SbAST RFP FA8530‐09‐R‐22309 Questions & Answers
Question # 69: In reviewing Amendment 3 we noticed that the C‐130 PGHE was not changed as noted in previous Q&A's. Is Amendment 3 the final change to the SbAST solicitation or should we anticipate any other changes?
Answer # 69: Question 26 answered on 25 September stated that we were going to modify the MCM and that an amendment was forthcoming. On October 20th, 2009 we went back and answered 26 again stating, “Offeror’s are to have access to all items listed in the PGHE. DCMA will verify the capabilities of all offerors. The parts on the C‐130 PGHE list should be verifiable by DCMA whether by upgrade in TOs or on the PGHE list as long as they are verified by DCMA to be acceptable to support C‐130 Modifications/Upgrades/Enhancements and Maintenance/Repairs. The offeror must identify to the DCMA representative where the part has been upgraded due to changes in TOs.”
We do not anticipate Amending the MCM or the SbAST solicitation at this time, but the government does reserve the right to make amendments if we believe they are necessary.
Question # 70: Ref. PWS 4.9.1, requires AS9100 QMS and the MCM requires ISO 9000 certification, are both of these required to conduct work on aircraft system modifications?
Answer # 70: The SbAST Minimum Capabilities Matrix requires ISO 9001:2000 or CMMI 3‐SEI certification. Paragraph 4.9.1 states, “to maintain a quality control program that follows the guidelines of AS9100.” The offeror is not required to be AS9100 certified.
Question # 71: Ref Amendment 0003, Attachment 8 – Contractor Pricing Submission SbAST, sheet Labor Wkld Mat Dist% and all Rate Sheets, the levels have been blacked out. Does the Government expect rate information for these blacked‐out categories?
Anwser # 71: Amendment 0003, Attachment 8 did not make changes to the blacked out levels. The labor categories remained the same from the original Attachment 8 attached to the RFP. The Government DOES expect rate information for the blacked‐out categories, there will not be levels in these categories, but there should be rates.
