1. PROPOSAL PREPARATION INSTRUCTIONS
1.1. This acquisition will utilize the Tradeoff source selection procedures conducted in accordance with (IAW) the Federal Acquisition Regulation (FAR) 15, Contracting by Negotiation, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS), the Air Force Federal Acquisition Regulation Supplement (AFFARS), DoD Source Selection Procedures, 31 March 2016 and Air Force Mandatory Procedures 5315.3, 25 May 2018. These regulations are available electronically at the Air Force (AF) FARSite, http://farsite.hill.af.mil. The Government intends to award one contract for the T-38 -33 Wing Program. However, the Government reserves the right to award no contract if the Source Selection Authority (SSA) determines it is in the Government's best interest.
1.2. To assure timely and equitable evaluation of proposals, Offerors shall follow the instructions contained herein. Contractors desiring to become a qualified source must submit a qualification package no later than 60 days prior to RFP close. Please see Clause 52.209-1 and the source qualification statement for details. Offerors are required to meet all solicitation requirements, including all stated terms, conditions, representations, certifications, and technical requirements, in addition to those identified as evaluation factors or subfactors.
Proposals shall consist of five separate volumes; Volume I – Technical, Volume II – Past Performance, Volume III – Price; Volume IV – Small Business Participation; and Volume V – Contract Documentation.
1.3. Budget / Funding Information - Funding will be obligated on each delivery order awarded under the basic contract.
2. GENERAL INSTRUCTIONS
2.1. This section provides general guidance for preparing proposals as well as http://farsite.hill.af.mil/
Section L – Page 2 of 13 specific instructions on format and content. The Offeror's proposal shall include all data and information requested and shall be submitted IAW these instructions. Any Offeror who submits an incomplete package may be eliminated from the competition. The offer shall be compliant with the requirements as stated in the Technical Requirements Document (TRD) Contract Data Requirements Lists (CDRLs), and Model Contract / Solicitation.
Non-conformance with these instructions may result in an Offeror being ineligible for award.
2.2. Include Sufficient Detail – The proposal shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The proposal shall not simply copy and paste, rephrase, or restate the Government's requirements. Offerors shall assume that the Government has no prior knowledge of their experience and will base its evaluation on the information presented in the proposal.
2.3. Embellishments Not Preferred – Elaborate brochures or documentation, binding, detailed artwork, or other embellishments are unnecessary and are not preferred.
2.4. The proposal acceptance period is specified in Block 11 of the Standard Form (SF) 1447 Model Contract/Solicitation. Offerors providing less than the specified calendar days for Government acceptance after the date proposals are due, may be considered grounds for elimination.
2.5. IAW FAR 4.8, the Government will retain one copy of all unsuccessful proposals. Unless the Offeror requests otherwise, the Government will destroy extra copies of such unsuccessful proposals.

2.7. Pre-Award Debriefings – The CO will promptly notify Offerors of any decision to exclude them from the competitive range, whereupon they may request and receive a debriefing IAW FAR 15.505.
2.8. Post-Award Debriefings – The CO will notify unsuccessful Offerors in the competitive range of the source selection decision IAW FAR 15.506. Upon such notification, unsuccessful Offerors may request and receive a debriefing.
Offerors requesting a debriefing must make their request IAW the requirements of FAR 15.505 or 15.506, as applicable.
2.9. Discrepancies – If an Offeror believes that the requirements in these instructions contain an error, omission, or are otherwise unsound, the Offeror shall immediately notify the CO in writing with supporting rationale.
2.10. Electronic Reference Documents – All referenced documents for this solicitation are available on the Federal Business Opportunities (FedBizOpps) website at http://www.fedbizopps.gov. Potential Offerors are encouraged to subscribe for real- time e-mail notifications when information has been posted to the website for this solicitation.
2.11. Oral Presentation – Oral presentations will not be allowed.
2.12. Amendments to Solicitation – If this Request for Proposal (RFP) is amended, all terms and conditions that are not amended remain unchanged. Offerors shall acknowledge receipt of any amendment to this request by the date and time specified in the amendment(s) by signing and returning the front page of each.
2.13. Submission, Modification, Revision, and Withdrawal of Proposals
2.13.1. Proposals and modifications to proposals shall be submitted to the following address:

Late proposals will only be considered IAW FAR 15.208.
2.13.2. Proposals may be withdrawn by written notice received at any time before award. Proposals may also be withdrawn in person by an Offeror or an authorized representative, if the identity of the person requesting the withdrawal is established and the person signs a receipt for the proposal before award.

