Instructions, Conditions, and Notices to Offerors or Respondents
L-III INFORMATION TO OFFERORS (ITO) and INSTRUCTIONS FOR PROPOSAL PREPARATION
C-130J MATS Operations and Sustainment (O&S) Structure and Objectives Objectives The C-130J Maintenance and Aircrew Training System (MATS) Operations and Sustainment (O&S) contract’s primary mission is to train C-130J aircrews and maintain C-130J maintenance and aircrew training devices. The C130J MATS users are represented by Air Mobility Command (AMC), Air Education and Training Command (AETC), Air Force Reserve Command (AFRC), Air National Guard (ANG), United States Coast Guard (USCG), United States Marine Corps (USMC), and potential international students.
The O&S requirements of this contract will consist of Contractor Logistics Support (CLS) and aircrew instruction for pilots and loadmasters. Aircrew instruction also includes maintenance engine run instruction for maintenance technicians. The CLS and instruction functions will be required at Little Rock Air Force Base (AFB), Arkansas; Keesler AFB, Mississippi; Dyess AFB, Texas; Ramstein Air Base (AB) Germany; and potentially Yokota AB, Japan.
The resulting contract from this acquisition will be a Firm Fixed Price (FFP) single-award contract. This acquisition will utilize the Tradeoff Source Selection Process (see FAR 15.101-1) to conduct a competition as a Service Disabled Veteran-Owned Small Business (SDVOSB) set-aside. The Government reserves the right to award no contract at all if the Source Selection Authority (SSA) determines it is in the Government’s best interest.
Only U.S.companies may be considered for award. A foreign-owned or a foreign-influenced company that has been approved through the Defense Security Service (DSS) as a U.S. subsidiary and possesses a Facility Clearance, will be considered as a U.S. prime on the C130J MATS O&S contract. Foreign-owned companies may participate as a subcontractor.
Offerors must have a valid U.S. security clearance of Secret or higher in order to be eligible for contract award. Offerors may submit a proposal; however, they will not be eligible for award unless they hold a valid Secret Facility Clearance at time of the C-130J MATS O&S contract award. The Government shall not be liable if the requested clearance is not obtained in a timely manner to allow for contract award.
Approach The Government intends to award a contract that will include Firm-Fixed Price (FFP) and Cost Reimbursable No Fee (CRNF) contract line item numbers (CLINs). The CLS and aircrew training will be issued under FFP CLINs. Any temporary duty (TDY) travel required under this contract will be issued under CRNF CLINs. The contract will initially provide for a transition from the incumbent contractor to the successor contractor.
Proposal Preparation Instructions This section of the ITO provides general guidance for preparing proposals, as well as, specific instructions on the format and content of the proposal. The offeror’s proposal must include all data and information requested by the ITO and must be submitted in accordance with these instructions. The offeror shall be compliant with the requirements as stated in the Government provided Performance Work Statement (PWS) and Contract Data Requirements List (CDRL) Package. Non-conformance with the instructions provided in the ITO may result in an unfavorable proposal evaluation.
The proposal shall be clear and concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The proposal should not simply rephrase or restate the Government’s requirements, but rather shall provide convincing rationale to address how the offeror intends to meet these requirements. Offerors shall assume that the Government has no prior knowledge of their facilities and experience, and will base its evaluation on the information presented in the offeror’s proposal. Elaborate brochures or documentation, binding, detailed art work, or other embellishments are unnecessary and are not desired.
The proposal acceptance period is specified in Section A of the model contract/ solicitation. The offeror shall make a clear statement in Section A of the proposal documentation volume that the proposal is valid until this date.
In accordance with FAR Subpart 4.8 (Government Contract Files), the Government will retain one copy of all unsuccessful proposals. Unless the offeror requests otherwise, the Government will destroy all paper copies of such unsuccessful proposals.
General Information The Contracting Officer (CO) has determined there is a high probability of adequate price competition in this acquisition. Upon examination of the initial offers, the CO will review this determination and if, in the CO’s opinion, adequate price competition exists, no additional cost information will be requested and certification under FAR 15.406-2 will not be required. However, if at any time during this competition the CO determines that adequate price competition no longer exists, offerors may be required to submit information to the extent necessary for the CO to determine the reasonableness and affordability of the price.
Point of Contact (POC) The CO, John Webb, (937) 255-2915, e-mail: john.webb@wpafb.af.mil and Contract Negotiator/Buyer, Marcia Hall, (937) 255-3693, e-mail: marcia.hall@wpafb.af.mil are the exclusive POCs for this acquisition. Written questions or requests for clarification may be sent via email to these individuals. It is encouraged that any such questions or requests be submitted within 10 days of the RFP release date. Answers to such questions and clarifications will be provided via posting questions and answers (Q&As) and/or RFP amendments on the Federal Business Opportunities (FedBizOpps) website at www.fbo.gov. In the event of conflict between the answer to questions and the RFP, the RFP shall take precedence.
Debriefings The CO will promptly notify offerors of any decision to exclude them from the competitive range; whereupon, they may request and receive a debriefing IAW FAR 15.505. Offerors excluded from the competitive range may request a pre-award debriefing or they may choose to wait until after the source selection decision to receive their debriefing. However, offerors excluded from the competitive range are entitled to no more than one debriefing and must make their request within three days after being notified that they have been excluded from the competition.
The CO will notify unsuccessful offerors in the competitive range of the source selection decision IAW FAR 15.506. Upon such notification, unsuccessful offerors may request and receive a debriefing. Offerors desiring a debriefing must make their request IAW the requirements of FAR 15.506.
Discrepancies If an offeror believes that the requirements in these instructions contain an error, omission, or are otherwise unsound, the offeror shall immediately notify the CO in writing with supporting rationale, as well as, the remedies the offeror is asking the CO to consider as related to the omission or error. The offeror is reminded that the Government reserves the right, and it is the Government’s intent, to award this effort based on the initial proposal, as received, without discussions.
Electronic Reference Documents All referenced documents for this solicitation are available on the FedBizOpps web site at http://www.fedbizopps.gov. Potential offerors are encouraged to subscribe for real-time email notifications when information has been posted to the website for this solicitation. Communications Exchanges of source selection information between Government and offerors will be controlled by the CO. Email may be used to transmit such information to offerors only if the email can be sent and received encrypted and includes “Source Selection Information – See FAR 2.101 & 3.104” in the Subject line. Otherwise, source selection information will be transmitted via facsimile or pick-up by a local representative.
Organization/Number of Copies/Page Limits The offeror shall prepare the proposal as set forth in the Proposal Organization Table below. The titles and contents of the volumes shall be as defined in this table, all of which shall be within the required page limits and with the number of copies as specified in the table. The contents of each proposal volume are described in the ITO paragraph as noted in the following table.

