GSSC 2.0
Answers to Industry Questions to RFP Amendment 1 Posted 2 May 2019
1) The requirement under the Basic PWS Paragraph 2.15 is not exclusive to the FISAC contractors. The requirement is that the GSSC 2.0 contractor enter into an Associated
Contractor Agreement (ACA) for any portion of the contract requiring joint participation in the accomplishment of the Government’s requirement. While the FISAC contractors definitely fall within that requirement, the Government’s intent was not to tie the requirement just to the FISAC. It will be the GSSC 2.0 contractor’s responsibility to determine what agreements need to be entered into in order to fulfill their contractual responsibilities and enter into those agreements.
Since the FISAC contractors do fall under the ACA requirement in the Basic PWS
Paragraph 2.15, a list of the current FISAC contractors are as follows:
- Integration Support Contract (ISC) – BAE Systems
- Guidance Subsystem Support Contract (GSC) – The Boeing Company
- Propulsion Subsystem Support Contract (PSSC) – Orbital ATK Launch Systems
- Re-entry System/Re-entry Vehicle (RS/RV) – Lockheed Martin Corporation
2) Per Section M, Paragraph 2.7.1.1.2(B), the Government will evaluate any form of agreement the offerors obtain and provide from team members. Offerors should note that whatever agreements are provided with the proposal will be evaluated to the extent to which they show commitment to the GSSC 2.0 program.
3) ACA’s and “other agreements obtained from team members”, as required in Section L, Paragraph 2.3.1.2(B), are included in the exception from the page count described in
Section L, Paragraph 1.4.2.
4) The terms EACH and ALL in Section L, Paragraph 2.3.1.2(A) mean that the
Government requires offerors to provide with their proposal EACH of the defined roles within the team organization that will be required for the offeror to fulfil the requirements of the contract, ALL team members and personnel fulfilling those roles, and ALL personnel vacancies anticipated at the start of contract performance. This paragraph is not just referring to key personnel.
