CE FACILITY AND EQUIPMENT SUPPORT TO INTELLIGENCE AND
RESEARCH AND DEVELOPMENT ACTIVITIES
Vendor Questions and Responses #3 1 June 2010
1. Regarding cooling towers:
a. What is the evaporative surface medium, wood, metal or composite?
b. At what point in their manufacture’s service life are they at? (Clarification: Are they still within warranty and, regarding age, what is the manufacturers’ suggested “useful life of each cooling tower” – but if you don’t have this info, then what are the ages of the cooling towers)?
c. What is the redundancy for cooling tower arrays? (Clarification: Are you asking if they are tied together for back-up purposes? Please clarify. Yes, if you need two towers, are there three so that one can be taken out for maintenance. If not, is there a service window for maintenance?
RESPONSE:
Lab 1 - The current contract calls for the contractor to "maintain the chemicals" in the tower but not the "maintenance" of the tower.
Lab 2 – Negative response – no cooling towers
Lab 3 – Per the Lab 3 QAP, all four are on the current contract. However, he could only get info on two of the units, the two for building 837. The two units for building 837 each have their own chiller, so one could be shut down for service while the other operates. They are about 6-7 years old. No idea what the warranty is for either. No info on the unit for 248 or 838 but they are stand alone units so I would presume there is a maintenance window for service. No idea of the age. (Note: If additional information becomes available, it will be provided via posting to the FedBizOps website.)
Lab 4 – Negative response – no cooling towers
Lab 5 – Negative response – no cooling towers
Lab 6 – a. Composite or plastic
b. Varies from new to 20 years old
c. None
Lab 7 – Bldg 651,
a. The wet deck surface or evaporative medium is made of formed polyvinyl chloride (PVC).
b. This cooling tower was placed into service in March 1996.
c. This tower has two cells each with its own motor and fan.
Bldg 654,
a. The wet deck surface or evaporative medium is made of formed polyvinyl chloride (PVC).
b. This cooling tower was placed into service in March 2002.
c. This tower has two cells each with its own motor and fan.
Bldg 655,
a. The wet deck surface or evaporative medium is made from a ceramic compound.
b. This cooling tower was placed into service when the building was built in 1985.
c. This tower has two cells each with its own motor and fan.
Lab 8 – a. All Lab 8 cooling towers are 100% composite
b. 10 @ 10%, 1 @ 40%, 1 @ 70%
c. 10 @ 100%, 1 @ 50%, 1 @ 50%
Lab 9 - a. Composite
b. Towers are 18 months old
c. Normally, they run two towers at a time. One could be down for maintenance or repair if needed.
Lab 10 – Negative response – no cooling towers
Lab 11 – Negative response – no cooling towers
2. Amend 3, Exhibit D, first tab in Excel file (Master WARPS Price List), line 1354 (column A, 4040). The cells are locked for all maintenance rows.
RESPONSE: An amendment will be forthcoming to correct Exhibit D, Master WARPS Price List tab, WARPS #4040, Cells C1355 through G1358 will be unprotected.
3. On Exhibit D, Lab 5 (R EEIC 524) sheet, the sum of the Annual Price for Base Year is only adding F157. Need it corrected to add F3 through F157 since it is write-protected.
RESPONSE: An amendment will be forthcoming to correct Exhibit D, Lab 5 (R – EEIC 524) TAB, Cell F158 will be corrected to sum F3 through F157.