Page Limitations Page limitations shall be treated as maximums. If exceeded, the excess pages will not be read or considered in the evaluation of the proposal and (for paper copies) will be returned to the offeror as soon as practicable. When both sides of a sheet display printed material, it shall be counted as 2 pages. Each page shall be counted, except as indicated in the paragraphs below. The pages within each original volume shall be 2-hole punched centered at the top of each page. Page limitations may be placed on responses to Evaluation Notices (ENs). The specified page limits for EN responses will be identified in the letters forwarding the ENs to the offerors.
Cost or Pricing Information All cost or pricing information shall be addressed ONLY in the Cost/Price and Contract Documentation Volumes. Cost tradeoff information, work hour estimates and material kinds and quantities may be used in other volumes only as appropriate for presenting rationale for alternatives or design and tradeoff decisions.
Classified Information No classified information is required or permitted in the offeror’s response.
Cross Referencing To the greatest extent possible, each volume shall be written on a standalone basis so that its contents may be evaluated with a minimum of cross-referencing to other volumes of the proposal. Information cross-referenced and required for proposal evaluation, which is not found in its designated volume, will be assumed to have been omitted from the proposal. Cross-referencing within a proposal volume is permitted where its use would conserve space without impairing clarity. The offeror shall complete a cross-reference matrix (sample provided below) which correlates the RFP with the offeror’s proposal for Volume II only. The cross-reference matrix will reference the Proposal Volume/Paragraph and applicable PWS, Section L, and Section M paragraphs, and will not be included in the volume page count.
If this matrix conflicts with any other requirement, direction, or provision of this solicitation, the other reference shall take precedence over this matrix. Additionally, to the extent this matrix discloses details as to the manner by which the Government intends to evaluate offeror’s proposals for award, Section M references in the matrix are for information purposes only, and the Government shall be obligated to evaluate proposals solely in conformance with the provisions of the Section M of the solicitation.

