FIA2T Sample Task 1 WBS
| FA8307-16-R-0049 FIA2T Section L Attachment L-4 - WBS Dictionary Template 28 July 2015 |
| Instructions: |
Complete table by providing Level 4 and Level 5 WBS elements, as appropriate, based on Offeror's proposed design approach and applicable certified processes for FIA2T-Unlimited Sample Task 1. Elements must be consistent with MIL-STD-881C, DEPARTMENT OF DEFENSE STANDARD: WORK BREAKDOWN STRUCTURES (WBS) FOR DEFENSE MATERIEL ITEMS (03-OCT-2011) instructions and higher level WBS elements as defined herein.
Offeror shall provide unique WBS # consistent with provided numbering scheme, a descriptive title and a detailed definition sufficient for the Government to understand the unique work associated to the element, its relation to higher level WBS level and its difference from other elements at the same hierarchical level. Offeror may insert rows into table as necessary to be consistent with their design approach and accounting system. All WBS elements must be consistent and traceable to summary tasks within Offeror's proposed IMS.
| WBS # | Level 1 | Level 2 | Level 3 | Level 4 | Level 5 | Definition |
| 1 | Sample Task 1 - Universal Cryptographic Module (UCM) Development and Certification | The complex of equipment (hardware/software), test and evaluation, and security validation required to develop, verify/qualify and validate an electronic cryptographic module, aka the Universal Cryptographic Module (UCM), capability that will be embedded into data communications subsystems of fixed (both permanent and transportable) and mobile (i.e., human-portable, vehicular, ship-borne, airborne, and space-borne) platforms requiring security for mission data communications links. The electronic cryptographic module's performance, physical and security requirements are defined in the System and Security Requirements Document (S/SRD) for Sample Task 1 UCM. | ||||
| 1.1 | UCM Design and Development | The direct labor associated with the hardware, software and documentation associated with design and development of performance, physical and and security features/functions of a complete UCM (i.e., the prototype configured unit(s) which satisfy UCM requirements defined in the S/SRD for Sample Task 1). This WBS element includes the design and development of complete UCMs (i.e., the prototype or operationally configured units, which satisfy the requirements of their applicable specifications, regardless of end use) and is comprised of the sub element activities listed below. |
Includes, for example:
a. All integration, assembly, test and checkout, as well as all technical activities associated with individual hardware/software elements
b. Integration test preparations, conduct and teardown and review, analysis and documentation of integration results.
c. All whole and partial prime contractor, direct labor for breadboards, brass boards, and qualification test units
d. Design trade analyses, risk mitigation, and design specification activities, including documentation, of the UCM development
Excludes, for example:
a. "Less than whole" units (e.g., test, spares, etc.) consumed or planned to be consumed in support of UCM Design and Development
b. Factory special test equipment and special tooling required to fabricate UCM components
c. Component, subassembly, test fixtures materials
| 1.1.1 | UCM Performance Design and Development | The direct labor associated with performance and physical features/functions design and development of a complete UCM (i.e., the prototype configured unit(s)), which satisfy UCM requirements defined in the S/SRD for Sample Task 1) as well as design trade analyses and documentation of the UCM physical features/functions design. | ||

| 1.1.3 | UCM Microelectronic Component(s) | The non-recurring engineering services and supplies contracted by the prime for the UCM active hardware component (e.g., Integrated Circuit, Programmable Logic Device or Multi-Chip Module). This WBS element includes fabrication design and/or delivery of UCM active component (i.e., the prototype or operationally configured units, which satisfy the requirements of their applicable specifications, regardless of end use) and is comprised of the sub element activities listed below. |
Includes, for example:
a. All whole and partial subcontractor, and vendor labor and/or supplies for breadboards, brass boards, proof of design, and/or qualification test units
Excludes, for example:
a. "Less than whole" units (e.g., test, spares, etc.) consumed or planned to be consumed in support of UCM Design and Development