2.14. Organization / Number of Copies / Page Limits – The title page of each volume must show:

2.14.5. The Offeror shall prepare the proposal as set forth in Table 1- Proposal Organization below. The titles and contents of the volumes shall be as defined in this table, all of which shall be within the required page limits and with the number of copies specified. The volumes identified in the table shall be separately bound in three-ring, loose-leaf binders.

2.14.6. Page Limitations – Page limitations shall be treated as maximums. If exceeded, the excess pages will not be read or considered in the evaluation of the proposal;
rather, the Offeror will be notified of which pages of the proposal were determined excess as soon as practical. Page limitations may be placed on responses to Evaluation Notices (ENs) if applicable. The specified page limits for EN responses will be identified in the letters forwarding the ENs to the Offerors. Each page shall be counted except the following: blank pages, title pages, table of contents, tabs, Glossary of Abbreviations and Acronyms, Cross Reference Matrix and those noted in the Proposed Organization Table as “Unlimited.”

2.15. Pricing Information – All pricing information shall only be addressed in the Price Volume (Volume III).
2.16. Cross Referencing – Each volume shall be written on a standalone basis so that its contents may be evaluated without cross-referencing to other volumes of the proposal. Information required for proposal evaluation that is not found in its designated volume will be assumed to have been omitted from the proposal.
Cross- referencing within a proposal volume is permitted.
2.17. The Offeror shall fill out the Technical Volume section of the Cross Reference Matrix (see attachment 7) indicating the proposal reference information as it relates to Section L, Section M, and the Statement Of Work (SOW). The Cross Reference Matrix shall be included in the Technical Volume (Volume I) and address each requirement in Section L and Section M factors and subfactors. The Offeror shall fill in the Technical Volume section independently labeled with the appropriate paragraph number or page number from its proposal that addresses the requirement or factor and subfactor.
2.18. Indexing
2.18.1. Each volume shall contain a detailed table of contents to delineate the subparagraphs within that volume. Tab indexing shall be used to identify sections.
2.18.2. Include an indexed list of Tables and Figures.
2.18.3. Glossary of Abbreviations and Acronyms – Each volume shall contain a glossary of all abbreviations and acronyms used, with an explanation for each. Glossaries do not count against the page limitations for their respective volumes.
2.19. Page Size and Format:
2.19.1. A page is defined as each face of a sheet of paper containing information. Page size shall be 8.5 x 11 inches, not including foldouts, and printed on both sides.
Except for the reproduced sections of the solicitation document, the text shall be Times New Roman and font size shall be no less than 12 points and lines shall be single spaced. Tracking, kerning, and leading values shall not be changed from the default values of the word processing or page layout software. Use at least 1-inch margins on the top, bottom, and sides. Pages shall be numbered sequentially by volume. These page format restrictions shall also apply to responses to ENs if applicable. These limitations shall apply to both electronic and paper copies of the proposal.
2.19.2. Legible tables, charts, graphs and figures shall be used wherever practical to depict organizations, systems and layout, implementation schedules, plans, etc.
These displays shall be uncomplicated, legible and shall not exceed 11 x 17 inches in size. Foldout pages shall fold entirely within the volume, be printed
Section L – Page 6 of 13 only on one side, and count as a single page. Foldout pages may only be used for large tables, charts, graphs, diagrams and schematics, not for pages of text. For charts and figures, the text shall be no smaller than 10 point. The Government will accept 8 point font for graphics and 9 point font for tables. These limitations shall apply to both electronic and paper copies of the proposal.
2.19.3. Binding and Labeling – Each volume of the proposal shall be provided separately in black or white three-ring loose-leaf binders large enough to permit the volume to lie flat when open. Staples shall not be used. The outside of each binder shall include a cover sheet, clearly marked as to volume number and title, copy number, solicitation identification and the Offeror's name. The same identifying data shall be placed on the spine of each binder. Be sure to apply all appropriate markings including those prescribed IAW FAR 52.215-1(e), Restriction on Disclosure and Use of Data, and FAR 3.104-4, Disclosure, Protection, and Marking of Contractor Bid or Proposal Information and Source Selection Information.
2.19.4. Electronic Offers – The content and page size of electronic copies must be identical to the paper copies. In the event there is a discrepancy between the paper copy and electronic copy, the paper copy shall take precedence for all volumes and elements of the proposal other than the TEP worksheet. The electronic copy of the TEP worksheet will be the only version used during the evaluation. For electronic copies, indicate on each CD the volume number and title. Use separate files for each volume to permit rapid location of all portions, including subfactor required plans, exhibits, annexes, and attachments, if any. The Offeror shall submit Volumes I - V in electronic format, using read only CDs (i.e. CD-R). Re-writable CDs (i.e. CD-RW) WILL NOT BE READ, EVALUATED, OR CONSIDERED. Each volume shall be on a separate CD.
The electronic copies of the proposal shall be submitted in a readable and searchable format by: Adobe Acrobat Reader (PDF); Microsoft (MS) Word 2016;
MS Excel 2016; and/or MS PowerPoint 2016 as applicable. Adobe documents – Set “save as type” to “Adobe PDF Files (*.pdf)” only. Word documents – Set “save as type” to “Word Document (*.docx)” only. Excel spreadsheets – Set “Save as type” to Microsoft Excel Workbook (*.xlsx).” PowerPoint presentation – Set “Save as type” to “Microsoft PowerPoint 2016 Presentation (*.pptx).”
2.20. Distribution – Proposals shall be addressed to the CO and mailed or hand-delivered to:

3. VOLUME I (FACTOR ONE) – TECHNICAL
3.1. General – The Technical Volume (Factor One) includes Subfactor One (Technical Approach) and Subfactor Two (Program Management). The Technical Volume shall be clear, specific, complete, and include sufficient detail for effective evaluation.
Legibility, clarity, and coherence are very important. Offerors responses will be evaluated against the Technical Subfactors defined in Section M, Evaluation Factors for Award. Offerors shall assume that the Government has no prior knowledge of their experience or facilities, and will base its evaluation only on the information presented in the Offeror’s proposal. All the requirements specified in the solicitation are mandatory. By the Offeror’s proposal submission, the Offeror is representing that they will perform ALL the requirements specified in the solicitation.
3.2. Adequate Responses – Offeror shall provide detail as to how they will meet all technical subfactor requirements. Do not merely copy and paste, rephrase, or restate the objectives or reformulate the requirements specified in the solicitation.
3.3. Volume Organization – Offeror’s response to the Technical Volume (Volume I) shall be structured in a logical manner at the Offeror’s discretion, and must clearly address the Offeror’s technical approach to all aspects of the subfactors below. The technical approach must clearly identify each factor and applicable subfactors as addressed throughout the proposal.
3.4. FACTOR ONE – TECHNICAL
3.4.1. Subfactor One, Technical Approach: Offeror shall submit a detailed proposal that addresses the following:
3.4.1.1. Machining of Forged Parts - The Offeror shall submit a plan that details the process to manufacture the 15% Spar (P/N 3-23242-11/12, forging P/N 2-23296-9), 44% Spar (P/N 2-23252-15/16, forging P/N 2-23311-7) and 66% Spar (P/N 3-23282-7/8, forging P/N 2-23297-17/18).
3.4.1.2. Production Tooling - The Offeror shall submit a plan that details the process to identify, design, manufacture, and implement tooling required for first article thru full rate production of up to 4 wing assemblies per month of the current -33 Wing configuration.
3.4.1.3. Interpretation of Legacy Data - The Offeror shall submit a plan that details the process to interpret point-to-point loft data and create accurate, verified, digital representations (3D) of the -33 Wing as well as their approach to mitigate 2D drawing interpretation error.
3.4.2. Subfactor Two, Program Management: The Offeror shall submit a detailed proposal that addresses the following:
3.4.2.1. Resource Management - The Offeror shall submit an Integrated Master Plan