Indexing Each volume shall contain a detailed table of contents to delineate the subparagraphs within that volume. Tables of contents do not count against the page limitations for their respective volumes. Tab indexing shall be used to identify sections and do not count against the page limitations for their respective volumes.
Glossary of Abbreviations and Acronyms Each volume shall contain a glossary of all abbreviations and acronyms used, with an explanation for each. Glossaries do not count against the page limitations for their respective volumes.
Marking All proposal pages shall include the following legend at the bottom of each page:
SOURCE SELECTION INFORMATION FOR OFFICIAL USE ONLY
See FAR 3.104 and 2.101 Page Size and Format Page size shall be 8.5 x 11 inches, not including foldouts. Pages shall be single-spaced with a double space between paragraphs. Except for the reproduced sections of the solicitation document, the text size shall be no less than 12-point Times New Roman. Tracking, kerning, and leading values shall not be changed from the default values of the word processing or page layout software. Use at least 1-inch margins on the top and bottom and ¾-inch side margins. Pages shall be numbered sequentially by volume. These page format restrictions shall apply to responses to ENs. These limitations shall apply to both electronic and hard copy proposals.
Legible tables, charts, graphs, and figures shall be used wherever practical to depict organizations, systems and layout, implementation schedules, plans, etc. These displays shall be uncomplicated and legible and shall not exceed 11 by 17 inches in size. Foldout pages shall fold entirely within the volume and count as a single page. Foldout pages may only be used for large tables, charts, graphs, diagrams, and schematics; not for pages of text. For tables, charts, graphs, and figures, the text shall be no smaller than 10-point. Transmittal letters will not be considered in the overall page count nor will they be evaluated. These limitations shall apply to both electronic and hard copy proposals.
Binding and Labeling Each volume of the proposal shall be separately bound in a three-ring loose leaf binder which shall permit the volume to lie flat when open. Staples shall not be used. A cover sheet (which does not count against the page limitations for its respective volume) shall be bound in each book, clearly marked as to volume number, title, copy number, solicitation identification, and the offeror’s name. The same identifying data shall be placed on the spine of each binder. All unclassified document binders shall have a color other than red or other applicable security designation colors. Be sure to apply all appropriate markings including those prescribed IAW FAR 52.215-1(e), Restriction on Disclosure and Use of Data, and 3.104-5, Disclosure, Protection, and Marking of Contractor Bid or Proposal Information and Source Selection Information.
Electronic Offers Submit electronic versions of all volumes on CD-R or DVD-R. Indicate on each CD-R/DVD-R the volume number and title. Each volume shall be in separate directories on the CD-R/DVD-R. If files are compressed, the necessary decompression application must be included. Multiple disks, if required, will each be labeled with the contents. The file-naming convention for the proposal volumes is as follows. It is permissible to expand on these file names if a list of the content of each is provided.

