The Government is providing advanced DRAFT documents in order to obtain feedback on the solicitation requirements for the repair and production of 463L pallets IAW CURRENT specifications/drawings. Research into new pallet technology is not within the scope of this effort and will be addressed separately.
Please review the attached DRAFT L&M sections of the solicitation/contract as well as the technical drawings/specifications. We are seeking feedback for specific areas including the relevancy definitions and the definition of a critical subcontractor. These will be utilized for evaluating present/past performance. We also need feedback regarding the ramp‐up period which may be needed to qualify an unproven source. Please complete the blanks below.
Please pay close attention to Table 1 – Evaluation Quantities in Section L and M and all attached proposal schedules, including the Estimated Delivery Column. Should the insurance policy be utilized and Alternative 2 occurs, what would be a realistic number of days for each of the following:
Unproven sources required to provide First Articles:
(1) Number of days to provide test procedures ___
(2) Government accepts Test Procedures within 15 days
(3) Number of days to provide First Articles for testing (3 repair and 3 production units) _____
(4) Number of days to provide FA test reports __________
(5) Government accepts test report within 15 days
(6) Ramp‐up time to full required repair/production quantities (estimated 3,000 repairs and 792 production units per month). ______________
Total time for First Article Production/Approval (Sum of 1‐5) _______________
Total time for Ramp‐Up Needed _____________ (6)
Combined Total _________________ (Sum of 1‐6)
How many pallets are needed for the ramp‐up period mentioned in (6) above? _____ (Total, per month, or 0 if no pallets are needed)
EXAMPLE: If after the Government accepts the First Article test report, and number (6) above is estimated to be 4 months, how many pallets for each of those 4 months must be provided in order to be at the 3,000/792 requirement at the end of the four months?
Additionally, please provide feedback on the DRAFT relevancy and critical subcontractor definitions.
Please provide written feedback NO LATER THAN 23 MARCH 2012 to Donna.Pallini@robins.af.mil and mandy.mathews@robins.af.mil. Feedback is highly encouraged and appreciated. Answers to the above questions are needed and any SPECIFIC concerns on the other attached draft documents should be addressed. Please understand these are only DRAFT documents and are subject and likely to change.
