1. Project Description

Advanced Radar Threat System (ARTS)-Variant 2 (ARTS-V2) is a Surface-to-Air Missile (SAM) threat radar based on a foreign fielded, medium range, “double digit”, SAM threat system. The

ARTS-V2 is designed to be used at Department of Defense (DoD) training ranges for aircrew training, tactics and procedures (TTP) development to increase combat effectiveness and aircrew survivability by training aircrews to engage or defend against an advanced SAM threat before encountering it in actual combat. Various aircraft platforms will train against the ARTS-

V2, but the most stringent requirements placed on the ARTS-V2 system design come from fifth generation aircraft capabilities.

ARTS-V2 is a robust and ruggedized system that is mobile, tracks and/or engages multiple targets simultaneously, and is reactive to aircrew/aircraft defensive measures. The system radar will present threat parametric data derived from Integrated Technical Evaluation and

Analysis of Multiple Sources (ITEAMS) intelligence assessments and from the Electronic Warfare

Integrated Reprogramming (EWIR)/Next Generation EWIR System (NGES) databases.

Additionally, the system will provide threat representative full Effective Radiated Power (ERP), replicate threat signals, antenna patterns, operational modes and threat tactics capabilities, and the capability to send real-time radar data back to the Range Control Center (RCC) in conjunction with the range’s Digital Integrated Air Defense System (DIADS)-controlled threat environment for processing and analysis. In addition, ARTS-V2 will simulate multi-spectral threat representation.

Air Combat Command (ACC) has determined the need to train fifth generation aircraft aircrews against “double digit” SAM threats. To satisfy this training requirement, the ARTS Program requires the development of two system variants. The first variant, ARTS-V1, is a long range

SAM threat. The second variant, ARTS-V2, is a medium range SAM threat, Acquisition Category

(ACAT) III Program. These variants will be developed independent of one another. The first variant is being developed in a joint effort led by the Navy. The second variant is being developed by the Air Force (AF) under the ARTS-V2 Program. The ARTS Program was formerly called the Joint Threat Emitter (JTE) Increment II (JI2) Program.

The using command is ACC with two supporting divisions: the Range Requirements Branch of the Test and Training Division (ACC/A5T) and the Range Operations and Requirements Branch of the Airspace Ranges and Airfield Operations Division (ACC/A3A) -both located at Langley AFB, VA. The acquisition system program office (SPO) is the Developmental Section in the Range

Systems Branch of the Aerospace Dominance Enabler Division (AFLCMC/HBZ) located at Hill

AFB, UT. The program office will work closely with the Missile and Space Intelligence Center

(MSIC) located in Huntsville, AL to provide the subject matter expertise necessary for the development of high fidelity threat radar and to validate fielded systems.

The SPO consists of military, Government civilians, and support contractors. Program development will be funded using Research, Development, Test and Evaluation (RDT&E) 3600 funding. Procurement 3080 funding will fund the production assets and any modifications necessary for fielding. Operations and Maintenance (O&M) 3400 funding will be used once the system moves into sustainment.

The ARTS-V2 is planned for fielding at the following ranges: Nevada Test and Training Range, Utah Test and Training Range, Yukon/Oklahoma Training Areas (within the Joint Pacific Alaska

Range Complex), Poinsett Electronic Training Range, Barry M. Goldwater Range, Savannah

Combat Readiness Training Center, Smokey Hill Air National Guard Range, and Volk Field

Combat Readiness Training Center.

2. Purpose of the WBS Dictionary

The ARTS-V2 WBS Dictionary was developed to provide enough detailed information about each element in the WBS to assist the contractor in the development of the lower level CWBS.

For each WBS element, the WBS dictionary identifies the responsible person and provides a brief definition of the work package.

The benefit of this WBS Dictionary is to ensure that we do the work right the first time by providing the team with the information they need to produce quality deliverables that meet project requirements and organization standards

3. Key Terms

Following are key WBS terms that are important to understand:

Level of Effort: The amount of work required to complete a task or activity.

WBS Number: A unique identifier assigned to each element in a Work Breakdown

Structure for the purpose of designating the elements hierarchical location within the

WBS.