Electronic Proposal Versions When submitting electronic versions of their proposal, offerors shall follow these instructions:
Electronic storage media shall be submitted in one of the following formats:
CD-R or DVD-R.
Submitting documents using Microsoft Office 2010:
Word documents – Set “Save as type” to “Word Document (*.docx)” only.
Excel spreadsheets – Set “Save as type” to “Microsoft Excel Workbook (*.xlsx).”
PowerPoint presentations – Set “Save as type” to “Microsoft PowerPoint 2010 Presentation (*.pptx).”
Submitting documents using Microsoft Office 2007:
Word documents – Set “Save as type” to “Word Document (*.docx)” only.
Excel spreadsheets – Set “Save as type” to “Microsoft Excel Workbook (*.xlsx).”
PowerPoint presentations – Set “Save as type” to “Microsoft PowerPoint 2007 Presentation (*.pptx).”
Submitting documents using Microsoft Office 2003:
1. Word documents – Install the Office Compatibility Pack from www.microsoft.com

1. PowerPoint presentations – Install the Office Compatibility Pack from www.microsoft.com Submit any Microsoft Project files in Microsoft Project 2007 or greater. There are no special “save” functions required for later versions of Project.
Submit PDF documents using only Adobe Acrobat 9.0 or later. Do NOT submit any documents in PDF format that are copied as “images.” When creating PDF files always create to enable textual search and copy functions.
Past Performance Information (PPI) for Offerors Offerors must use the PPI Tool in order to electronically submit the Past Performance Volume in accordance with the RFP.
Downloading the PPI Tool The PPI Tool can be downloaded by performing the following steps (if you are unable to download the Tool, contact the contracting officer for assistance):
1. Access the FedBizOpps (https://www.fbo.gov/) website.
2. Find the solicitation posting.
3. Locate the “ppi tool” link from the “All Files” column on the solicitation’s “Notice Details” tab .
4. Select the link and save the “ppi tool” to your computer. Name the file as the prime contractor + RFP number + file extension (e.g., XYZCompanyFA862113R6305.mdb).
Note: PPI Tools saved in Microsoft Office versions 2007 and greater will be saved with “.accdb” file extension.
Entering Information in the PPI Tool After selecting and saving the tool, enter information by performing the following steps:
1. Open the saved PPI Tool.
2. Select the “Options” button from the “Security Warning” banner, if applicable . The “Security Alert” pop-up screen displays.

· Files saved using Microsoft Office 2010 will have the “Enable Content” button on the “Security Warning” banner and therefore will not get a Security Alert pop-up.
· If a “read only” file is opened, in order to populate data in the file, click “Save As” in the “Read-Only” message bar. Enter the filename as the prime contractor + RFP number + file extension (e.g., XYZCompany FA862113R6305.accdb).
3. Select the radio button “Enable this content” and then click “OK.” A setup pop-up screen displays.

4. Select the “Start” button. The “Application Setup” screen displays.

5. Enter the Offeror’s Name and RFP Number and then click the “Next” button. The application setup continues.

6. Choose the appropriate option by selecting the corresponding radio button and then click the “Next” button. The “Contractor’s Menu” displays.

7. Click the “Step 1: Set up Business Relationships” button to create a business relationship, if applicable, for each contributing contracting organization before proceeding throughout the PPI Tool (refer to Section L of the RFP for detailed instructions). Identify all prime and sub-prime organizations and categorize them according to the appropriate role in the proposed acquisition. The “Business Relationships” screen displays.

8. Click the “New” button to create a business relationship for the proposed acquisition. An additional “Business Relationships” screen displays.

9. Complete the fields as follows (fields marked on the screen with an asterisk ‘*’ are required):
1. Contractor’s Name: Self-explanatory
1. Role in Proposed Acquisition: Choose one of the four options – Prime, Sub, Joint Venture, or Other (Explain). An explanation comment box will display when you select “Other.”
1. Place of Work: Location where contractor will perform work.
1. Percentage of Work: Identify percentage of work contributed by specified contracting organization.
1. Responsibilities: Detail responsibilities of specified contracting organization.
10. Select one of the buttons at the bottom of the screen.
Add – Saves the current business relationship and allows for the addition of a new one.
Close – Cancels the current business relationship without saving.
Note: In order to edit or delete an existing business relationship in the list, double-click on it.
11. Select the “Close” button on the “Business Relationships” screen after all of the business relationships have been added.
12. Click the “Step 2: Enter Past Performance Information (PPI)” buttonto enter the Past Performance Information. The “Past Performance” screen displays.

