FISAC Bidders Library Information The Intercontinental Ballistic Missile Systems Division (ICBMSD), of the Nuclear Weapons Center, will soon open the Unclassified Bidders Library for industry examination and comment. The primary emphasis of this first release is to provide potential offerors with the data required to propose on the Integrated Support Contract. Currently, data for subsystem contracts is limited, with additional data coming in the future. The library is internet based and should be easy to access.
We were mindful of industry feedback on what should be included in the library. Our focus is to provide each offeror with the data necessary to propose. It is not our intent to provide everything necessary to execute the contract. This library only contains items that have an appropriate distribution marking.
If you conclude that, there is insufficient data to propose please contact Paul Catmull at Paul.Catmull@hill.af.mil or Thom Ganey at Thomas.Ganey@hill.af.mil. We will evaluate each request and make a determination.
We will be adding data, as necessary, until source selection.
There will be two libraries, one Classified for Secret Restricted Data (on-site), and a second Unclassified for Sensitive and Export Controlled Data (on-line). Offerors will need access to both libraries to propose.
The requirements for accessing the libraries are as follows:
1. Have appropriate Program Manager (PM) approval.
2. Access to the Unclassified library requires a CAC card or a PKI soft certificate (i.e. VeriSign),
3. Access to the Classified library requires a CAC card or Company ID.
a. Potential offerors must be able to show that their company is authorized access to Secret Restricted Data to gain access to the library (this handled through the Joint Personnel Adjudication System (JPAS)). No exceptions.
If you are interested in seeking access to the libraries, you can start the process now by:
1. Submitting a “FISAC visit request” to Joint Personnel Adjudication System (JPAS), using the SMO code HP1MFGKQ. Please identify the area(s) you feel you require access to.
2. Once NWI Security office receives ‘visit’ request with clearance confirmation, it will forward to the appropriate PM for review/approval. After PM approval, SPO administrators will notify each offeror via e-mail.
3. To request access, click the following link (https://software.topvue.com/TopVue-fisac ), click on “Request Bidder’s Account,” and follow the instructions on the screen. Your request will be processed and you will be notified via the email address you provide when your account has been enabled.