Work Package: A Work Package is a deliverable or work component at the lowest level of its WBS branch.

WBS Component: A component of a WBS which is located at any level. It can be a

Work Package or a WBS Element as there's no restriction on what a WBS Component is.

WBS Element: A WBS Element is a single WBS component and its associated attributes located anywhere within a WBS. A WBS Element can contain work, or it can contain other WBS Elements or Work Packages.

4. High Level Project WBS

The following table identifies the high level WBS for ARTS-V2 broken down to the third (3) level. The contractor will use this WBS and decompose it to the appropriate level to accomplish the intended activities:

1 ARTS PROGRAM This element encompasses the entire program, including the

Testing). It defines at a high level what is to be procured. It contains uniform terminology, definitions, and placement in the product-oriented family tree structure.

1.1 ARTS System – Prime Mission Product (PMP) This work package defines the hardware and software used to accomplish the primary mission of

ARTS-V2 system. This WBS element includes the design, development, and production of complete unit starting with the Production

Representative Article (PRA) which would satisfy the requirements of the system specification. It is comprised of sub elements 1.1.1 thru 1.1.8 listed below.

1.1.1 Platform This work package includes all the

activities associated with engineering, manufacturing, development, assembly and test and integration of the Platform subsystem. It includes the Vehicle, Trailers, Shelters, Environmental, and Power Distribution sub components that make up the platform subsystem.

1.1.2 Radar This work package includes all the

activities associated with engineering, manufacturing, development, assembly and test and integration of the Radar subsystem. It includes the

Transmitter, Receiver, Antenna and the Digital Signal

Processor/Controller sub components that make up the radar subsystem.

1.1.3 Electro Optical This work package includes all the

activities associated with engineering, manufacturing, development, assembly and test and integration of the Electro

Optical subsystem. It includes the

Collector and the Processor sub components that make up the electro optical subsystem.

1.1.4 Physical Representation (Shell) This work package includes all the activities associated with engineering, manufacturing, development, assembly and test and integration of the Shell.

1.1.5 Communication This work package includes all the

activities associated with engineering, manufacturing, development, assembly and test and integration of the

Communication equipment.

1.1.6 Auxiliary Equipment This work package includes all the

activities associated with engineering, manufacturing, development, assembly and test and integration of any of the

Auxiliary Equipment.

1.1.7 Software Release This element provides enough

detail and visibility of key software development processes (i.e., requirements analysis, design, code and test, etc.) through

Contractor’s management system to control all the version releases.

1.1.8 Prime Mission Product (PMP) Subsystem

Integration, Assembly, Test and Checkout

This work package includes the efforts required to assemble, integrate and test the developmental hardware components to produce an integrated and tested developmental unit for the subsystem.

1.2 Engineering Software Support Station (ESSS) This work package includes designing, developing and installing ESSS and all associated

HW tools needed to modify and maintain the SW.

1.3

System Engineering This element includes the technical and management efforts of directing and controlling the total integrated engineering effort for the ARTS-V2 system. It encompasses the SE efforts to define the system, and the integrated planning and control of the technical program efforts of design engineering, production engineering, and integrated test planning. This includes, but is not limited to SE effort to transform operational need into a system performance specification.

1.3.1 Systems Engineering Plan This work package includes

activities associated with the preparation, coordination and review of the engineering plan. It captures the ARTS-V2 current and evolving engineering strategy and its relationship with the overall program management effort. It will guide all technical aspects of the program and will help the program manager develop, communicate, and manage the overall system engineering approach.

1.3.2 Technical Reviews This work package is used to

prepare and review documents, presentations and data for all the

Technical Reviews. Activities include engineering reviews, preparation of presentations, dry run sessions and revisions with the internal and external advisory boards.

1.3.3 Configuration Management This element includes the

management and the associated processes used to maintain configuration control of the ARTS-

V2 system (Hardware and

Software).

1.3.4 Programmatic Environment, Safety and

Occupational Evaluation (PESHE)

This element identifies the overall environment and hazard risk management approach (strategy, processes, and procedures) to include the integration of ESOH considerations in the acquisition and system engineering processes.

