Amendment/Modification FA8530-09-R-22309-0002

Continuation of block 14. DESCRIPTION OF AMENDMENT/MODIFICATION

(Note: There are 13 items. Items 10-13 follow the changes to item 9)

The purpose of the Amendment is as follows:

1) Block 6 on the front page of the RFP was left blank; the date is hereby established as 31 August 2009.

2) Attachment 8 (Contractor Pricing Submission) is being replaced

3) Attachment 14 (Subcontractor FACTS Sheet) is being replaced

4) The removal of Attachment 9 (Clause Matrix) in its entirety. Attachment 9 is now reserved.

5) Adding Attachment 15, which replaces the TEP found on page 88 of the RFP in its entirety.

6) Adding Attachment 16, Appendix C, Industrial Safety and Health Requirements.

7) Replacing CDRL A002 found in Attachment 2 in its entirety.

8) The addition of clauses 52.219-14, and 5352.219-9001.

9) Clauses H-901, H-909, H-912 & H-925 in the RFP are being replaced in their entirety by the following:

H-901: ORDERING/SELECTION PROCEDURES AND FAIR OPPORTUNITY

(a) Before Delivery/Task Orders (D/TOs) are issued under this contract, a decision will be made regarding whether to compete with all multiple award contractors or restrict in accordance with DFARS 216.505-70(b), Orders Under Multiple Award Contracts. D/TOs may be placed by mail, facsimile, or by electronic commerce methods. When a Request for Order Proposal (RFOP) is issued by the Government, contractors will be allowed 7 working days response time for preparation of proposals, unless otherwise stated in the RFOP. The Government will evaluate and negotiate, as necessary, and issue the order within 12 working days after date set for receipt of proposals, unless otherwise stated in the RFOP. If negotiations/discussions are necessary, contractors may be requested/allowed to revise their proposals, as necessary.

(b) When D/TOs are competed, all contractors will receive an RFOP. Award of competitive D/TOs will be made to the contractor whose proposal is the most advantageous to the Government based on an integrated assessment of evaluation criteria which addresses technical/management, past performance, and cost/price. Additional evaluation factors relevant to the particular D/TO may be considered in the award of a D/TO under this contract. The following factors are examples:

Ostensible Subcontracting Specific technical expertise Capacity Optimum technical solution Delivery schedule or turnaround time Other factors the PCO believes relevant to award of the order

In addition, a determination must be made prior to award, that the offeror is not large by affiliation in accordance with 13 CFR Part 121.103. If offeror is determined to be large by affiliation, the offeror is not awardable for that particular

D/TO.

(c) If information is required regarding the technical/management approach beyond what was received with the initial proposals, a brief technical/management proposal will be requested to identify the Contractor’s proposed approach to the specific task. Any Government property required for performance must be identified in the response to the RFOP. Evaluation criteria will be identified in the RFOP.

(d) The past performance evaluation for each D/TO will consider each Contractor’s relevant data, submittal of which will be required by the RFOP, including but not limited to past performance on earlier orders under the contract, including quality, timeliness, and cost control.

(e) Cost/price proposals for D/TOs shall identify which proposed labor categories are exempt from the Service Contract Act (SCA) and which proposed labor categories are subject to the SCA. For all D/TOs issued in Years 1 through 5 of this contract that include SCA covered labor categories, Offerors’ proposals shall use their Year 1 rates on contract for those SCA-covered labor categories. The Government will then review the applicable Wage Determination for the proposed effort and determine if the Year 1 rates on contract are in accordance with the applicable Wage Determination or if adjustment in accordance with the SCA is required.

If adjustment is required, the Government will perform the adjustment and the adjusted rates shall be used in the resultant D/TO. For D/TOs issued under this contract which require performance in Years 6 and 7, the contractual labor rates as adjusted by Clause H-921 for Year 6 will serve as the baseline rate for all SCA-covered labor categories. The Government will then review the applicable Wage Determination for the proposed effort and determine if the adjusted Year 6 rates on contract are in accordance with the applicable Wage Determination or if adjustment in accordance with the SCA is required. If adjustment is required, the Government will perform the adjustment and the adjusted rates shall be used in the resultant D/TO.

