Section L Attachment 7 - Cross Reference Matrix

3, 70The contractor shall perform sustaining engineering activities at the weapon system-level and shall support the SPO for sustainment activities at the subsystem-level in two areas: Systems Engineering and Integration (SE&I); and, Hardware and Software Sustaining Engineering.1.6.1
The contractor shall perform technical services related to SE&I to include: maintaining the process architecture, mapping Systems Engineering Assessment Model (SEAM)/AS9100 requirements, maintaining command media, identifying process area gaps, establishing process ownership, developing and updating operating instructions and plans, developing and implementing awareness training for operating instructions, conducting Technical Peer Reviews on appropriate deliverables and planning technical design reviews.1.6.1.1
The contractor shall, in coordination and cooperation with subsystem contractors, support the ICBM SPO in maintaining its nuclear weapon system surety program in accordance with Department of Defense (DoD) requirements detailed in DoD 3150.2-M and DoDD 3150.2.1.6.1.1.1
The contractor shall support the ICBM SPO System Safety Program to identify and control ICBM hazards, to prevent mishaps and track mishaps IAW System Safety Program Plan, Safety Study Plan and Safety Study Report.1.6.1.1.2
The contractor shall support the ICBM Program Office Ground Safety program.1.6.1.1.3
The contractor shall lead and coordinate a Weapon System Performance Assessment Team to include assemble subsystem inputs and any system-level analysis into the final engineering report via Service Engineering Report (SER).1.6.1.1.4
69The contractor shall, in coordination and cooperation with IPTs and subsystem contractors (after subsystem contract awards), implement and maintain a Risk Management Program IAW Weapon System Risk Management Plan.1.6.1.1.5
The contractor shall perform the following tasks associated with System Requirements Determination: Requirements Analysis, Requirements Allocation, and Requirements Definition. In all cases the contractor shall ensure requirements recommended are the optimum cost effective solution to achieve the required system performance while maintaining nuclear surety.1.6.1.1.6
68The contractor shall make System Level Requirement Recommendations for Government approval and shall support the SPO in evaluation of subsystem contractor requirements recommendations. The contractor shall also make recommendations for subsystem requirements if the Government determines a subsystem contractor would have an OCI by making the recommendation.1.6.1.1.7
The contractor shall, in cooperation and coordination with subsystem contractors, prepare System/Subsystem Level Specification (SSS) and shall generally support the SPO in verification and validation of subsystem contractor/IPT developed specifications. The contractor shall prepare SSS if directed when the Government determines a subsystem contractor would be subjected to OCI restrictions by creating the specification.1.6.1.1.8
The contractor shall identify and perform system-level trade-off studies and analyses associated with user requirements, designs, program schedules, functional and performance parameters, and life cycle costs. The contractor shall support the Government in identifying the need for and evaluating trade studies performed at the subsystem-level by the subsystem contractors.1.6.1.1.9
The contractor shall provide Configuration Management support.1.6.1.1.10
The contractor shall, in coordination with the appropriate subsystem contractor(s), assist the SPO in validating and controlling Weapon System Interface requirements. These requirements consist of the functional, performance, environmental, human and physical requirements and constraints that exist at a common boundary between two or more functions, system elements, configuration items, or systems.1.6.1.1.11
The contractor shall support the SPO in verifying and validating requirements allocated to software are satisfactorily met through the application of disciplined, well-defined processes.1.6.1.1.12
The contractor shall provide and lead a team of SELECT qualified personnel for analysis, evaluation, and resolution of weapon system problems associated with procedures, hardware, and software functions when the resolution of field, depot, or in-house problems exceed the scope of those issuses covered by standard processes and procedures.1.6.1.1.13
The contractor shall support the ICBMSD with System, Developmental, Operational, Operational Flight, and Nuclear Hardness and Survivability Testing. The contractor shall participate in all Test and Evaluation activities as directed by ICBM specific Integrated Test Teams (ITT) and Government program teams IAW AFI 99-103, AFGSCSUP 99-103, AFMC 99-103, AFNWCI 99-103, and ICBM OI 99-103.1.6.1.1.14
The contractor shall support the ICBM SPO environmental program to provide systems engineering subject matter expertise to facilitate fielded weapon system and depot support compliance with applicable Air Force environmental programs in accordance with AFPD32-70 Environmental Quality.1.6.1.1.15
The contractor shall submit to the Government, manage and maintain the ICBM Corrosion Prevention and Control Plan.1.6.1.1.16
The contractor shall support the ICBM SPO Emergency response program in support of fielded weapon system and depot emergency activities In accordance with: AFI 10-2501, Air Force Emergency Management Program Planning and Operation; AFI 10-2502 Air Force Incident Management System Standards and Procedures; and other applicable Air Force guidance.1.6.1.1.17
The contractor shall provide support to the SPO in the maintenance of the Systems Engineering Plan (SEP).1.6.1.1.18
In conjunction and coordination with the subsystem contractors, the contractor shall support the SPO to ensure the following sustaining engineering activities are accomplished: weapon system assessment, software sustainment, hardware sustainment, nuclear hardness and survivability, technical order support, and maintenance support consistent with workload resources and priorities.1.6.1.2
The contractor shall perform the necessary processes and procedures required to test, monitor, analyze, evaluate and report capabilities of operational ICBM weapon system and in coordination with the subsystem contractors, consolidate the various assessment reports and perform weapon system-level assessment to produce the WSER and other system assessment products as required.1.6.1.2.1
The contractor, in coordination with the subsystem contractors, shall perform the following tasks: problem evaluation and resolution of software problems for the field organizations and providing software support, analysis, repair, and test for Integrated Product Teams (IPT) at the Depot.1.6.1.2.2