Identifies the system safety program strategy and approach, and identifies ESOH hazards/risks and their respective mitigation measures and acceptance decisions.

1.3.5 Corrosion Prevention & Control This work package provides guidance for developing and implementing a corrosion prevention and control program for the ARTS-V2 system. It includes corrosion-related policy;

management planning; and technical and design considerations. It will further identify the materials, processes, techniques, and tasks required to develop and integrate an effective corrosion prevention and control program during all phases of ARTS-

V2 system development. The objective for ARTS-V2 is to minimize the effects of corrosion on life-cycle costs, readiness, reliability, supportability, safety, and structural integrity.

1.3.6 Modular Open System Approach (MOSA) This work package defines requirements for an open system architecture which would ensure an affordable and adaptable system. This will provide the opportunity to employ modular design and use widely supported standards for their key interfaces.

1.3.7 Data Management This element defines the process

by which the required data should be acquired, validated, stored, protected, and processed, and by which its accessibility, reliability, and timeliness is ensured to satisfy the needs of the program office.

1.3.8 Item Unique Identification (IUID) This work package defines the requirements for an Item Unique

Identification (IUID) process to ensure appropriate marking of items. This will help deliver items with unique item identifier that would have machine-readable data elements to distinguish that item from all other like and unlike items.

1.3.9 Spectrum Supportability This element provides guidance on how to identify and mitigate regulatory, technical, and operational spectrum supportability risks. Encourages the user to initiate the (Spectrum

Supportability Risk Assessment

(SSRA) in order to help identify those risks while completing the appropriate stage of certification of spectrum support.

1.3.10 Operational Safety, Suitability and Effectiveness

(OSS&E)

This work package defines the requirements for an effective

Operational Safety, Suitability, and

Effectiveness (OSS&E) program.

Ensure delivery of systems, sub-systems, and end items with a baseline enabling OSS&E. Preserve the OSS&E baseline characteristics of systems, sub-systems, and end items over their operational life and update the OSS&E baselines when making modifications or changes to systems, sub-systems, or end items.

1.3.11 Interface Control This element provides guidance on

the Interface Control and to describe the requirements, best practices, activities, and key terms related to these requirements.

Describes as much as possible the inputs and outputs of a single system, the interface between two systems or the interface protocol between physical components.

1.3.12 Reliability/Maintainability/Supportability This element provides guidance on how to implement the reliability, maintainability, and supportability

(RMS) tasks to meet the overall

RMS objectives of the ARTS-V2 system. Successfully implementing the program plans will ensure that product RMS issues are addressed as part of the overall engineering and manufacturing effort, and will provide a high degree of confidence that the RMS objectives will be met.

1.3.13 Human System Interface (HSI) This work package focuses on the integration of human considerations into the system acquisition process to enhance system design, reduce life cycle ownership costs, improve safety and survivability, and optimize total system performance. HSI accomplishes this by ensuring that the human is fully and continuously considered as part of the total system in the development and/or acquisition of all systems. Human performance is a key factor in total system performance, and enhancements to human performance will contribute to enhanced total system performance and could help reduce life cycle ownership costs.

1.3.14 Quality Assurance This element assists in providing

the ARTS-V2 program office with objective insight into processes and associated deliverables.

Identifies the standardized and repeatable processes, procedures, and techniques that will be used to detect and evaluate quality issues and problems in a timely manner and provide solutions.

1.3.15 System Requirements This work package provides the

System Requirements for effectively designing and developing the ARTS-V2 Program.

1.4 Program Management This work package includes all

work required to generate, administer and implement program control functions and reporting tasks including risk mitigation, contracting, logistics management, security and reporting for the duration of the project. Also includes all efforts required to plan, organize, and attend project meetings including all regularly scheduled team meetings.

1.4.1 Charter This element encompasses the

objective of the ARTS-V2 program office to accomplish their overarching goals. Identifies the roles and responsibilities required to accomplish their mission throughout the life cycle of the program.