(f) Subject to the provisions of paragraph (f) above, with the exception of Cost Reimbursement (CR), cost/price proposals for D/TOs shall utilize rates that are no higher than those set forth in the attached Rate Tables. Contractors may propose rates that are lower than those in the attached Rate Tables and these lower rates will be incorporated in the D/TOs. Contractors shall state in their proposals whether rates from attached Rate Tables are used or if they are using lower rates. At the D/TO level, the Government will perform a cost realism analysis for all elements, except labor rates, of Time and Materials (T&M) and Labor Hour (LH) arrangements, and the Government will perform a cost realism analysis on all CR requirements as required by the FAR. Proposals may include effort that crosses contract performance periods. Contractors shall only provide one total price for each CLIN set forth in the RFOP. Contractors shall provide their back-up information to the RFOP, clearly showing the breakdown of the proposed effort in the appropriate year in which the work is anticipated to occur.

(1) If a T&M D/TO is contemplated as a result of issuance of an RFOP, contractors will be required to prepare proposals citing a proposed ceiling price for labor and an estimate of material, travel, other direct costs and appropriate add-on factors. Proposals shall identify the labor categories, the number of hours, and the proposed labor rates for each category.

(2) If a LH D/TO is contemplated as a result of issuance of an RFOP, contractors will be required to prepare proposals citing a proposed ceiling price for labor and an estimate of travel, other direct costs, and appropriate add-on factors. Proposals shall identify the labor categories, the number of hours, and the proposed labor rates for each category.

(3) If a Fixed Price (FP) D/TO is contemplated as a result of issuance of an RFOP, contractors will be required to prepare a FP proposal and include other costs (e.g., material, travel, etc.) and appropriate add-on factors.

If incentives are to be used, they will be identified in the RFOP. Proposals shall identify the labor categories, the number of hours, and the proposed labor rates for each category.

(4) If a CR D/TO is contemplated as a result of issuance of an RFOP, contractors will be required to prepare proposals citing a proposed estimated price for labor and an estimate of material, travel, and other direct costs to include applicable add-on factors. Proposals shall identify the labor categories, the number of hours, and the proposed labor rates for each category. Each RFOP for a CR type D/TO will identify the type fee arrangement to be used (i.e., award fee, incentive fee, or fixed fee), and the fee will be proposed and negotiated at the D/TO level.

(g) D/TOs may be restricted to a single source only under the following exceptions to competition:

(1) The task or delivery order should be issued on a sole source basis in the interest of economy or efficiency because it is a logical follow-on to an order already issued under the contract, provided that all awardees were given a fair opportunity pursuant to the procedures in this clause to be considered for the original order; or

(2) It is necessary to place an order to satisfy a minimum guarantee.

(h) When a D/TO is restricted to a single source in accordance with this clause, an RFOP will only be sent to that source and the contractor will be required to submit a cost/price proposal. Cost/price proposals shall identify the labor categories, number of hours, and the proposed labor rates for each category required.

Cost/price proposals for D/TOs shall utilize rates that are no higher than those set forth in the attached Rate Tables. Contractors shall include a statement that they have either used the rates in the attached Rate Tables or they have proposed lower rates. All cost/price elements shall be included in the cost/price proposal. If the proposed price/cost exceeds $650,000.00, cost or pricing data shall be submitted as required by FAR 15.403-4, and shall include labor rates (despite the fact that the NTE rates include profit, profit will be analyzed and negotiated IAW DFARS 215.404-4), labor hours, material, and other direct costs, and a Certificate of Current Cost and Pricing Data will be required at the conclusion of negotiations. If information regarding the technical/management approach beyond what was received with the initial proposal is required, a brief technical/management proposal will be requested to identify the contractor’s proposed approach to the specific task. Identification of any Government property required for performance must be identified.

(i) Proposals submitted in response to an RFOP for a T&M, CR, LH, or sole source FP effort must comply with DFARS 252.215-7003, Excessive Pass-Through Charges – Identification of Subcontract Effort, and DFARS 252.215-7004, Excessive Pass-Through Charges. Contractors are required to submit the following information with their proposals:

(1) Identification of the percent of effort the prime contractor intends to perform, and the percent expected to be performed by each subcontractor, under the D/TO.

(2) If the prime contractor intends to subcontract more than 70 percent of the total cost of work to be performed under the D/TO, the proposal shall identify: contract, task order, or delivery order, the offeror shall identify in its proposal: the amount of the offeror’s indirect costs and profit applicable to the work to be performed by the subcontractor(s); and a description of the value added by the offeror as related to the work to be performed by the subcontractor(s).

