29 Document Reference:
Section L section 5.1 and 5.3 and Q&A #3, question #11
Question:
Specific to our Small Business Subcontracting Plan and the various businesses that may have limited or very small content on ISC but are identified as possible solutions to meet the stated SDB goals, is it the Government’s intention to have contract citations submitted as part of the proposal and questionnaires sent out for these small businesses?
Suggested Resolution:
Recommend changing the requirement from “All” subcontractors, teaming partners, and /or joint venture partners to “Major subcontractors, teaming partners, and /or joint venture partners (greater than 10% of total annual effort). Small business and minor suppliers are excluded from the past performance citation requirement."
Make the following change to the second sentence of paragraph 5.1:
From:
“This information is required for the Offeror and all subcontractors, teaming partners, and/or joint venture partners proposed by the Offeror to perform the work outlined in the solicitation.”
To:
“This information is required for the Offeror and major subcontractors, teaming partners, and/or joint venture partners proposed by the Offeror to perform the work outlined in the solicitation (“major” for past performance purposes is defined as performing greater than 10% of the total annual effort).”
A revised RFP will be released containing this change.

Question:
The answer provided by the Government indicates that the base period will be adjusted from 12 months to 9 months; estimated start 15 Dec 2012 and end 30 Sep 2013. However, there was no corresponding adjustment to the hours allocated to the base period, and the current hours allocated will be subject to the TEP.
There is an indication that at time of award the basic PoP may be adjusted based upon the contract award date.
The compression of the base period will require offerors to propose an unrealistic staffing profile to deliver the required labor hours in a shorter time period.
Suggested Resolution:
It is recommended that the base period of performance be returned to 365 days [from date of award], giving the Government the most flexibility in defining and executing the entire period of performance without having to adjust to a dynamic start date and fixed end date. This will permit the offerors to propose staffing plans that are based upon a fixed duration of time with associated hours, and those plans can be executed at time of award.
This response replaces the responses to the following Questions: Q&A #1, Question #4, Q&A #3, Questions 19, 20, 21 and 27.
After further consideration, each Period of Performance, including the Basic Year will be for 1 year, with the estimated award for the Basic Year being 14 December 2012.
As a result the estimated PoP will be as follows:
Basic: Est. 14 December 2012 through 15 December 2013 Option I: 16 December 2013 through 15 December 2014 Option II: 16 December 2014 through 15 December 2015 Option III: 16 December 2015 through 15 December 2016 Option IV: 16 December 2016 through 15 December 2017 Option V: 16 December 2017 through 15 December 2018 Option VI: 16 December 2018 through 15 December 2019 Option VII: 16 December 2019 through 15 December 2020 Option VIII: 16 December 2020 through 15 June
An Amendment will be forthcoming to correct the Period of Performance clause and incorporate new Labor Hour Rate Worksheets changing the rates from Fiscal Year to Option Year.
31 Are we required to lease the entire 1580 facility or just the space required to have our staff occupy?
The Government is not directing the lease of any particular building, however each offeror should only need to lease the space required to have their staff occupy.
32 We understand that we are to furnish the building with cubicles, desks, phones, etc… Are we also required to furnish PBX, internet and our own computers?
Yes
33 What level of classification will the building require? Is that classification part of the build out?
The facility security clearance requirement in block 1 of the DD Fm 254 is the security level required by the contractor to perform the work.
The building itself does not have an overall classification requirement, but must have secure rooms to store classified material. If Bldg 1575 is chosen, this building is already set up with secure rooms to store classified material. The plans have been approved by the base and will have a final approval letter signed by 75 ABW organizations when construction is complete. Any new contractor that moves in will be able to use the same authorization letters. If they try to modify the areas in any way, the authorization letters will be cancelled and the authorization process will have to be completed again.
34 We understand that we will be using the 1580 building as a temporary space and will eventually move into 1575. Will we be required to furnish furniture, phones, etc. for that space?
The Government is not directing the lease of any particular building; however each offeror will need to furnish the necessary office equipment.

Rationale:
The size standard is stated as $27.00. NAICS Code 541330 has a size standard of $27 million.
Question/Request: Please verify that the size standard for this solicitation is meant to be $27 million ($27M).

Rationale:
Model Contract SF 1447 Box 9 states “Solicitation: Offers will be received at the Issuing office until * on * . Late offers are subject to late proposal provisions incorporated herein.
All offers are subject to such provisions, representations certifications and specifications as are attached or incorporated by reference.*

Question/Request:
Please clarify if the Government meant this to be 2:00 PM local time at Hill AFB or another 2:00 PM in a different Time Zone.
The 2:00 PM is local time at Hill AFB (MST).
37 Document Reference(s): Section L Attachment 2 Sample Questionnaire Cover Letter; and, Attachment 3, Past Performance Questionnaire.
Rationale:
Section L, Attachment 2 Sample Questionnaire Cover Letter is marked “For Official Use Only” (FOUO), however, Attachment 3, Past Performance Questionnaire is not marked as such.
Question/Request:
Please clarify if the Cover letter is required to be transmitted as FOUO. Subsequently, if the cover letter is/is not to be marked FOUO, should the questionnaire be marked similarly, meaning if the cover letter is FOUO, the questionnaire is also FOUO however, if the cover letter is not FOUO, then the questionnaire would not be required to be FOUO.
The Cover Letter marking is correct. The questionnaire when sent out does not need to be marked; however, as identified on the questionnaire, when filled in, this document is source selection sensitive information IAW FAR
2.101 and 3.104.