The contractor shall perform or assist subsystem contractors in performing Hardware Sustainment tasks as directed by the Government.1.6.1.2.3
The contractor shall provide, in cooperation and coordination with the SMIC Program Manager (SPO) and contractors, interface support and assist the ICBM SPO in test plan development for tests requiring SMIC facilities and personnel.1.6.1.2.4
The contractor shall conduct statistical and engineering analysis at the system-level or verify any IPT/subsystem-level analysis to validate suspected performance trends and determine force impacts IAW Trend Analysis.1.6.1.2.5
The contractor shall, in coordination with IPTs/subsystem contractors as appropriate, develop, plan and execute special tests and conduct studies not directly tied to design, development or modification programs or projects for ICBM as directed by the Government.1.6.1.2.6
On-site field representative(s)/liaison(s) shall be provided at each Missile Wing location (i.e., F. E. Warren AFB WY, Malmstrom AFB MT, and Minot AFB ND) in support of field operations and maintenance and as interface to depot Rivet MILE and Missile Engineering Flight. Also, on-site field representative(s)/liaison(s) shall be provided at Vandenberg AFB CA in support of MMIII flight testing/FDE and Vandenberg-unique material processes.1.6.1.2.7
The Contractor shall perform the technical services identified as Maintenance Support consisting of efforts in support of the Government-managed ICBM PMP Program and in specific tasks associated with organic Depot Maintenance Planning. The contractor shall support the Government in the performance of required tasks associated with the PMP Program.1.6.1.2.8
The contractor shall support the Government on Technical Order (TO) and Time Compliance Technical Order (TCTO) tasks IAW TMCR 86-01 and Commercial Off-the-Shelf (COTS) Manuals and Associated Supplemental Data.1.6.1.2.9
The contractor shall support the Government by providing assistance and advice related to Program Management activities.1.6.2
The contractor shall support Program Schedule Management. The contractor shall, using existing documents as a baseline, produce and maintain an Integrated Master Plan (IMP) and support SPO management of program execution based on the IMP and the associated IMS in accordance with AFI 63-101.1.6.2.1
The contractor shall, at the request of the Government, prepare or assist in the preparation of acquisition documents to support the acquisition lifecycle management processes IAW Management Plan.1.6.2.2
The contractor shall assist the SPO to develop and/or maintain risk mitigation plans, programs, policies, and procedures to neutralize and minimize effect of threats and reduce risks and losses.1.6.2.3
The contractor shall support Strategic Planning by assist in the development of the ICBM sustainment roadmap, technology development strategies, technical/programmatic data repositories, technical feasibility, readiness assessments and similar efforts.1.6.2.4
The contractor shall monitor and analyze Earned Value Management System (EVMS) reports from development subcontracts and report any issues in accordance with DODI 5000.02 to the appropriate IPT.1.6.2.5
The contractor shall assist the Government in evaluation and monitoring subsystem contractor quality assurance program as requested IAW Quality Assurance Program Plan.1.6.2.6
The contractor shall conduct logistics activities necessary to ensure the effective logistics planning and execution in support of the ICBM weapon system.1.6.2.7
The contractor shall attend manufacturing/production readiness reviews, associated manufacturing audits, and risk reduction activities and advise the Government on acceptability.1.6.2.8
The contractor shall support the Government in their Business and Financial Management efforts.1.6.2.9
The contractor shall support independent business case analysis for Government trade studies.1.6.2.9.1
The contractor shall assist the Government in Financial Management efforts by supporting the monitoring of financial reports, responding to funding drills, and preparing future planning documentation.1.6.2.9.2
The contractor shall work with the Government to seek more efficient methods to sustain and manage the integration of the ICBM weapon system.1.6.2.9.3
The contractor shall maintain a productive relationship with the Government's independent cost estimation contractor and shall provide technical support to cost estimation, as requested by the Government.1.6.2.9.4
The contractor shall support the Government to ensure the ICBMSD has adequate data and data rights.1.6.2.10
The contractor shall be responsible for Data Management tasks.1.6.2.11
The contractor shall perform SE&I tasks as identified in 1.6.1.1 and its sub-elements for Modification and Replacement programs.1.6.2.12, 1.6.1.1
The contractor will conduct support for AFGSC at Vandenberg AFB, CA, Barksdale AFB, LA and at Air Force and contractor locations as required.1.6.3
The contractor shall be responsible for providing support to AFGSC for Test related activities.1.6.3.1
The contractor shall be responsible for providing support to AFGSC for Operations support related to Test activities.1.6.3.2
The contractor shall be responsible for providing support to AFGSC for test activities related to Developmental Flight Test.1.6.3.3
The contractor shall provide mentorship and support to the ICBMSD in planning and creating training to ensure: weapon system knowledge; and, SE&I, Sustaining Engineering, and Program Management expertise are transferred to Government personnel.1.6.4
The contractor shall work with the Government, the PBC, and subsystem contractors (once awarded and if applicable), to create a plan to transition Systems Engineering, Sustaining Engineering, Acquisition Program Support, FDE Support, and Knowledge Transfer tasks from the IPIC/PBC to the contractor and/or Goverment.1.6.5.1
The contractor shall execute the transition plan once approved by the Government.1.6.5.1
The contractor shall include, as part of the transition, their plan for ensuring they acquire the appropriate skills and talent for contract execution.1.6.5.2
The contractor shall include, as part of the transition, their plan for transitioning, hosting, and maintaining the necessary historical data to enable continued sustainment of ICBM systems.1.6.5.3
The Contractor shall enter into Associate Contractor Agreements (ACA) for any portion of the contract requiring joint participation in the accomplishment of the Government’s requirement.1.6.6
The contractor shall perform travel in support of this effort, as required on a Cost Reimbursable No Fee CLIN (CRNF) basis.1.6.7
