FISAC Bidders Library Update The Unclassified Bidders Library of The Intercontinental Ballistic Missile Systems Directorate (ICBMSD) of the Air Force Nuclear Weapons Center IS NOW OPEN for industry examination and comment.
There will be two libraries: 1) Classified for Secret Restricted Data (Gov’t on-site), and 2) Unclassified for Sensitive and Export Controlled Data (on-line). Offerors will need access to both libraries to propose.
The primary emphasis of this first release is to provide potential offerors with the data required to propose on the Integration Support Contract (ISC). Currently, data for subsystem contracts is limited, with additional data coming in the future. The library is internet based and should be easy to access with either a CAC card or PKI certificates from DoD, Identrust, ORC, or VeriSign. PLEASE do not try to access the library without your certs. It will result in an error and frustration.
If you would like access to the library you must do BOTH of the following:
1. Submit a “FISAC visit request” to Joint Personnel Adjudication System (JPAS) [http://www.dss.mil/diss/jpas/jpas.html], using the SMO code HP1MFGKQ. Please identify the area(s) [ISC, Ground, Guidance, Propulsion, and /or Reentry] you require access to. NOTE: You must possess, at a minimum, a secret clearance w/access to restricted data.
2. Click the following link (https://software.topvue.com/TopVue-fisac), click on “Request Bidder’s Account,” and follow the instructions on the screen.
If you have trouble getting access or do not have one of the specified PKI certificates, do the following:
1. Remove or disable your PKI certificates.
2. Request a Bidder’s Account.
Your request will be processed and you will be notified via the email address you provide when your account has been enabled. If there is a problem with your certificates, you will be issued a userid and password. If you have any questions or issues relating to library access please contact Paul Catmull at Paul.Catmull@hill.af.mil [(801) 775-4223] or Thom Ganey at Thomas.Ganey@hill.af.mil [(801) 777-7748] The classified library will open, on a limited schedule, prior to, January 3rd. You will need to schedule your visit(s) at least three business days in advance.
Our focus is to provide each offeror with the data necessary to propose. It is not our intent to provide everything necessary to execute the contract. If you conclude there is insufficient data to propose or have any questions relating to the RFP, please contact Kirk Dean at Kirk.Dean@hill.af.mil [(801) 777-5668] and the Government will evaluate each request and make a determination. Questions that are of a general nature and of value to all offerors will be answered, without attribution, in FBO. Questions that are deemed sensitive to a specific company will be answered privately.
Requested data may be added until source selection.