(3) If any subcontractor proposed under the D/TO intends to subcontract to a lower-tier subcontractor more than 70 percent of the total cost of work to be performed under its subcontract, the prime contractor shall identify in its proposal the amount of the subcontractor’s indirect costs and profit applicable to the work to be performed by the lower-tier subcontractor(s); and a description of the value added by the subcontractor as related to the work to be performed by the lower-tier subcontractor(s).

(j) When proposals for D/TOs include utilization of depot-provided resources, a copy of the signed agreement with the depot provider (see clause H-924 within) shall be provided in the D/TO proposal. The Government will review the agreement and, if approved, will fund the DoD source directly as a Government Furnished Supply or Service (GFS/S), unless the agreement contains specific authority for direct payment from the contractor to the depot (e.g. an agreement under 10 USC 2563 or 10 USC 2208(j)). The agreement between the depot provider and the contractor will be incorporated into the D/TO as the basis for which the Government will provide the GFS/S. However, the dollars for the depot provided resources shall be separately identified within the agreement and will be added to the Contractor’s proposed price as part of the price evaluation process for the specific D/TO.

(k) It is anticipated that some of the RFOPs and resultant D/TOs will be classified acquisitions up to and including Top Secret. Contractors that do not possess the required clearance and safeguarding capability at time of RFOP release will not be eligible to receive that RFOP. DD Forms 254, Contract Security Classification Specifications, will be attached to the RFOP and D/TO as required.

(l) Export Control: D/TOs involve technology that has military or space application. The only US contractors who may participate are those that are certified and registered with DLSC and have a legitimate business purpose. In responding to an RFOP, FAST contractors must submit a copy of their current, approved DD Form 2345. To request this certification, write to the Commander, Defense Logistics Service Center, ATTN: DLSC-FEB, Federal Center, Battle Creek MI 49017-3084 and request a copy of Department of Defense Form 2345 or call DLSC at 1-800-352-3572.

(m) The Government shall issue one D/TO under each contract awarded at the time of award, subject to the Contract Minimum/Maximum clause.

H-909: CONSENT TO ADD SUBCONTRACTORS

The Government may, at its discretion, allow additional subcontractors to be added at any time if those additional subcontractors are needed for performance of a specific, known requirement. Prime contractors will not be allowed to add additional SbAST subcontractors in any labor category in which the proposed labor rates exceed the composite SbAST subcontractor labor rate that was incorporated at initial contract award for that particular labor category for that particular prime contractor, unless the proposed subcontractor was a critical subcontractor on another prime contractor’s team with rates established at the time of contract award. For critical subcontractors at the time of award who are being added to another prime contractor’s team after award, and for subcontractors already on a prime contractor’s team who are being added to another prime contractor’s team, the rates already on contract will be utilized, without being subject to the composite rate restriction for the prime contractor to whose team they are being added.

H-912: PRIME CONTRACTOR SIZE STATUS

A prime contractor under the SbAST Program may be a joint venture. In the event the prime contractor is a joint venture, each member of the joint venture must be a small business in accordance with NAICS Code 336411 (size standard: 1500 employees). In the event a member of the joint venture no longer meets this size standard and is considered to be a large business as a result of a novation or merger, the joint venture must submit to the PCO a revised Joint Venture Agreement within 30 days, removing that member from the joint venture. Failure to do so will result in the joint venture being determined to be “large,” and subject to the provisions of Clause H-913 below. The removed joint venture member may then be added to the prime contractor’s team as a subcontractor without being subject to the composite rate restriction set forth in Clause H-909. The removed joint venture member will be bound by the same rate table they were bound by, prior to being removed from the joint venture.

H-925: USE OF SbAST SUBCONTRACTORS AND VENDORS

(a) The following descriptions or definitions apply:

(1) SbAST Subcontractor: A subcontractor whose rates are bound by the composite rate table attached to the prime contract is considered an approved subcontractor for that prime contractor. Only SbAST Subcontractors that are in compliance with the composite rate table may be used as first tier subcontractors for labor.

(2) Vendor: Any company or organization that is not a prime contractor or a SbAST Subcontractor on the SbAST contract. Vendors cannot be used as first tier subcontractors for labor, but can be used as first tier subcontractors to provide material only. Vendors may also be used as second tier subcontractors/suppliers.

