction includes principles of instruction, more in-depth knowledge of aircraft systems and procedures, applicable training regulations, and safety principles. The contractor shall provide Levels 1 through 5.

g. Flight Examiners: instruction includes methods for evaluating examinees and applicable AFI 11202v2 regulations.

h. Instrument Refresher Course (IRC): provide instructor led “Hot Topics” discussions to complement the annual IRC computer –based training lesson at Government identified training locations.

i. Initial and Annual Refresher Visual Threat Recognition Avoidance Trainer (VTRAT) Training: initial and annual refresher course of instruction on the USAF provided VTRAT.

j. Senior Officer Course: instruction for Senior Officers.

k. Engine Run: instruction for maintenance technicians for initial and annual refresher engine run procedures.

l. Simulator Proficiency Sortie: free play simulator missions to complete proficiency events or unit training 2-4 hour blocks.

m. Loadmaster Part-task Training: USAF instruction on LMPTT in 2-4 hour blocks.

n. Transition-United States Coast Guard (USCG): USCG instruction in simulator for pilots transitioning from C130E/H to C-130J. USCG provides pilot instructor and courseware. Contractor provides simulator time and operator. Course is 10 (4 hour) simulator periods.

o. Crew Resource Management (CRM): This training is integrated in all lessons that require pilot and loadmaster interaction. It is an integral part of pilot/loadmaster refresher training and initial facilitator course. Includes Annual CRM events G230, G231, G232, G240 as described in AFI-11-2C-130J Volume 1.

The contractor shall support student progression to the next level as required by the student’s gaining unit.

The contractor shall integrate recurrent ground training events.

The TSSC contractor will provide all courseware required to support the contractor-provided ground training and USAF conducted flight instruction.

The contractor shall maintain the course trade-off matrix.

Crew Resource Management Training and Mission Oriented Simulator Training The contractor training shall integrate CRM training into the overall course plan, IAW AFI 11290.

The contractor shall implement the CRM mission profile changes every 90 days to coincide with the Simulator continuation training profiles.

The contractor shall provide MOST annually and align with CRM training. JMATS instructors will conduct a thorough debrief after each CRM and MOST mission to include the use of replayable digital recording of electronic flight data and aircrew performance (Computer Aided Assessment System [CAAS]).

USAF Flight Surgeons are authorized to participate in C-130J Initial CRM classes at Little Rock, AFB on a space available non-interference basis. This is to comply with AFI 11-2C-130J Vol 1 requirements for Flight Surgeons. No separate Flight Surgeon syllabus or FS-specific courseware/instruction is required. They will attend the same initial qualification CRM training as do C-130J pilots and loadmasters. Emphasis is on the academic portion of CRM training, FSs are allowed on WST CRM and MOST missions if space is available in the ATD after all pilot, loadmasters and CCAIs are scheduled for training. FSs can also attend CRM refresher training in conjunction with PSR and LRT on a space available basis. Initial CRM training will only be conducted at Little Rock AFB in conjunction with existing FTU CRM training. Annual Refresher training can be conducted at any MOB with appropriate scheduling coordination. For scheduling purposes we request up to five annual training quotas and 10 refresher training quotas at each site.

C-130J Crew Resource Management Facilitator Course The contractor shall provide training to C-130J MATS Contractor Classroom/ATD Instructor (CCAI) instructors and shall be available to military units operating the C-130J aircraft and other aircraft with similar crew formats.

Profile Training The contractor shall implement continuation training profile changes every 90 days to coincide with the CRM mission profiles.

The contractor shall work with the TSSC contractor to refresh all continuation training profiles annually.

The contractor shall work with the TSSC contractor to update and implement profiles within three calendar days for Safety of Flight issues.

Mission Generation The contractor shall perform mission generation as required by applicable courseware and training requirements. Mission generation includes modification of mission files, navigation/communication facilities, approach/ departure plates, and local tailoring from the Instructor Operator Station (IOS).

The contractor shall utilize the procedures from the ATD Mission Generation Manual to accomplish this support.

Electronic Flight Data The contractor shall collect electronic flight data for each continuation training session (from the Computer-Aided Assessment System) for post mission review.

The contactor shall transfer all flight data records to a Government storage location at the end of each day. This is a requirement of Military Flight Operations Quality Assurance.

Flight Crew Information File/Flight Crew Bulletin (FCIF/FCB) The contractor shall document that instructors review all FCIF/FCBs issued by the Operations Group Standardization and Evaluation Section.