13. Click the “New” button to enter Past Performance Information for the proposed acquisition. An additional “Past Performance” screen displays.

14. Complete the fields on each of the tabs as follows (fields on the screen marked with an asterisk ‘*’ are required):
· Contract Information Tab
· Contractor: Select from the dropdown the appropriate contractor.
· Cage Code: Self-explanatory.
· Contract Number: If you don’t have a contract number, enter “N/A.”
· Program Title: Enter full name of program.
· Contr Agency/Customer: Enter servicing contracting agency and customer (office symbols suffice).
· DUNS Number: Self-explanatory.
· Delivery Task/Order: If the order is provided as a stand-alone reference, enter the task/call/delivery/purchase order number.
· Contract Type: Enter Firm-Fixed-Price (FFP), Cost Plus Fixed-Fee (CPFF), Indefinite Delivery/Indefinite Quantity (ID/IQ), LH, Blanket Purchase Agreement (BPA), Cost Plus Incentive-Fee (CPIF), Cost Plus Award Fee (CPAF), etc. For additional clarification, click the question mark button.
· Short Program Title (i.e., Acronym): Enter abbreviated title for the program or enter “N/A.”

Note: In accordance with FAR 15.305(a)(2)(iii), relevant experience from key personnel may be evaluated. If you wish to include the past performance of individual key personnel, select the “New” button for each individual and fill out the necessary information.

15. Select from the buttons at the bottom of the Past Performance screen:
· Save – Saves the Past Performance Information and displays the “Contract Information” tab on the Past Performance screen.
· Close – Closes the Past Performance screen. If there were any updates, a pop-up window displays asking to save before closing.
· Delete – Deletes the current PPI record. A pop-up window displays, select “Yes” to delete the record or “No” to close the window without deleting the record.
Note: In order to edit or delete an existing record in the list, double-click on it.
16. Select the “Close” button on the “Past Performance Information” screen after all of the PPI records have been added.
Printing Reports and Submitting PPI Tool In order to print the Business Relationships and PPI reports, perform the following steps:

2. Select separately each of the two options, “Business Relationships” or “Past Performance.” The Business Relationships and Past Performance documents will print separately; combine the two to create your Past Performance Volume.

4. Follow the submission instructions. Hard copies of the pages generated from this tool shall be used in the hard copy of the past performance volume subject to the limitations outlined in this RFP and should be Tab 1 of the past performance volume.
Note: Submit an electronic copy (e.g., CD) of the saved PPI database file with your proposal. Enter the filename as the prime contractor + RFP number + file extension (e.g., XYZCompany FA862113R6305.accdb). Once the file is saved to a CD or any location that is marked as “Read-only,” it must first be saved to the desktop in order to read/edit the file.
Proposal Submission The offeror’s proposal shall be prepared and submitted in five volumes: Executive Summary (Volume I), Technical Acceptability (Volume II), Price (Volume III), Past Performance (Volume IV), and Contract Documentation (Volume V). All volumes must be received via two different media, electronic (CD-ROM or CD-R) and paper. Proposals shall be sent to the Contracting Officer at the address below:

Volume I Executive Summary In the Executive Summary Volume, the offeror shall provide the following information.
Narrative Summary A concise narrative summary of the entire proposal, including significant risks, and a highlight of any key or unique features, excluding cost/price. The salient features should tie in with Section M evaluation factors/subfactors. Any summary material presented here shall not be considered as meeting the requirements for any portions of other volumes of the proposal.
Table of Contents A master table of contents of the entire proposal.
Volume II – Technical Acceptability General The Technical Acceptability Volume should be specific and complete. Legibility, clarity, brevity, and coherence are important. Your proposal will be evaluated against the Technical subfactors as defined in Section M, Evaluation Factors for Award. Using the instructions provided below, provide as specifically as possible, the actual methodology you would use for accomplishing/satisfying these subfactors. All the requirements specified in the solicitation are mandatory. By your proposal submission, you are representing that your firm will perform all the requirements specified in the solicitation. It is not necessary or desirable for you to tell us so in your proposal. Do not merely reiterate the objectives or reformulate the requirements specified in the solicitation.
Formats and Specific Content The Technical Acceptability Volume is limited to 50 pages. In this volume, address your proposed approach to meeting the requirements of each Technical subfactor.
Volume II Organization The Technical Acceptability Volume shall be organized according to the following general outline:

Appendix 1: Course Trade-off Matrix (5-page limit; not included in the 50-page volume page limit) Technical Subfactors The offeror shall present its approach for managing and executing the C-130J MATS O&S program IAW the requirements established in the RFP. The offeror’s proposal shall validate its ability to deliver and support training capability requirements IAW the Government Performance Work Statement (PWS).
Subfactor 1: Program Management This subfactor includes the offeror’s program management approach including, contract transition, recruitment process, management structure, risk management, effective communication, quality control, and approach to establish effective Associate Contractor Agreements (ACA) with the aircraft prime contractor, subcontractors, and other companies as required. The offeror shall describe/provide the following:
a. A comprehensive Transition Plan that includes chronological events that permit an accurate assessment of the offeror’s transition capability and demonstrates an effective planning approach for the 90-day transition period. The transition includes the activity required to change from the current contractor to the new contract awardee. Specifically, the offeror shall identify the scheduling/manning approach at 30-, 60-, and 90-day intervals. This plan shall include:
· Planned use of contract transition ramp-up time to become familiar with the C-130J MATS training system architecture.
· The offeror’s approach to provide sufficient numbers of skilled employees to assume responsibilities for all contract functions for a successful transition.
b. A comprehensive Program Management approach that includes:
· Plan to ensure performance of at least 51 percent of the workload at the prime contractor level.
· Recruitment process (incentives and benefits) for acquiring and retaining qualified personnel, and continued education/training. Include approach for ensuring hiring and retaining fully qualified C-130J aircrew instructors.
· An approach for ensuring personnel have the required clearances, certifications, and education at the beginning of the period of performance.
· Management structure with processes for controlling/managing personnel, subcontractor management, and quality control.
· An approach for limiting substitutions of qualifications to only exceptional situations.
· Key personnel identification with a short summary of qualifications and duties.
· Process to continue contract performance in case of a labor dispute.
c. Briefly describe the offeror’s risk management system and associated tools and processes, and how the risk management system will be applied to improve program performance. Describe significant risk areas associated with the C-130J MATS O&S program and the approaches that the offeror intends to implement to mitigate these risks.
d. Describe capability to establish a usable and flexible contract agreement with the aircraft prime contractor, TSSC contractor, C-130J MATS OEM contractor and subcontractors, and any other contractors required to meet training system sustainment. Provide approach to ensure appropriate coordination/integration of work between the offeror and other Government contractors to guarantee complete compatibility and operability between, equipment, data, and services to prevent unnecessary duplication of effort and to maximize student throughput. Identify the processes and procedures for exchanging working technical information and data in an Integrated Process Team environment.
e. A narrative for internal/external communication processes used to manage and improve all program aspects. Include an organizational structure/organization chart and locations. Depict graphical functional area flow of communication within organization and Government counterparts.
f. Submit a Quality Control Plan that describes the offeror’s process for implementing a quality management system that addresses the offeror’s accountability of contract requirements. Identify acceptable methods for keeping on-site records of all inspections conducted by the contractor and necessary corrective action taken. Inspection records shall be available at all times. Describe procedures to identify, prevent, and ensure non-performance or continual repeat of defective service does not occur.
Subfactor 2: Sustainment This subfactor includes the offeror’s process for Contractor Logistics Support (CLS). The offeror shall provide the following:
1. An approach to managing the support resources, technical data, spares, support equipment, and technicians to meet the training system availability and throughput requirements specified in the PWS.
1. An approach to maintain and manage the Logistics Support Package (LSP) to meet availability requirements.
1. An approach that provides effective solutions to forecast, identify, monitor, and mitigate deficiencies due to obsolescence and material shortage issues within the current system.
1. An approach for site activation, including setting up and beginning training at a new site.
Subfactor 3: Aircrew Instruction The offeror shall describe its processes and capabilities to meet C-130J MATS O&S guaranteed student requirements for instruction, throughput, training, and graduation as required by the PWS. The offeror shall submit the following processes/approaches for this subfactor:
1. Submit a Course Trade-off Matrix that allows for alternative course offerings in the event the Government cannot provide qualified srtudent candidates to fill the scheduled courses. The offeror shall make every attempt to provide course trade-offs to ensure training opportunities are not lost. The objective is to maximize device utilization by preventing lost training due to Program Flying Training (PFT) fall-out by providing existing courses as a trade. The offeror shall allow course trade-offs to occur through the period of performance of this contract. Alternative course offerings cannot exceed the number of devices and instructors assigned to support the originally scheduled course. The offeror shall provide flexibility when possible; however, traded courses are for previously scheduled classes which cannot shift timeframes.
1. Describe offeror’s approach to provide for student instruction, including proposed qualified staffing for the aircrew training devices. The offeror shall describe the capabilities of its aircrew training instructors to comply with Instructor Qualifications stated in PWS paragraph 6.2. This consists of proposed staffing, including the quantity of instructors for meeting student throughput, based on the Student Throughput tables in Section J, Attachment 21.
1. Describe approach for the operation of the current Training Management System (TMS) and the Graduate Training Integration Management System (GTIMS) in support of student training. The offeror shall describe its processes and provide documentation for maintaining student records (i.e., TMS and GTIMS) and analyzing student data and conclusions regarding the success of individual student performance.
1. Describe offeror’s ability to analyze student data and develop summary reports for use in revising curricula and training devices/media. The offeror shall describe its capabilities to summarize reports that analyze student data and to recommend curricula and training device and training media revisions at periodic Government reviews.
1. As indicated in the PWS and to ensure a “guaranteed student”, the offeror shall plan to remediate students with identified deficiencies without displacing student throughput, at no additional cost to the Government. Remediation of students shall include all remedial ground training for previously qualified students at each site. The contractor shall continue this process until a student is determined qualified by an AF evaluator or the student is eliminated from training by a cognizant AF authority. AF determination of whether the student meets standards is final and is not subject to dispute under the contracts disputes clause. If any aircrew member is unable to achieve, progress, or maintain qualification level and requires remedial training, it shall be documented in training record(s) or on AF Form 8.
Volume III – Past Performance General Each offeror shall submit a Past Performance Volume containing relevant past performance information on contracts which have at least six months of performance and are either active or have been completed within five years preceding the date of this solicitation. Past performance information shall be provided using the Past Performance Information Tool as described in Section L.2.5.2, for each referenced contract. This information is required on the offeror and all significant subcontractors, teaming partners, and/or joint venture partners proposed to perform aspects of the effort the offeror considers critical to overall successful performance. Significant subcontractors, partners, and suppliers are those that are anticipated to perform at least 10% of the proposed effort or are anticipated to supply any of the key technologies, elements, or services. In addition to the data provided in this volume, the Government will use Contractor Performance Assessment Reporting System (CPARS) and/or similar systems of other Government departments and agencies, questionnaires tailored to the circumstances of this acquisition, DCMA channels, interviews with program managers and COs, and other sources known to the Government, including commercial sources.
Offerors shall send a Past Performance Questionnaire (RFP Section L, Attachment L-1) directly to the POCs for the past efforts identified. All respondents shall be instructed that all responses are to be provided directly to the Government CO not later than dd mmm yyyy. Offerors shall provide a listing of the individuals whom the questionnaires were sent to with contact information (name, phone, email, etc.). This is needed in case the Government has to follow-up with any POCs for questionnaires not received. This listing is excluded from the volume page count.
The offeror shall submit, along with the information required in this paragraph, a Consent Letter (RFP Section L, Attachment L-2), executed by each subcontractor, teaming partner, and/or joint venture partner, authorizing release of adverse past performance information to the offeror so the offeror can respond to such information. For each identified effort for a commercial customer, the offeror shall also submit a Client Authorization Letter (RFP Section L, Attachment L-3), authorizing release to the Government of requested information on the offeror’s performance.