1.4.2 Program Control (C/S/P Measurement) This work package focuses on the essentials required to manage cost, schedule and performance of the program. Ensure performance of appropriate analysis and preparation of the reports are accomplished. Ensures budgets and schedules are prepared and schedule risks are performed to identify and mitigate program cost and schedule risks.

1.4.3 Risk Management This work package covers the

elements of the program and technical risks that would be impacting cost schedule and performance. Provides the means to identify, assess, and prioritize all the risks followed by developing the mitigation plan to eliminate or manage all the risks. Describes the management components, the approach, and the resources that will be used to manage the risks.

Typical management components include procedures, practices, responsibilities, and activities including their sequence and timing.

1.4.4 Contracting This work package encompasses all

the activities associated with contracting. Activities include development of the Request For

Proposal package, source selection evaluation activities, contract award and administration throughout the life of the contract.

1.4.5 Acquisition Support This element identifies the

activities that are needed to ensure all supportability implications are considered early and throughout the acquisition process to minimize support costs and to provide the user with the resources to sustain the system in the field.

1.4.6 Logistics Management This work package provides the

detail required to ensure all logistics management elements are fully identified and supported.

It is part of all levels of planning and execution -- strategic, operational and tactical. It is an integrating function, which coordinates all logistics activities, as well as integrates logistics activities with other functions.

1.4.7 Packaging, Handling, Storage and Transportation

(PHS&T)

This element offers the means to ensure that all system, equipment, and support items are preserved, packaged, handled, and transported properly, including environmental considerations, equipment preservation for the short and long storage, and transportability.

1.4.8 Depot Source of Repair (DSOR) This work package is established to ultimately define the activity or facility that will perform, or is planned to perform, the depot level repair of ARTS-V2 components.

1.4.9 Finance This work package establishes the

financial elements required to manage the total ownership cost of the ARTS-V2 system. Defines the methodology used to develop the cost estimate of the overall budget as it relates to

Development, Production and

Sustainment.

1.4.10 Security This work package includes all the

required activities to generate, administer and implement a robust security program for ARTS-V2. This security program will be used to ensure all security vulnerabilities are identified and minimized to the maximum extent possible.

1.5 System Test and Evaluation This work package is designed to assist the program office in executing their management responsibilities relative to the T&E support of ARTS-V2. The overall objective of this T&E program is to provide timely and accurate information to all the decision makers in both the government and prime contractor.

1.5.1 Developmental Test and Evaluation This element encompasses the activities associated with planning and conducting the required testing to verify that the system will meet its intended technical requirements.

1.5.2 Operational Test and Evaluation This element encompasses the activities associated with planning and conducting the required testing to verify that the system will meet its intended operational suitability and effectiveness requirements.

1.5.3 Mock-up/System Integration Labs (SILs) This work package includes all the necessary engineering, planning and documentation required to establish the SIL as a tool to bridge the gap between concept and realization of the ARTS-V2 system.

The SIL becomes critical for testing and troubleshooting software design.

1.5.4 Test and Evaluation Support This element defines the

structuring and execution of the

T&E program. It is absolutely essential to the development and deployment of ARTS-V2 program.

It supports all T&E activities to ensure the system meets the user’s requirements. The system shall be operationally effective, suitable, and survivable.

1.5.5 Test Facilities This work package is used to

ensure all the required test facilities are identified and scheduled to perform all government and contractor testing.

1.5.6 Test Evaluation Master Plan (TEMP) This element forms the overarching test and evaluation activities and provides guidance relative to the overall T&E strategy. It identifies the overall schedule, all the stakeholders along with their roles and responsibilities. Additionally It defines the critical test parameters.

1.6 Training This work package defines all the

training that will be required for operation and maintenance of the

ARTS-V2 system. It includes the number of students needing the training along with the level and need dates of the training.

1.6.1 Equipment This work package is designed to

assist with the management of the equipment needed to support the

ARTS-V2 program.

1.6.2 Services This work package is designed to

assist with the management of the services needed to support the

ARTS-V2 program.

