Multiple Two places in the RFP indicate that Contractor Manpower Equivalents
(CMEs) are "estimated" by each bidder, however a third area refers to
“requested” CME’s indicating the number is fixed for all bidders.
Reference 1: Section B, CLINs 0001, 0020, 0040AC, 0040AG, and 0101 (plus options) state “Estimated CMEs" multiplied by 1,920 hours equal the "Total
Man Hours Per Year”. (underline added)
Reference 2: Section L, Subsection 6.6 states table is “for informational purposes only” with the “Government’s estimated CMEs required for each functional support category” and “is to serve as a guide to enable the contractor to scope the total effort and provide the optimal skill level and labor category mix required to effectively accomplish the required support.”

Reference 3: RFP Attachment - CLIN_Pricing _Matrix.xlsx, Instruction 4 states “Total hours should reconcile with the requested CME’s X 1,920 by

Please clarify that the Total Man Hours Per Year and number of CMEs bid are fixed in Section B of the RFP and in the CLIN Pricing Matrix attachment.
The number of CMEs at the CLIN level which equate to the Total Man Hours Per Year are fixed. The estimated number of individuals within each functional support category is provided to help the contractor bid the optimal skill level and labor category mix to meet the requirement.

130-131 7.3 N/A The draft RFP, Section 7.3.4 "Attachments to the Solicitation/Model
Contract" had the requirement to provide the DD254 as well as CDRLS. This section has been removed in the final RFP. Is it the AF's intent for offerors to provide the DD254 and CDRLS in their proposals?
Please clarify, to ensure bidders provide CDRLs and
DD254 to the AF with their proposal. If it is the intent for Offerors to provide the CDRLs in their offering, please provide the document in Word or a pdf. version created from the native file. This will enable the
Offeror to complete boxes 17 and 18. In the alternative, please relive the requirement that the
CDRLs be submitted in a Word document.
The Government provided the DD Form 254 and
CDRL listing to the offeror in the final RFP posting.
This paragraph was deleted from Section L intentionally. The offerors will not need to provide copies of the DD254 or the CDRLs in their proposal.
3 PWS 79 - 80 4.11.3.1 and
4.11.3.2
3149, 3160 Minimum required engineering staff experience levels in PWS paragraphs
4.11.3.1 and 4.11.3.2 is ambiguous regarding the percent of personnel with under 10 years ICBM experience and requires clarification.
Recommend that the PWS paragraphs 4.11.3.1, and
4.11.3.2 on % experience be reworded for clarity:
"25% of the Engineering staff shall have 10+ years
ICBM weapon system experience, another 50% of the engineering staff shall have 5+ years ICBM weapon system experience, and the remaining 25% may have less than 5 years ICBM weapon system experience."
If you count a guy with 10 years experience in your 10+ year category, he can't be counted in the 25% 5+ years category unless you have already satisfied your requirements for 10+ years. Same applies for the less than 5 years category.

3 CLIN 0001 N/A Is it the AF's intent that the base year CLINs have a 9.5 month POP to align with fiscal year boundaries with the ISC period of performance (POP) estimated to begin 15 December 2012? If the AF intends that the base year be less than 12 months, there is a discrepancy between the number of hours listed on each CLIN (0001, 0020, 0040AC, 0040AG, and 0101) and the partial year POP.
Clarify that the AF's intent is to have offerors bid to the 9.5 month POP for the first year. Modify CME to be equal to 1520 hours in CLINs 0001, 0020, 0040AC, 0040AG, and 0101. This approach is consistent with how the AF modified the CME definitions in the final option year.
The 15 December 2012 is an estimated award date and could be subject to change. The TEP will be based on 12 months and offerors should propose to the 12 months. These CLINs may need to be adjusted at time of contract award.
