About this file
This document contains answers to additional industry questions regarding a final solicitation for the Ground Subsystems Sustainment Contract (GSSC) 2.0. The solicitation seeks proposals to provide sustainment services for the Minuteman III intercontinental ballistic missile ground systems through the award of both cost-reimbursable and fixed-price task orders. Key details include that the deadline for offerors to submit technical questions is May 31, 2019; the contract will be awarded by the Department of the Air Force Materiel Command; incumbent contractors include BAE Systems and Tecolote Research; and a bidder's library CD is available upon request to assist offerors in developing proposals for this effort. Offerors must also ensure they have a current DD2345 on file through the Joint Certification Program website.

GSSC 2.0
Answers to Additional Industry Questions to RFP Amendment 1
Posted 2 May 2019
1) The descriptions of CLIN 0004, 1004, 2004, 3004, 4004, and 5004 have been updated to read as follows:
“MATERIAL This is a Cost Reimbursable No - Fee CLIN in support of each individual task order's Material requirements for GSSC 2.0. The purpose of this CLIN is for the reimbursement of direct and indirect costs related to material. Any costs charged to this
CLIN shall not be duplicated under any other CLINs.”
2) The Government recognizes that the effort contractor personnel put in to procuring and managing material can impact the risk on the contract and potentially add benefit to the
Government. The Government’s intent of not including fee on the materials CLIN is not to ignore or disregard the risk and technical expertise required to procure and manage material on the GSSC 2.0 contract. The intent of this CLIN structure is to reimburse direct material costs along with associated burden costs. Labor costs dedicated to planning and managing materials/subcontracts should be bid and billed under the Work
Scope CLIN (labor CLIN), where the profit or fee is included.
3) The support contractors the H.002 clause currently apply to are BAE Systems, Inc., and
Tecolote Research, Inc. These two contractors were not specifically listed on the clause because the GSSC 2.0 contract will outlast the contracts BAE and Tecolote are currently working under. This clause applies to all contractors who provide technical support, technical review, and acquisition management support to the Government on the ICBM
Ground Subsystems.
4) A complete list of contractors providing Systems Engineering Support and/or technical direction to AFGSC is not available to provide to offerors. What drove the need for the
H.005 clause was because Summit Technical Solutions (STS), who does provide Systems
Engineering Support and technical direction to AFGSC showed interest in participating in GSSC 2.0 during one of our Industry Days. STS was not mentioned specifically in the clause because the clause may not exclusive to them, and the GSSC 2.0 contract will outlast the contract STS has with AFGSC. If another contractor replaces STS, the clause would then apply to the new contractor.