(IMP) that details the Offeror’s proposed process for material purchase, first article production and a manufacturing plan to meet full-rate production. Full Rate Production (FRP) will be delivery of 4 wings per month.
3.4.2.2. Subcontractor Management - The Offeror shall submit a Subcontractor Management Plan that provides their process for managing supply chain partners to meet quality system requirements and the process in which these partners are evaluated and selected.
3.4.2.3. Non-Conforming Product - The Offeror shall submit a Non-Conforming Product Plan that details the process for dispositioning all non-conforming product found during manufacture and production, to include the proposed Material Review Board (MRB) process. The Plan shall include a detailed process for executing structural analysis including static, fatigue, and damage tolerance analyses.
4. VOLUME II (FACTOR TWO) - PAST PERFORMANCE
4.1. General – Submit a past performance volume containing past performance information
IAW the format stated in Section 2 – General Instructions, and corresponding subparagraphs. In addition to providing electronic and paper copies as required in Table 1, Offerors shall use the Past Performance Information (PPI) Tool (use latest version from FBO.gov) in order to electronically submit the PPI portion of the Past Performance Volume. See Attachment 1, EZ Source Instructions for detailed instructions. The Government will use data provided by each Offeror in this volume and data obtained from other sources in the evaluation of past performance
4.2. Consent Letter – The Offeror shall submit a consent letter (see Attachment 2, Past
Performance Consent Letter), signed and executed by the subcontractors, teaming partners, and joint venture partners as applicable, authorizing release of adverse past performance information to the Offeror so the Offeror can respond to such information.
4.3. Client Authorization Letter -- For each identified effort for a commercial customer, the
Offeror shall submit a client authorization letter signed by the commercial client (see Attachment 3, Past Performance Client Authorization Letter), authorizing the release of requested information on the Offeror's performance to the Government.
4.4. Early Proposal Information – Each Offeror is requested to submit the Past Performance
Volume (Volume II) 15 calendar days prior to the proposal due date. However, proposals will be accepted up to the due date without negative ramifications.
4.4.1. Questionnaires – It is strongly recommended within 15 days of RFP release that
Offerors complete Section 1 of the Past Performance Questionnaire (see Attachment 4, Past Performance Questionnaire). Offerors shall invite the respondents identified on the Past Performance Information Sheets (PPISs) to complete and transmit the Questionnaire to the Government describing their experience regarding the Offeror. The respondents are requested to complete the Questionnaire and transmit
Section L – Page 9 of 13 it directly to the Government evaluators in electronic format. The respondents are requested NOT TO transmit the completed Questionnaires back to the Offeror but to the Government evaluators (identified emails on questionnaire document).
Offerors shall not follow-up with respondents to ensure they have completed the questionnaires. The Government will conduct such follow-up with any respondents as necessary.
4.5. Recent and Relevant Contracts (as defined in Section M) – Submit PPISs for a maximum of 3 recent, relevant contracts. For each contract, Offerors are requested to provide a narrative explaining what aspects of the contracts are deemed relevant to the proposed effort and how they relate to Subfactor One (Technical Approach) and Subfactor Two (Program Management). Include a discussion of efforts accomplished by the Offeror to resolve problems encountered on prior contracts. The Offeror is requested to demonstrate/describe management actions employed in overcoming problems and the effects of those actions in terms of improvements achieved or problems rectified. If past performance information is being submitted under a basic ID/IQ contract/agreement, the contractor shall identify the delivery/task order relevant to the T-38 -33 Wing. Each delivery or task order will count as one contract. The Offeror shall use one PPIS for each delivery/task order cited. Offerors shall also complete Attachment 5 (Past Performance Information Sheet Supplement) for EACH of the contracts submitted in the PPI Tool and include in the Past Performance Volume.
4.6. An Offeror’s failure to address performance problems/issues within this volume does not preclude the Government from using such information in determining a past performance rating.
5. VOLUME III (FACTOR THREE) - PRICE
5.1. General Instructions - The price evaluation criteria consists of price reasonableness, balance, and a Total Evaluated Price (TEP) as defined in Section M, Evaluations of Award of the RFP, which will be assessed from the information provided in this volume.
5.2. Price Reasonableness and Balance – This section is to assist in submitting information other than certified cost or pricing data that is required to evaluate the price reasonableness and balance of the proposed cost/price. Compliance with these requirements is mandatory and failure to comply may result in rejection of your proposal. Additionally, unbalanced pricing poses an unacceptable risk to the Government and may be a reason to reject an Offeror’s proposal. Offers should be sufficiently detailed to demonstrate their reasonableness and balance. The burden of proof for credibility of proposed prices rests with the Offeror.
