The pricing sheets already include categories for various levels of third party and OEM technician services overseas. A cross reference matrix and quality control plan are due after award within specified timeframes. Subcontractor agreements must acknowledge and commit to complying with the performance work statement. PCCIE Questions and Answers 6 September 2018:
Reference PWS 4.7.5.2.1.1 – Please confirm that the OEM “re-certification” fee will be quoted under Clin 0006. – PCCIE already addressed this in a response to the Draft RFP questions. Re-certification will fall under CLIN 0006.
Reference Instructions To Offeror (ITO) – Cross Reference Matrix. There are multiple statements in the instructions that state: “The Cross Reference Matrix can be found in the List of Documents, Exhibits and Other Attachments. Is this referencing the CDRL Matrix? – PCCIE provided the Cross Reference Matrix attachment on the Draft RFP issued on 13 June 2018. It’s titled “Cross-Reference-Matrix” and contains a table where the vendor is required to complete the “Offerors Proposal Reference Compliance” section. This attachment was omitted from RFP release and will be sent out on solicitation amendment 0001 which will be issued on 10 September 2018.
Reference ITO/paragraph 3/Section B. Volume 1 Completed RFP/ 2. Cross Reference Matrix. This paragraph suggests that Offeror should fill out the cross reference matrix… These instructions seems to indicate there is a separate Cross Reference Matrix other than the CDRL CRM. Please clarify. – As stated above, you should complete the Cross-Reference-Matrix file provided at Draft RFP or solicitation amendment 0001 which will be issued 10 September 2018.
Reference Pricing Worksheets/CLIN 0007 – would PCCIE consider add the following categories
· 3rd Party 5x8 Overseas – The last tab of the Pricing Sheet already contains this.
· 3rd Party 7x24 Overseas - The last tab of the Pricing Sheet already contains this.
· OEM Tech 5x8 Overseas - The last tab of the Pricing Sheet already contains this.
· OEM Tech 7x24 Overseas - The last tab of the Pricing Sheet already contains this.
· Electrician 5x8 Overseas - The last tab of the Pricing Sheet already contains this.
· Electrician 7x24 Overseas - The last tab of the Pricing Sheet already contains this.
Pricing WS/CLIN 0002 – Is there a description in the posted documents that describes the differences between a Major and Minor PM? – It is the responsibility of the Prime to determine the differences between a Major and Minor PM based on the standards of the subcontractor performing the work. For example, Eaton will have different definitions/policies than Vertiv or third party services.
Reference CLINS 0006, 0007 – Both of these CLINS reference two categories; “OCONUS per PWS” and “Overseas”. We are assuming that “OCONUS per PWS” is referring to PWS 4.7.10 and any other out of country location not referenced in this paragraph is referred to as “Overseas” - Correct ITO/last page – “TEP/Awardable Task “Proposal”. We do not see a specific worksheet/format for this proposal. Please clarify. – The pricing portion of the awardable task will be completing PricingEMPM-FY19-16Aug18 specifically for that task.
CDRL A026 – block 5 PWS reference 4.7.13 appears to be incorrect.
This will be adjusted in solicitation amendment 0001.
Other than block 3; A025 & A026 appear to be duplicates.
Correct, one for EM and one for PM
Is there a cut-off date for submission of questions to the Government?
10 September 2018
CDRL A019 – should PWS reference in block 5 should be 4.7.5.1?
This will be adjusted in solicitation amendment 0001.
CDRL A022 – should PWS reference in block 5 should be 4.7.11?
This will be adjusted in solicitation amendment 0001.
CDRL A023 – should PWS reference in block 5 should be 4.7.12?
This will be adjusted in solicitation amendment 0001.
CDRL A024 – should PWS reference in block 5 should be 4.7.14?
This will be adjusted in solicitation amendment 0001.
CDRL A025 – is this a duplicate of A009?
No, A025 focuses on just the UPS systems on contract. A009 covers a larger range of battery/capacitors, diagnostics, re-certifications, etc. that may not be on our maintenance contract.
Q&A dated 6-27-2018 states that the QCP should be provided with our proposal in Volume 1. The final PWS dated 16 Aug 2018 states the QCP shall be delivered post contract award by the successful offeror. Please confirm that the QCP is due after contract award, and not with our proposal response.
IAW CDRL A0002 it states Contractor shall provide a Quality Control Program in a word document in accordance with PWS requirements within 15 days of award.
PWS 1.7 states that the Contractor shall provide an Associate Contractor Agreement and or Support Agreement from the UPS maintenance organizations of Eaton, Vertiv and Schneider Electric subcontractors “To verify their understanding and to comply with the items stated in this PWS.” Please clarify the nature and extent of the detail required in such agreements.
It is sufficient for the Associate Contractor Agreement to be a short summary agreement consistent with PWS 1.7 whereby the subcontractor states that it has read, understands and commits to comply with the PWS.
