STATEMENT OF OBJECTIVES
T-10 FIRE SUPPRESSION SYSTEM CONVERSION
1.0 DESCRIPTION OF SERVICES
The purpose of this Statement of Objectives (SOO) is to provide conversion of a Noise Suppressor from Halon to Novec including, but not limited to, (a) Site assessment to determine full scope of work, (b) Removal of existing Halon Fire Suppression System (FSS,) (c) Installation of new Novec FSS, (d) Modifications to noise suppressor as required in support of Novec FSS installation, and (e) Verification testing/inspections.

Inspect and repair all components listed within the SOO in order to provide fully functional Hush Houses with all repaired components operating as originally designed and repaired in accordance with the standard Hush House configuration.

| The Government will reject the workmanship or installation quality of the repaired components if one or more major flaws or two or more minor flaws are discovered by Government personnel during final inspections. A major flaw is defined as any inoperable components or systems repaired, or systems/components not repaired in accordance with the standard configuration. A minor flaw is defined as functional and operable systems not fully meeting the standard configuration, as defined by the Hush House drawing package. All major and minor flaws identified during the Government’s final inspection shall be corrected within 7 days of Government disapproval. |
3.0 GENERAL INFORMATION
The standard configurations for the Hush Houses in this document are defined by the Hush House Technical Orders, drawings, and approved engineering change proposals (ECPs) and notices of revision (NORs,) within the Appendix (section 4.0) of this document.
The standard Hush House configuration and original design for all of the T-10 Hush Houses covered in this SOO are defined by the T-10/11 drawing package – top level 8045881 (T-10) and all applicable sub drawings.
3.1 FSS Conversion: The contractor shall install a total flooding agent FSS using 3M Novec 1230 as the extinguishing agent. The FSS shall be functionally equivalent to other Novec FSSs already installed in USAF T-10s. The contractor may propose a new configuration as long as functional equivalency is maintained. Functional equivalency is defined as follows:
· The FSS must interface with the existing Gold Plate Programmable Logic Control (PLC) Facility Control System (FSC)
· The system must be pneumatically actuated
· The system must be designed such that periodic maintenance, such as bottle weighing, agent measurement, and agent agitation, may be performed by the local unit
· Must meet the same performance requirements as currently installed FSSs
· The new Novec 1230 system components must be installed in accordance with approved drawings. The contractor must operationally test the fire suppression system to ensure integration with existing Hush House system doors, alarms, control console, and T20 cab. Two sensing probes will be mounted in the hazard area (engine/aircraft location;) one at 2 ft elevation and one at 6 ft elevation. A full discharge of the fire suppression system shall be conducted. Using Tripoint analyzer used to measuring mixed gas concentration levels, verify concentration levels meet or exceed requirements as identified in 2012 NFPA 2001. Data shall also be compared against data collected during previous tests that established efficacy of 3M Novec 1230, to ensure that concentration levels in the field test are consistent with the results predicted by the scaled tests conducted at 3M laboratories. Concentration data will be collected over a 10 minute period of time to ensure adequate levels are maintained throughout this period.
3.2
Halon Disposal: The contractor shall properly package all Halon and return to DLA.