5.3. Total Evaluated Price - The Offeror shall complete the TEP Pricing Matrix (Section J Attachment 6) by entering prices IAW the instructions contained thereon. The Offeror shall complete all prices for all years and quantity breaks. The proposed unit pricing contained in the TEP Pricing Summary will be used to develop the TEP. The TEP is for award determination purposes only and will be a consideration in the best value
Section L – Page 10 of 13 award decision. Offerors shall input into the TEP Pricing Summary Firm Fixed Price (FFP) prices. The First Article CLIN shall be populated by all Offerors unless the Offeror has sought and obtained a First Article Waiver from the Contracting Officer prior to proposing.
5.4. Price Information – Information beyond that required by this instruction shall not be submitted, unless Offeror considers it essential to document or support their price position. All information relating to the proposed price including all required supporting documentation must be included in the Price Volume and Contract Document Volumes. Under no circumstances shall this information and documentation be included elsewhere in the proposal.
5.5. Pricing Information Requirements – In the event that adequate competition does not emerge in response to the solicitation, the CO may require submission of certified cost and pricing data, and a Certificate of Current Cost or Pricing Data (IAW FAR 15.403- 4). IAW FAR 15.403-1(b) and 15.403-3(a), information other than certified cost, or pricing data may be required to support price reasonableness. If, after receipt of proposals, the CO determines that there is insufficient information available to determine price reasonableness, the Offeror shall be required to submit other than certified cost or pricing data; if none of the exceptions in FAR 15.403-1 apply, the Offerors may be required to submit certified cost or pricing data. Information shall be provided in a format that is IAW FAR 15.403-5.
5.6. Pricing Assumptions – Summarize all significant pricing assumptions, scope limitations and qualifications of the Price Volume (Volume III).
5.7. Estimating Methodologies – Estimating methods used in the proposal shall be described in a manner that will show clear traceability into the unit pricing proposed throughout the pricing volume.
5.8. Transportation Costs – Transportation costs for this effort will be paid via a
Government Transportation Account Code (TAC) on a Freight On Board (FOB) Origin basis. The point of origin for the purpose of evaluation of this element shall be the Offeror’s facility identified in FAR clause 52.247-29 FOB Origin.
5.9. Economic Price Adjustment (EPA) SOW Paragraph – A price adjustment clause is incorporated into the contract (SOW para 4.1) to protect the contractor’s risk against the volatile prices of aluminum parts that are included in each of the applicable quantities. The additional cost information is necessary to execute the EPA clause.
Please refer to the applicable clause incorporated into the SOW. This information will become contractually binding.
5.10. EPA Amount – The Offeror shall provide the price of aluminum parts (as defined in
SOW para 4.1) that will be subject to the EPA within the TEP Pricing Matrix (Attachment 6). This amount will not include profit and will not be included in the production price.
5.11. EPA Basis – The Offeror shall provide the basis for the price of aluminum parts (see
Section L – Page 11 of 13
TEP Pricing Matrix) including quotes, estimates, and assumptions that went into calculating the Offeror’s price for aluminum parts per unit. The Offeror shall provide quotes from suppliers as applicable. The Government will perform a limited Realism analysis on this price, see section M for further details.
6. VOLUME IV (FACTOR FOUR) – SMALL BUSINESS PARTICIPATION
6.1. General – The Offeror shall describe their Small Business participation approach to address the requirements within SOW para 2.1.2.1. The Small Business participation approach shall also include the extent to which such firms are specifically identified in proposals and the extent of commitment to use such firms. The Small Business participation approach is not to be confused with an Offeror’s Small Business Subcontracting Plan required by FAR 52.219-9. The Small Business Participation approach shall be provided by all Offerors, including small businesses and companies with Master, Individual, Commercial Subcontracting Plans and/or Comprehensive Subcontracting Plans. The Offeror/joint venture member shall include only the first tier of subcontractors for this effort. Large business Offerors shall not utilize the Small Business Subcontracting Plan in the place of the Small Business Participation. Small Business Participation will be evaluated on an Acceptable/Unacceptable basis;
Offerors must be rated Acceptable for the Small Business Participation factor in order to be eligible for award.
6.2. Format and Specific Content – The Offeror shall submit Small Business Participation for itself and any joint venture member in a separate volume (i.e., 3-ring binder) labeled “Volume IV – Small Business Participation.” The Small Business Participation shall address each of the following elements in the proposed performance of this resultant contract:
- The extent of participation of proposed Small Business (SB) when subcontracting possibilities exist, including the company names with Commercial and Government Entity (CAGE) codes the Offeror plans to use in the performance of this resultant contract.
- The description of the subcontracted work these proposed firms are to perform.