1.6.3 Facilities This work package is designed to

assist with the management of the facilities needed to support the

ARTS-V2 program.

1.7 Data This work package is designed to

assist with the management of the data needed to support the ARTS-

V2 program.

1.7.1 Technical Publications This work package is designed to assist with the management of the technical publications needed to support the ARTS-V2 program.

1.7.2 Engineering Data This work package is designed to

assist with the management of the engineering data needed to support the ARTS-V2 program.

assist with the management of the management data needed to support the ARTS-V2 program.

1.7.4 Support Data This work package is designed to

assist with the management of the support data needed to support the ARTS-V2 program.

1.8.2 Support and Handling Equipment This work package is designed to assist with the management of the support and handling equipment needed to support the ARTS-V2 program.

1.8.3 Organization/Intermediate This work package is designed to assist with the management of the organizational and intermediate peculiar support equipment needed to support the ARTS-V2 program.

1.8.4 Depot This work package is designed to

assist with the management of the depot peculiar support equipment needed to support the ARTS-V2 program.

1.9 Common Support Equipment This work package is designed to assist with the management of the common support equipment needed to support the ARTS-V2 program.

1.9.1 Test and Measurement Equipment This work package is designed to assist with the management of the test and measurement equipment needed to support the ARTS-V2 program.

1.9.2 Support and Handling Equipment This work package is designed to assist with the management of the support and handling equipment needed to support the ARTS-V2 program.

1.9.3 Organization/Intermediate This work package is designed to assist with the management of the organizational and intermediate common support equipment needed to support the ARTS-V2 program.

1.9.4 Depot This work package is designed to

assist with the management of the depot common support equipment needed to support the ARTS-V2 program.

1.10 Operational/Site Activation This work package is used to ensure all the required management activities are identified and adhered to during operational/site activation if needed.

1.10.1 System Assembly, Installation and Checkout on Site This work package includes all efforts, planning, and documentation required to assemble all components and support periodic survey inspections and testing as required. This task also includes completion and closure of all work package control documentation.

1.10.2 Contractor Technical Support This work package identifies the activities that are needed to ensure all contractors technical support implications are considered early and throughout the acquisition process to minimize support costs and to provide the user with the resources to sustain the system in the field.

1.10.3 Site Construction This work package is designed to

assist with the determination and management of any site construction that might be needed to support the ARTS-V2 program.

1.10.4 Site/Ship/Vehicle Conversion This work package focuses on all the support elements that would be required to determine if any

Site/Ship/Vehicle conversion is warranted.

1.10.5 Sustainment/Interim Contractor Support This element identifies the activities that are needed to ensure all sustainment and interim contractor supportability implications are considered early and throughout the acquisition process. This will maintain focus on minimizing support costs and to provide the user with the resources to sustain the system in the field.

1.11 Industrial Facilities This work package is used to

ensure all the required industrial facilities are identified when required and maintained throughout the life of the system.

1.11.1 Construction/Conversion/Expansion This work package is designed to assist with the determination and management of any construction, conversion, and expansion that might be needed to support the

ARTS-V2 program.

1.11.2 Equipment Acquisition or Modernization This work package focuses on the essentials required to manage the equipment acquisition or modernization program. This task includes determining if a new piece of equipment needs to be acquired or existing equipment could be modernized to support the program.

1.11.3 Maintenance (Industrial Facilities) This work package is used to ensure all the required industrial facilities are properly maintained.

This includes planning and budgeting for all needed maintenance.

1.12 Initial Spares and Repair Parts This work package is designed to assist with the management of the initial spares and repair parts.

Included in this are activities associated with acquisition of initial spares as well and making sure repairs are accomplished on those parts that need to be repaired.

1.12.1 Provisioning Requirements This work package supports the outcome of the provisioning guidance conference and is the key to establishing the requirements.

1.12.2 Initial Spares Budget This work package encompasses all the activities associated with budgeting for spares procurement.

1.12.3 Procurement Package This work package includes all the necessary documentation that identifies the full system requirement. Ensures all the program objectives will be met, the correct deliverables are identified, and the right system is being developed, tested and fielded.
