FIA2T Request For Proposal - FA8307-16-R-0049 Questions and Answers 17 February 2016

1.
L.3.2.5
Section L.3.2.5 states "The Offeror shall complete the entrance and exit criteria identified in Table L-4 below. Entrance criteria shall be consistent with the tasks, documentation, reports, approvals, test articles availabilities and deliveries associated with the design approach." Is the completed table to be included in the proposal? If so, where and does it count against the page limit?
Yes, the completed table should be in the proposal, volume II, List of Table and Figures. That section has “Unlimited” page count.
2.
L.3.3.4
Reference Microsoft Excel file "FIA2T_AtchL-7_Sample Task 2_PartsScheduleTemplate 20150728.xls") – Does the completed Attachment 7 included in the page limit?
The completed table should be in volume II, List of Tables and Figures. That section has “Unlimited” page count.
3.
L.5.8
The updated Section L document that was issued with Amendment 3 does not include a section named “Past Performance Summary Content” that had been included in prior Section L versions as Section L.5.8. This “Past Performance Summary Content” section had required the inclusion of the Contract Award or Order Award Forms in the Past Performance volume. Are the Contract Award or Order Award Forms no longer required to be included in the Past Performance volume?
The contract award and order award forms are no longer required. Q&A from Feb 9, answer to question 37, second to last paragraph states:
The Government also deleted para L.5.8 (UNRESTRICTED pool) and L.6.8 (Partial SB Set-aside pool) entitled “Past Performance Summary Content” all summary description instructions are now part of the “FIA2T_AtchL-9 Tailored FIA2T EZSource PPI Tool” Program Details tab.
4.
L.6.7
If the Offeror has provided Past Performance Rating Form “AMENDMENT 1 FIA2T_AtchL-10_PastPerfRatingForm_20160126.docx” to their raters prior to the release of Amendment 3, will the 20160126 form, when completed by the rater and returned to the PCO, be accepted for Past Performance evaluation of the Offeror’s proposal?
Yes, the previous forms will be acceptable.

5_Sample_Task_1_IMSTemplate_20160202.mpp In the Amendment 3 Release there was an updated IMS Template (FIA2T_AtchL- 5_Sample_Task_1_IMSTemplate_20160202.mpp). This template includes a column titled “UCM S/SRD Requirement”, which suggests that the Government expects the offerors to map SRD requirements to WBS and IMS Line Items. This is an unusual request because there will be so many requirements to each IMS line item with very little distinction between them. For example, virtually all of the Sample Task 1 requirements will be listed for virtually every IMS Engineering task. Does the Government mean to request that the CSOW or SOO be mapped to the WBS/IMS?
Within the referenced IMS template, the column titled UCM S/SRD Requirement is not for mapping all SRD requirements to the IMS. It is there to allow the Offeror to indicate requirement paragraphs, if applicable and meaningful.
The Government does not require a CSOW or SOO as part of the proposal for Sample Task 1. S/SRD requirements shall be discussed in the response to Sample Task 1, as indicated in Sections L and M. Only the WBS is required to be mapped to the IMS.

General Question
Is there any specific instructions such as visit request, base access, sponsorship, appointment time, point of contact, map to location, etc., that will be needed for a hand delivery?
Yes. Offerors have the option to hand deliver proposals only to the following address:
AFLCMC/HNCKS
ATTN: Ralph M. Urias (FIA2T) 130 Norton Street San Antonio, TX 78226-1810
Offerors should contact the CO at 210-925-1072 or 210-925-1264 for appointed time to accomplish the hand delivery of proposal(s). All other proposals should be mailed to the address specified in the RFP cover letter no later than the date and time specified in the RFP.

L.2.6
Corporate financial statements for the last three (3) years are publically
available in the form of our annual (10K) and quarterly (10Q) SEC filings.
We are happy to provide these documents but would like to note that they number almost 400 pages. Would it be acceptable and compliant to submit these files in electronic form only?
The Government will accept all corporate financial statements on a CD in lieu of 400 page submittal.

General Question
Are the previous A&AS PASS I and ETASS I Prime contractors, who supported the FIA2T PMO during development of the acquisition strategy and drafting of the original PWS, eligible to compete for this work without Organizational Conflict of Interest (OCI) concerns?
Yes, previous A&AS PASS I and ETASS I prime contractors would be eligible to compete for FIA2T provided they can qualify to meet requirements of the FIA2T RFP. The AF acknowledges that these contractors may be have had personnel that were involved with acquisition strategy and drafting of the Statement of Objectives for FIA2T however, the sample task and SOO objectives helps the Government determine who can compete for future work and therefore no OCI concerns exist at this time since there is no real work being competed.
9.
L.1.6
RFP states that all pages shall be printed double-sided on recycled paper as much as practical. Will this count as 2 pages?
Yes, double-sides pages count as 2 pages.

it states on page 3 in red:
“Note: If an Offeror is proposing to identify a team for the purposes of FIA2T contract award, present this arrangement under Section L.3.3.5.13 – do NOT identify teaming relationships or provide subcontractor team member past performance within the PPI tool.”
There is no such section L.3.3.5.13 in section L.
This statement was in error. Statement in red should read, “Note: If an Offeror is proposing to identify a team for the purposes of FIA2T contract award, present this arrangement in response to Section L (L.2.4, L.2.7, L.3.1.5, or L.4.1.5) - do NOT identify teaming relationships or provide subcontractor team member past performance within the PPI tool.”