(b) SbAST prime contractors must use their own personnel or those of their SbAST Subcontractors to satisfy any service requirement for any D/TO.

(c) Prime contractors will not be allowed to add additional SbAST subcontractors in any labor category in which the proposed labor rates exceed the composite SbAST subcontractor labor rate that was incorporated at initial contract award for that particular labor category for that particular prime contractor, except as set forth in Clause H-909.

10) Replacing paragraph L-900(2)(f)(iii) to as follows :

i. The following information shall be provided and will be evaluated to assess technical acceptability in accordance with Section M-900, Evaluation Basis for Award. Proposals shall demonstrate how the Offeror and its critical subcontractors fulfill the requirements contained in the Minimum Capabilities Matrix (RFP Attachment 6). There is no limitation to team size; however, only nine (9) entities may be used by Offerors for the completion of the Minimum Capabilities Matrix and only those nine (9) entities will be evaluated by the Government for purposes of technical evaluation, past performance evaluation, and total evaluated price. In the event of a joint venture as Offeror, the size of the individual joint venture members will not be added together to determine small business size status, but each member of the joint venture must be a small business under NAICS Code 336411 (1500 employees) in order for the joint venture to be determined to be a small business. In the event of an Offeror that is not a joint venture, the size of the Offeror plus any ostensible subcontractors may be added together to determine the overall size status of the Offeror, in accordance with 13 CFR Part

121.103. In this event, the total number of all employees (Offeror and ostensible subcontractors) cannot exceed 1500 employees (NAICS Code 336411 small business size standard). (See RFP Section L-900(2)(c) above.) SBA will make all small business size determinations. NOTE: Offerors are also permitted to include no more than one (1) non-critical subcontractor who will perform only Labor Categories LC-79 through LC-84 of RFP Attachment 4, if these labor categories cannot be performed by the Offeror or one of its critical subcontractors. The non-critical subcontractor will not be counted as one of the nine entities. If the Offeror or one of its critical subcontractors can perform Labor Categories LC-79 through LC-84, the Offeror may not include a non-critical subcontractor in its proposal. In any event, this non-critical subcontractor will not be included in the technical evaluation of the Offeror’s proposal and is not to be included in the Offeror’s completed Minimum Capabilities Matrix (RFP Attachment 6).

11) Replacing paragraph L-900(2)(i)(i) and (ii) to as follows:

i. Prime Contractor Pricing Submission (RFP Attachment 8), which includes Labor Workload and Material Distribution Percentages spreadsheet, Prime Add-on Factors spreadsheet, Prime Fixed Price (FP) Labor Rates spreadsheet, and Prime Time and Material (T&M)/Labor Hour (LH) Labor Rates spreadsheet.

The Labor Workload and Material Distribution Percentages spreadsheet shows the percentage of labor hours and material costs assigned by the Offeror to the Offeror (including, in the case of a joint venture, each joint venture member) and a composite percentage including all critical subcontractors and no more than one non-critical subcontractor as defined in RFP Clause L-900(2)(f)(iii),. FP labor rates will be loaded labor rates, including labor overhead, G&A, and cost of money, and profit. For each labor category, it is anticipated that the proposed FP and T&M/LH rates will be the same through the cost line. T&M/LH rates will be fully loaded labor rates, including labor overhead, G&A, cost of money, and fee.

ii. Subcontractor Pricing Submission (RFP Attachment 8), which includes Subcontractor Add-on Factors spreadsheet, Subcontractor FP Labor Rates spreadsheet, and Subcontractor T&M/LH Labor Rates spreadsheet. This spreadsheet will reflect a composite of proposed subcontractor rates, comprising the rates for all critical subcontractors and no more than one non-critical subcontractor as defined in RFP Clause L-900(2)(f)(iii). FP labor rates will be loaded labor rates, including labor overhead, G&A, and cost of money, and profit.

For each labor category, it is anticipated that the proposed FP and T&M/LH will be the same through the cost line. T&M/LH rates will be fully loaded labor rates, including labor overhead, G&A, cost of money, and fee.

