STATEMENT OF OBJECTIVES
Hush House relocation
1.0 DESCRIPTION OF SERVICES
The purpose of this Statement of Objectives (SOO) is to provide relocation of a Noise Suppressor including, but not limited to, (a) Original site assessments to include a full functional test, (b) Coordination and inspection of predetermined gaining site, (c) Transportation including planning and scheduling, (d) Disassembly and packaging for shipment, (e) Removal of material and debris from original site (not including the foundation and slab or utility entry points/stub-ins,) (f) Loading, (g) Potential storage of components, (h) Coordination of required utility installation and activation for new site through the Noise Suppressor Program Office (the Noise Suppressor Program Office will coordinate the requirement with the local Base Civil Engineer,) (i) Unloading at new site, (j) Repair/Refurbishment of sub-components, (k) Reassembly/Installation to restore to full operating capability, and (l) Verification testing/inspections.
2.0 SERVICES SUMMARY

Inspect and repair all components listed within the SOO in order to provide fully functional Hush Houses with all repaired components operating as originally designed and repaired in accordance with the standard Hush House configuration.

| The Government will reject the workmanship or installation quality of the repaired components if one or more major flaws or two or more minor flaws are discovered by Government personnel during final inspections. A major flaw is defined as any inoperable components or systems repaired, or systems/components not repaired in accordance with the standard configuration. A minor flaw is defined as functional and operable systems not fully meeting the standard configuration, as defined by the Hush House drawing package. All major and minor flaws identified during the Government’s final inspection shall be corrected within 7 days of Government disapproval. |
3.0 GENERAL INFORMATION
The standard configurations for the Hush Houses in this document are defined by the Hush House Technical Orders, drawings, and approved engineering change proposals (ECPs) and notices of revision (NORs,) within the Appendix (section 4.0) of this document.
The standard Hush House configuration and original design for all of the T-10 Hush Houses covered in this SOO are defined by the T-10/11 drawing package – top level 8045881 (T-10) and all applicable sub drawings.
3.1 Hush House Relocation: The Hush House to be relocated shall be considered a -30 configuration by the contractor. The Contractor shall disassemble the Hush House located at Robins AFB, GA, repair/refurbish/replace parts/systems/subsystems as necessary, and reassemble the Hush House at Holloman AFB, NM. The contractor shall be responsible for all associated shipping. Refurbishment/Refurbish, where used, shall be defined as all the repair work necessary to restore an item or component to “like new” condition. Also, the Contractor shall support engine installation, preparation and testing to confirm all parts of the Hush House are functioning properly. Support of system calibration during the preparation phase is also required.
3.2
Corrosion Control: Delaminating corrosion is present in the lower sections of the intake and cooling baffles. The contractor shall perform corrosion control as required to return the baffles to a like-new condition.
3.3
Fire Suppression System (FSS): The Hush House is equipped with a Halon-based FSS. The contractor shall remove and properly dispose of the FSS, including return of Halon to DLA.
3.4 Required Configuration Updates: To bring the Hush House within the current configuration, the following components and subsystems require replacement:
· In addition to general refurbishment, the main door system require application of ECPs 166, 167, 168, and 172