Specific Content As discussed in paragraph 1.1 above, only U. S. companies will be considered for award as a prime C-130J MATS O&S contract holder. If a foreign-influenced company has been approved through the DSS as a U.S. subsidiary and been issued a Facility Clearance, then they are considered a U.S. company and may be a U.S. prime on C-130J MATS O&S. However, in order for past performance to be considered relevant, it must have been performed by the U.S. company submitting the proposal. A foreign parent company is not the offeror, so a foreign parent company’s past performance is not relevant to what the U.S. subsidiary is proposing to do.
Offerors are required to explain what aspects of contracts are deemed relevant to the proposed effort, and to what aspects of the proposed effort they relate. Provide a list of past performance information of no more than five of the most relevant contracts completed or ongoing for Federal agencies and commercial customers within five years preceding the date of this solicitation. If an offeror is submitting a proposal as a joint venture, past performance information is required from that joint venture. This information may be from work performed as the joint venture or from one or more of the companies that formed the joint venture as long as the total contracts submitted does not exceed five contracts.
In the Past Performance Information Tool, explain how your performance is applicable to Subfactors 1 through 3 under the Technical Factor in Section M of the RFP, including any unique aspects that demonstrate relevancy. Provide evidence to support how the contracts referenced are relevant and demonstrate the offeror’s ability to successfully perform the solicitation requirements as described in Section M of the RFP. Specifically describe and compare the type of work and scope of effort. Include a description of the breadth and depth of the work performed.
The offeror may include a discussion of efforts accomplished by the offeror to resolve problems encountered on prior contracts, as well as past efforts to identify and manage program risk. Merely having problems does not automatically equate to a little or no confidence rating, since the problems encountered may have been on a more complex program, or an offeror may have subsequently demonstrated the ability to overcome the problems encountered. The offeror is required to clearly describe management actions employed in overcoming problems and the effects of those actions, in terms of improvements achieved or problems rectified. This may allow the offeror to be considered a higher confidence candidate. For example, submittal of quality performance indicators or other management indicators that clearly support that an offeror has overcome past problems is required, if applicable.
Organizational Structure Change History Many companies have acquired, been acquired by, or otherwise merged with other companies, and/or reorganized their divisions, business groups, subsidiary companies, etc. In many cases, these changes have taken place during the time of performance of relevant present or past efforts or between conclusion of recent past efforts and this source selection. As a result, it is sometimes difficult to determine what past performance is relevant to this acquisition. To facilitate this relevancy determination, include in this proposal volume a “roadmap” describing all such changes in the organization of your company within the past three years. As part of this explanation, show how these changes impact the relevance of any efforts you identify for past performance evaluation/performance confidence assessment. Since the Government intends to consider present and past performance information provided by other sources, as well as, that provided by the offeror; your “roadmap” should be both specifically applicable to the efforts you identify and general enough to apply to efforts on which the Government receives information from other sources.
Volume IV – Price General Instructions These instructions are to assist you in submitting information for the price proposal. Compliance with these instructions is mandatory and failure to comply may result in rejection of your proposal. Data submitted in the proposal should be information only essential to document or support the price position. No pricing information shall be included in any other volume, including cover letters, unless specifically requested in the respective volume. If price information is included elsewhere in the documentation, the contractor will be deemed unacceptable and the proposal will not be evaluated.
Offers should be sufficiently detailed to demonstrate their reasonableness. The burden of proof for credibility of proposed prices rests with the offeror. Additionally, unbalanced pricing may be a reason to reject an offeror’s proposal.
In the Price Volume, the offeror shall provide the following information:
1. Insert prices in Section J, Attachment 22 for each worksheet, including all option periods in accordance with instructions provided in paragraph 6.2.2 below. Offerors shall not enter any prices in RFP Section B.
1. A statement that the offeror and all subcontractors are in compliance with the Service Contract Act (SCA) of 1965, as amended.
