General Capability Questions:
We are interested in fostering a competitive environment to obtain the best value to fulfill our requirement for safe and serviceable pallets.
1. If the current specifications are used for repair RFP/contract (for an estimated 3,000 repairs per month), do you anticipate submitting a proposal?
2. If an optional buy CLIN is added to #1 above, do you anticipate submitting a proposal?
3. What would you have to do to accommodate a POSSIBLE buy CLIN to produce 2,000 pallets per month to the current specification in addition to the estimated 3,000 repairs?
4. Is a ramp up for production different than for repairs (both based on the existing specifications)? Once you have ramped up to the required repair quantities per month, if an order was placed for production units, how long would it take you to ramp up to produce an additional quantity of 2,000 per month? Is there a maximum production quantity that would prevent you from submitting a proposal if added to the required repair quantities? What kind of advance notice would be necessary for optional buys or what kind of lead time after an order is placed would be necessary? Please elaborate on any schedule conflicts or obstacles that would prevent you from meeting the optional buy quantity in addition to the required repair.
5. If buy quantities are added, are there any identified quantity ranges that would lend itself to price breaks?
6. We are anticipating awarding a 5 year Firm Fixed Price (FFP) IDIQ/Requirements contract with a two year basic. Is an Economic Price Adjustment (EPA) clause necessary to cover economic fluctuations of any other material costs besides aluminum?
7. What time basis (monthly, semi-annual, annual) would you purchase materials used in the repair of pallets?
8. Can you procure/obtain materials (aluminum sheets, balsa wood, extrusions) in quantities necessary to meet the estimated monthly quantities?
9. Can these materials be purchased domestically?
10. How would you encourage small business participation/opportunities for the various products or services required/needed for the repair or production of the cargo pallet?
11. Do you foresee any partnering or teaming arrangements for this requirement?
12. What are your inspection procedures for determining the level of repair? Do you have procedures in place for documentation/retention of data regarding damage to items entering the facility?
