C-130J MATS O&S Recompete Industry Questions/Comments on Draft PWS

Opening sentence says “The contractor shall utilize and comply with the following documents referenced herein as guides in performance of specific tasks under this PWS (each is referenced in the applicable PWS paragraph). Need to use “find” on the PWS for these documents. At least “AFMCPAM 63-101” is not referenced in the PWS.
Referenced in para 3.1.3. AFMCPAM is spelled out.

As an example lists “Deliverable: Contract Data Requirements List (CDRL) A001, DI-MGMT-81453A/T, Data Accession List.” I believe that any document generated under the contract CAN be delivered under the DAL, however, NOT on a regular basis. This PWS seems to depend on DI-MGMT-81453A/T too much.
We will take your comment under advisement.

3.1.1
Is Web Ex sufficient for Video Teleconferencing or is full face to face viewing required?
Full face-to-face conferencing is not required.

3.1.4
Do the contractors listed here as mandatory ACAs have similar wording in their respective contracts to facilitate agreement? If the O&M contractor is not allowed to perform any modifications dealing with C-130J proprietary data why would he need an ACA with LM Aero? The third bullet seems to indicate that training facilities on Government installations are “owned” or controlled by one or another contractor. Is that true?
Yes, the contractors have ACA requirements in their respective contracts as well.

One of the reasons ACAs are required is to ensure any data/information shared is protected.

The training facilities are not owned by a contractor; however, the O&S contractor and TSSC contractor will share space in the training facility at Little Rock AFB. Each training facility will have a LM liaison/IT person.

This paragraph states that it is the O&M contractor’s responsibility to maintain the library capable of maintaining the fielded devices. Does that include maintaining the TSSC library? Who is expected to pay for the reproduction and delivery of necessary TSSC documentation to generate or maintain this library?
No, the O&S contractor will not maintain the TSSC library.

The O&S contractor will update/maintain site libraries as required. The TSSC will provide any changes or updates required for the site libraries.

The TSSC contractor is responsible for all normal reproduction and delivery of documentation for the site libraries.

What does “maintaining” the listed specifications mean? Simply keeping copies or actually modifying them as required (normally a TSSC task)?
The paragraph states, “The TSSC contractor is responsible for maintaining the specifications.” The intent of the para is to ensure the O&S contractor does not make any changes to the devices, but is required to maintain the devices based on the specs.

Is the TSSC contractor responsible for providing specification copies and change pages to the sites to maintain their libraries?
Yes.

How can a contractor be held responsible for meeting the student throughput range table on a decertified training device when he has no responsibility for correcting the device other than writing the device up?
The O&S contractor will re-arrange scheduling on different devices to maintain student throughput requirements.

Is the throughput for this course known and defined?
It will be included in the student throughput table.

Will a copy of the ATD Mission Generation Manual be provided to the bidders to assess the workload involved? Also, will other data such as missions generated/required per year be provided?
This information will be included in the bidder’s library.

Will a list of foreign entities with which an ITAR TAA must be obtained be provided?
An historical list of foreign national students will be provided with the bidder’s library. Future foreign national training is unknown at this time.

Does the MEL currently exist or must they be developed by the gaining contractor?
Yes, the MEL currently exists.

Will information be available to non-incumbent bidders regarding the operation and use of the TMS?
It is our intent to provide TMS data in the bidder’s library to aid offerors in preparing their proposal.

If the contractor is able to “fine tune the software training loads to make them run on the devices” they should also be capable of generating software training loads as ECPs.

5.1.1.2
Does the gaining contractor have to provide a new inventory control system, or the existing one must be maintained? If a new one is required, does the Government own the data generated by the existing system, and can it be made available to the gaining contractor?
The Government will not direct what inventory control system must be utilized. A commercial system is in use today. As long as the Government has access and it captures the requirements of the PWS, it is the offeror’s discretion what they use.

Yes, the Government owns the data from the current system.

5.1.1.3
ECPs were not listed as change methods for this contract in paragraph 3.8 Configuration Management. If the O&M contractor is allowed to perform ECPs for non-Form fit and function changes they should be able to accomplish any and all modifications that do NOT involve proprietary C-130J data.

Will a list of the spares, tools and test equipment to be provided to the bidders? Will Section J, Attach XX as noted in PWS 12.1 provide such a list?
Yes, Attachment XX is the annual inventory and will be included in the RFP. It will also be included in the bidder’s library. The annual inventory captures ALL C-130J MATS property.

Will the Government provide a list of the support equipment with part numbers and sources to the bidders?
The annual inventory will include the support equipment data, including part numbers.

Does the Form 244 requirement apply to training system “owned” support equipment?
Aerospace Ground Equipment (AGE)-type support equipment and vehicles require Form 244.

Does the incumbent contractor have a transition plan that can be made available?
No, the O&S contractor will required to develop their own transition plan for contract startup.

This paragraph states that O&M contractor will “assume responsibility for the entire C-130J MATS.” I don’t think is the way the rest of the PWS is written.
The statement “entire” has been removed from the PWS.

Does this paragraph refer to activating sites with new equipment or moving existing equipment?
Both.

General
Will the Government provide a copy of the existing syllabi, student and instructor guides for courses to the bidders?
The Government anticipates including in the bidder’s library.

Will the Government provide recent year of Field Service Reports or Contract Device Performance Reports applicable to the equipment to be maintained?
CDPRs and Info EAM data (MX collection system being used currently) will be included in the bidder’s library.