This plan must demonstrate Offerors approach to maximize participation of approved small business manufacturers by meeting the subcontracting requirement stated in
SOW 2.1.2.1.
7. VOLUME V – CONTRACT DOCUMENTATION
7.1. Provide all Volume V Contract Documentation in the prescribed format identified in Table 1- Proposal Organization.

7.3. Section A – Solicitation/Contract Form: Please refer to top left block on Pg. 1 of the solicitation document, Form SF 1447. Block 11 has already been completed by the government with the number ‘365’ – the number of days all proposals are to be valid for. Block 25 has been checked – all offerors are to submit this signed offer (Block 27) with one copy of the SF 1447.
7.4. Section B – Supplies or Services and Costs/Prices: Do not input pricing information in Section B of the model contract. All required prices shall be proposed in the TEP Worksheet.

7.6. Section K – Representations, Certifications, and other Statements of Offerors:
Complete representations, certifications, acknowledgments and statements.
Offeror must have filled out an online provision FAR Clause 52.204-8 Annual Representations and Certifications (May 2014), Online Reps and Certs at System for Award Management (http://www.sam.gov).
7.7. Subcontracting Plan Participation of Small Businesses (SB), Veteran-Owned
Small Business (VOSB), Service-Disabled Veteran-Owned Small Business (SDVOSB), HUBZone Small Business (HUBZone), Small Disadvantaged Business (SDB), and Women-Owned Small Business (WOSB) -- If the Offeror is other than a small business, the Offeror shall submit a Small Business Subcontracting Plan in accordance with FAR 52-219-9, Small Business Subcontracting Plan, that separately addresses and specifies the extent of the Offeror’s commitment to the participation of SB, VOSB, SDVOSB, HUBZone, SDB, and WOSB concerns. If the Offeror is submitting an individual contract plan, the plan must separately address subcontracting with SB, VOSB, SDVOB, HUBZone, SDB, and WOSB concerns with a separate part for the basic contract and separate part for each option (if any). The plan shall be included in and made a part of the resultant contract. Failure to submit and negotiate the subcontracting plan shall make the Offeror ineligible for award of a contract. If applicable, submit a copy of your approved Master Plan. In the event the Offeror has negotiated a comprehensive subcontracting plan pursuant to DFARS 219.702, The Small Business Contracting Program, Statutory requirements, the Offeror must submit the information that identifies and specifies the extent of their commitment to the participation of SB, VOSB, SDVOB, HUBZone, SDB, and WOSB. These targets will be provided in the Small Business Subcontracting Plan in accordance with 52.219-9, and submitted under Factor Four/Small Business Participation in Volume IV of the proposal and shall count towards the page count of that section.
7.8. Exceptions to Solicitation Requirements – Offerors are required to meet all solicitation requirements, such as terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors or subfactors. Failure to meet a requirement may result in an offer being ineligible for award. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. Each exception shall be specifically related to each paragraph and

Section L – Page 14 of 13 in support of the exception and fully explain its impact, if any, on the performance, schedule, cost, and specific requirements of the solicitation. This information shall be provided in the format and content of Table 2 – Solicitation Exceptions.

7.9. Other Information Required:
7.9.1. Teaming arrangement -- The teaming arrangement must consist of a prime contractor (who will be the sole point of contact, and have overall responsibility for the contract) and any subcontractor whose technique, capability, certifications, or qualifications are used in the technical proposal.
7.9.2. Offeror shall submit evidence of a signed formal agreement between the prime contractor and any other contractors listed in the teaming arrangement. The agreement must provide evidence that it will be valid beginning on the date of contract award. Additionally, the general roles and responsibilities of the applicable member of the teaming arrangement shall be listed in each individual agreement. This agreement does not preclude Offerors from adding team members after contract award. Failure to provide this agreement may be considered grounds for elimination and therefore ineligible for award.
7.10. Authorized Offeror Personnel: Provide the name, title, telephone number, and email address of the company/division point of contact responsible for negotiating with the Government.
