1) The draft L and M document does not identify specific points of Inspection or Acceptance or FOB for the respective CLINS. Can the Government define the Inspection and Acceptance points and the FOB points for the respective CLINS?
I/A and FOB points will be identified on each CLIN in the solicitation
2) In the event the prices are offered with FOB Origin, it is likely the Government will, for purposes of price evaluation, include a Government estimate for both the inbound freight of the pallets to be repaired, and a Government estimate for the outbound freight for the repaired or new pallets. Can the Government identify the point or points from which the pallets will be delivered to the contractor, and the point or points to which the repaired or new pallets will be delivered?
There are 5 major aerial ports (Dover, Charleston, Travis, McGuire, and McChord). Repairs that come in from Oconus locations are shipped to one of the five major aerial ports and then to the contractor facility. Repairs that come from Conus units are shipped directly to contractor facility.
Repaired and newly produced pallets are shipped to the users at Conus locations or to one of the five major aerial ports for Oconus locations.
3) In the past has the government required a FAT from each facility within a company that did repairs?
Traditionally, FAT is required at all facilities because there can be differences in production, equipment, management, etc.
4) In section A. of the draft L & M documents, the formatting is specified as 12 pt type. Will 12 pt type be required on photos and illustrations in the proposal?
No, as long as the photo and illustration is legible
5) If a contractor has more than one repair facility, can the contractor designate which facility the pallets get shipped to?
HQAMC needs one location for pallets to be shipped to. Multiple locations would add unnecessary management burden to AMC and is not logistically feasible. If multiple locations are needed for capacity to meet contract requirements, any additional transportation between contractor facilities would be contractor responsibility and the Government would only ship pallets to one location unless extenuating circumstances occur.
6) When a contractor receives pallets that are unserviceable, what is the contractors’ responsibility for the pallets?
A pallet is deemed unserviceable if when inspected in accordance with the PWS, the damage to the components falls outside of the available CLIN item repairs. The PWS identifies when rails, skins, rings, etc. can be reused and when they should be scrapped.
7) What is the maximum amount of days the contractor will be required to hold repaired pallets while waiting on shipping orders?
Shipping instruction are normally issued in Dec (for Jan-Mar), Mar (for Apr-Jun), Jun (for Jul-Sep), and Sep (for Oct-Dec).
8) Does the PWS and SOW accurately represent the way the 463L pallets are currently being built and/or repaired?
The PWS is updated slightly from contract to contract, and the pallets are to be manufactured/repaired in accordance with the PWS called out on contract.
9) The relevance sections of the draft L & M states the qualifying process to be “adhesively bond the core to external metal skins”. Would composite panels with a skin material other than metal be considered for relevance?
No
10) Can information about prior contract prices be found on FPDS?
No. Any public user can access FPDS by registering at www.fpds.gov; however, FPDS is not designed to collect the following data:
. Subcontracting data from either the government or the prime contractors with whom we do business.
. Contract funding data outside of estimated totals and funds obligated on an action.
. Contract accounting data.
. Contract line item data is not in FPDS-NG. This includes specific information about the CLIN.
. No administration details including contracting officer's technical representative names, wage determinations data, and details about the services via the contract number.
. Details of the contractor's employee or staffing levels.
. Management plans.
. Statements of work or objectives.
. Terms and conditions of a contract.
. Deliverables.
. Entitlement expenditures including health, drug, Medicare, or insurance payouts.

. Information about any parties excluded from the procurement.
11) Request for your consideration the addition of the Progress Payment FAR Clause 52.32-16 be included in the upcoming solicitation.
Progress Payment FAR Clause 52.232-16 will not be included in the 463L cargo pallet solicitation.
12) Do you have an estimated date for the RFP?
Current estimate for RFP release is early January 2013