12) Replacing paragraph L-900(2)(i)(iii) as follows:

iii. General Instructions:

These instructions are to assist Offerors in submitting cost/price information that is required to evaluate the labor rates and add-on factors as well as to calculate the Total Evaluated Price (TEP). Compliance with these instructions is mandatory and failure to comply may result in rejection of the proposal.

Offeror must submit separate Labor Rate Spreadsheets as follows: one (1) for the Offeror and one (1) spreadsheet reflecting composite rates comprising all critical subcontractors and no more than one non-critical subcontractor as defined in RFP Clause L-900(2)(f)(iii). In the event the Offeror is a joint venture, only one Labor Rate Spreadsheet is to be submitted; individual labor rate spreadsheets are not to be submitted for each joint venture member. These separate labor rate spreadsheets (offeror/joint venture and critical subcontractors) when taken as a whole, must reflect a labor rate for each of the labor categories identified. It is incumbent upon the Offeror to ensure that his team has proposed rates for all labor categories. Offeror must submit a labor work load and material distribution percentage breakout spreadsheet. The percentages for FP labor breakout, T&M/LH labor breakout, and for material cost breakout must each add up to 100% (i.e., T&M/LH must add up to 100%, FP must add up to 100%, and material must add up to 100%).It is anticipated that the proposed FP and T&M/LH rates will be the same for all labor categories through the cost line.

Each Offeror shall submit, for the Offeror,, a narrative description of the composition of the proposed Material Handling Add-On Factors, Crisis Pay Factors, Overtime Factors, Subcontract Add-On Factors, and OCONUS Labor Adjustment Factors. In addition, in the event the same labor rate is proposed for all levels of a specific labor category in order to be compliant with their Government approved accounting system and/or Government approved Disclosure Statement, they must submit a copy of the portion(s) of their Government approved Disclosure Statement that requires that the same labor rate be proposed for all levels of a specific labor category

Each Offeror shall submit the cost/price volume in hard copy and in electronic (Microsoft Excel) format. The Excel worksheets provided shall contain mathematical formulas which will be locked by the Government to prevent alteration. Do not provide “values only” or limit/protect the files to “read only” format. Refer to Prime Contractor Pricing Submission (RFP Attachment 8) and Subcontractor Pricing Submission (RFP Attachment 8) for cost model worksheet formats. The paper and electronic copies shall be identical in all respects. The Government will provide a listing of the file names and the content of each file. Scanned PDF files are not acceptable. Electronic submittals shall comply with the following:

a. They shall be submitted on a CD-R (Write once/read only. CR-R/W and DVD-R/W are not acceptable. All media must be virus scanned by the offeror prior to submittal.)

b. Data files/CD-Rs should be accessible by a computer running MS Office 2000, Office XP or MS Windows World Office 2003 or later.

c. Data files should be .xls file format (MS Windows Excel Office 2007 or earlier)

13) Replacing section M-900(2)(c) to as follows:

c. Cost/Price Proposal. The Offeror's Cost/Price proposal will be evaluated for Reasonableness and Balance, and a Total Evaluated Price (TEP) will be calculated. The evaluation will be based on the following:

1 Reasonableness. The existence of adequate price competition is expected to support a determination of reasonableness. Price analysis techniques may be used to further validate price reasonableness of the proposed labor rates and add-on factors. If adequate price competition is not obtained or if price reasonableness cannot be determined using price analysis of Government-obtained information, additional information in accordance with FAR 15.4 may be required to support the proposed price.

2 Balance. Offerors are cautioned against submitting an offer that contains unbalanced pricing.

Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more labor rates for the basic ordering period or option ordering periods is significantly overstated or understated as indicated by the application of analysis techniques. The Government shall analyze offers to determine whether there are unbalanced separately priced labor rates. Labor rates submitted will be compared and evaluated to assure that a logical progression exists within each Offeror’s response to the pricing structure in Section B. Offers that are determined to be unbalanced may be rejected if the lack of balance poses an unacceptable risk to the Government.

3 Realism. It is anticipated that proposed FP and T&M/LH rates will be the same through the cost line. This will be true for all labor categories. In the extraordinary event that the proposed FP and T&M/LH rates differ at the cost line, the Offeror must provide in his proposal a complete breakdown of the specific cost elements included in the with appropriate rationale and explanations. The Government will then perform a detailed cost realism analysis on the proposed rates as required.

