SbAST RFP FA8530‐09‐R‐22309 Questions & Answers
QUESTION # 62 restated: For Labor Categories where none of the Prime’s Critical Subcontractors are bidding a rate for the original proposal submission of the Composite Rate Table, does this mean that a new Subcontractor to be added after award will not be allowed to have a rate for these categories?”
Answer # 62: Correct
Question #63: If the answer to the above question is “Correct, a new Subcontractor added after award will NOT be allowed to have a rate in a Labor Category where there was no rate in the original “as‐awarded” Composite Rate table”, then how does the Prime mitigate this in order to be able to add a new Subcontractor in a Labor Category that was not populated in the original “as‐awarded” Composite Rate table??
Answer #63: Since the submitted Subcontractor Composite Rate Table is serving as Not To Exceed (NTE) rates that will be applicable to all subcontractors, the offeror needs to propose rates for all labor categories that could be used in the future.
