Vendor Questions and Responses #6 15 June 2010
1. In paragraph 1.4 it says to use “Times New Roman, 10 pitch” font. Is that the same as 10 point font? If not please Clarify.
RESPONSE: My Google search of this subject turned up the following:
Font refers to a "typeface." Fonts are works of art and they are typically copyrighted material. For example, the font that we have used to present this paragraph is called "Arial." The size of a font is expressed in "points." For example, the point size we have used here is 12 (not to be confused with "pitch"). The font size denotes the width and height. A "true" Windows-based program will allow a user to highlight and change the size of a font. A font is also categorized as "fixed/ moonscape" or "variable."
Pitch, on the other hand, refers to the number of characters printed per inch (measured horizontally). In other words, pitch defines the amount of space between each character. For example, a document printed at 9-pitch, will have more spaces between its characters than a document printer at 10-pitch. Also, a document printed at 9-pitch will yield more pages than the same document printed at 10-pitch.
Bottom line – if you’re using a Window’s based program – Select Times Roman with a font size of 10 and you’ll be safe.
2. Can a smaller font size be used for figures and tables (ex. 8 point) instead of 10 point font?

3. Ref: LAB 7 - QUANTITY VARIATION REVISION FOR FIRM FIXED PRICE (FFP)
REPETITIVE MAINTENANCE CLIN WORKSHEET: LAB 7 REAL PROPERTY (R - EEIC 524)
EQUIPMENT
Question: Work Authorization Recurring Preventative Schedule (WARPS) #1630 for the above referenced Lab indicates a daily maintenance requirement totaling 1,095 occurrences per year. This Daily requirement is not reflected in Exhibit D Master WARPS Price List and Quantity Variation. This apparent requirement has a direct cost impact. Please advise.
RESPONSE: The Lab 7 customer has verified that they do not want daily MAS priced or performed for WARPS #1630 designated equipment. An amendment will be forthcoming to amend Appendix D to remove the daily MAS frequency for WARPS #1630 from the Lab 7’s Real Property (R – EEIC 524) worksheet in Appendix D.

4. Ref: LAB 7 - QUANTITY VARIATION REVISION FOR FIRM FIXED PRICE (FFP)

Question: WARPS #1876 for the above referenced Lab indicates a daily maintenance requirement totaling 2,190 occurrences per year. This Daily requirement is not reflected in Exhibit D Master WARPS Price List and Quantity Variation. This apparent requirement has a direct cost impact. Please advise.
RESPONSE: The Lab 7 customer has verified that they do not want daily MAS priced or performed for WARPS #1876 designated equipment. 5. Ref: LAB 7 - QUANTITY VARIATION REVISION FOR FIRM FIXED PRICE (FFP)
REPETITIVE MAINTENANCE CLIN WORKSHEET: LAB 7 USER'S EQUIPMENT (E - EEIC
569) EQUIPMENT
Question: WARPS #1854 for the above referenced Lab indicates an annual maintenance requirement of 2 occurrences. It also lists 1,116 monthly, 372 quarterly, and 186 semiannual maintenance requirements for the same equipment. These requirements appear unbalanced and have a direct cost impact. Please advise and clarify the maintenance requirements.
RESPONSE: There are currently 93 WARPS #1854 items on the Lab 7 equipment list – all classified as User’s Equipment (E – EEIC 569). Per the Lab 7 customer, their desire is to have annual, monthly, quarterly and semi-annual maintenance performed on all 93 pieces of WARPS #1854 equipment. An amendment will be forthcoming to amend Appendix D, Lab 7’s User’s Equipment (E-EEIC 569) worksheet to reflect the appropriate quantity for the annual frequency for WARPS #1854. The quantities for the monthly, quarterly and semi-annual frequencies for WARPS #1854 are correct as stated on the Appendix D worksheet.
6. REF: Exhibit D - Master WARPS Price List for FFP Preventative Maintenance CLIN
Question: On the above referenced exhibit, offerors are required to submit unit pricing for the various maintenance frequencies for the WARPS items listed. The table below contains a list of WARPS items for which the quantity installed at the site is zero according to our analysis of the various labs' installed equipment (both real property and users' equipment). Please provide guidance on how to estimate and price those WARPS items with a quantity of zero. Should we not price these items? If we should price these items (for possible future inclusion into the contract), how do we price variations in quantity, since any percent of zero, equals zero.

RESPONSE: There may have previously been equipment on the contract that corresponded with the WARPS items on the above table. Just because there isn’t currently, doesn’t mean there won’t be in the future. For any WARPS item for which there is not currently a piece of equipment on the contract, you are requested to price these items based on a quantity of 1 each. By doing so, the unit price will already be established if that item should added in the future. Because these items are not reflected in the individual Lab worksheets in Exhibit D, your evaluated proposal price will not be affected. Any variations in quaintly if these items should be added at a later date, would be based on the percentages proposed in Section H, Clause H-002, Variation in Quantities for Repetitive/ Preventative Maintenance. [Please note that several of the WAPRS numbers in the above table have been changed to a RED font. The red font indicates that there are no corresponding instructions in Request for Proposal (RFP), Attachment 5, WARPS Equipment Classification Maintenance Action Sheet Instructions.
You are NOT required to price these items.] An amendment will be forthcoming to change RFP Exhibit D, Master WARPS Price List and Qty Variation Worksheets by Lab, Master WARPS Price List worksheet to add ‘No Instructions’ to the pricing fields for these items. In addition, a typographical error to WARPS #1671 will be corrected by changing the number from 1971 to 1671. This typographical error will also be corrected in Attachment 4, WARPS Equipment Classification.