4 Total Evaluated Price. A TEP will be calculated for evaluation purposes only and will be a consideration in the best value award decision. The TEP will include two evaluated prices:

evaluated price for labor and evaluated price for material.

Evaluated price for Labor includes FP labor, T&M/LH labor, and Subcontract Add-on Factor calculation. Evaluated price for Material includes material plus Material Add-on Factor for FP only.

i. Evaluated Price for Labor. The AF has estimated a number of hours applicable to FP labor categories and T&M/LH labor categories. These hours will not be disclosed to Offerors. For each labor category, Offerors will propose a percentage based on the anticipated work to be performed by the Offeror (including, in the event of a joint venture, each joint venture member), and a composite percentage including all critical subcontractors and no more than one non-critical subcontractor as defined in RFP Clause L-900(2)(f)(iii), that will be applied to the AF estimated hours for that labor category. These percentages will be listed on the Labor Workload and Material Distribution Percentage Breakout Spreadsheet contained in the Prime Contractor Pricing Submission (RFP Attachment 8). The total for each labor category must add up to 100%. The percentages proposed by each Offeror will be used by the AF to calculate the labor hours/dollars for each labor category.

A. FP. The percentages proposed by the Offeror will be applied to the AF estimated number of hours to calculate the hours to be used for the Offeror (including, in the event of a joint venture, each joint venture member), and its critical subcontractor(s) including no more than one non-critical subcontractor as defined in RFP Clause L-900(2)(f)(iii) for that FP labor category. Those hours will be multiplied by the proposed FP rates submitted by the Offeror and the Offeror’s submitted composite subcontractor rates which include its critical subcontractor(s) and no more than one non-critical subcontractor as defined in RFP Clause L-900(2)(f)(iii). The sum of these will be the evaluated price for the FP labor portion of the TEP.

B. T&M/LH. The percentages proposed by the Offeror will be applied to the AF estimated number of hours to calculate the hours to be used for the Offeror (including, in the event of a joint venture, each joint venture member) and its critical subcontractor(s) including no more than one non-critical subcontractor as defined in RFP Clause L-900(2)(f)(iii) for that T&M/LH labor category.

Those hours will be multiplied by the proposed T&M/LH rates submitted by the Offeror, and the Offeror’s submitted composite subcontractor rates which include its critical subcontractors and no more than one non-critical subcontractor as defined in RFP Clause L-900(2)(f)(iii). The sum of these will be the evaluated price for the T&M/LH labor portion of the TEP.

C. Prime Contractor’s Proposed Subcontract Add-on Factor. For FP and T&M/LH, the total of the subcontractors’ (including critical subcontractors and no more than one non-critical subcontractor’s (as defined in RFP Clause L-900(2)(f)(iii)), labor cost will be multiplied by the Offeror’s proposed Subcontract Add-on Factor. The sum of the FP labor, T&M/LH labor and Subcontract Add-on Factor calculations constitutes the evaluated price for labor.

ii. Evaluated Price for Material. Each offeror will propose a Material Handling Add-on Factor for itself and a composite Material Handling Add-on Factor for its critical subcontractors and no more than one non-critical subcontractor as defined in RFP Clause L-900(2)(f)(iii),for FP only. No Material Handling Add-on Factor will be proposed for T&M/LH. The AF has estimated a material cost based on analysis of historical data. This material cost will not be disclosed to the Offerors. Offerors will assign a percentage of the material cost to the Offeror (including, in the event of a joint venture, each joint venture member) and their critical subcontractors including no more than one non-critical subcontractor as defined in RFP Clause L-900(2)(f)(iii). These percentages will be listed on the Labor Workload and Material Distribution Percentage Breakout Spreadsheet contained in the Prime Contractor Pricing Submission (RFP Attachment 8). These percentages must add up to 100%, and the percentages will be used by the Government to determine how much of the material cost will be assigned to each Offeror and its critical subcontractor(s) including no more than one non-critical subcontractor as defined in RFP Clause L-900(2)(f)(iii). The product of these calculations will then be multiplied by the Material Handling Add-on Factor and the composite Material Handling Add-on Factor (for critical subcontractors including no more than one non-critical subcontractor as defined in RFP Clause L-900(2)(f)(iii)) proposed by the respective Offeror. The sum of these calculations constitutes the evaluated price for material.

The sum of the evaluated price for labor and the evaluated price for material will constitute the TEP.
