Notice to Offeror(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs

Continuation of block 14. DESCRIPTION OF AMENDMENT/MODIFICATION

The purpose of this amendment is to make the following changes to the solicitation:

1) Edit the description of CLIN 0004, 1004, 2004, 3004, 4004, and 5004 to read as follows:

“MATERIAL This is a Cost Reimbursable No - Fee CLIN in support of each individual task order's Material requirements for GSSC 2.0. The purpose of this CLIN is for the reimbursement of direct and indirect costs related to material. Any costs charged to this CLIN shall not be duplicated under any other CLINs.”

2) Attachment 1, PWS

a. Page 41 of General Sustainment PWS paragraph 1.4.3.3.5.6, removed “(A126, DI-MGMT-81642, Small Business Subcontractor Report)”

b. Page 69 of General Sustainment PWS Appendix E CRDL A126 was removed

c. Page 10 of General Sustainment CRDL Package, CDRL A126 title was changed from, “Small

Business Subcontractor Report” to “RESERVED”

d. Page 113 of General Sustainment CDRL package, Information was deleted but blank form will remain as place holder for possible future use

3) Attachment 2a-2g, GRID

a. The second check box within Paragraph 4(d), Specifically Negotiated License Rights

(SNLR)(Non-Technical Data), were corrected for Attachments 2a-2g as follows:

From: “Specific technical data will be delivered with SNLR as follows, see table below.”

i. “The offeror shall complete all required Section J Attachments as requested in the solicitation and provide with the volumes in which they are requested. The offeror shall not provide Section J Attachments in this volume.”

c. Cross Reference Matrix requirement in Vol II Section 3 page 14 was removed

d. Teaming Arrangement page limit was increased to maximum of 40 pages.

e. Renamed attachment from, “Attach 12 GSSC 2 Section L Rev 1” to “Attach 12 GSSC 2 Section

7) Attachment 14, TEP

a. Attachment 14 TEP Workbook, was edited to add verbiage to instruction information #2.

b. Added Travel cost line to Sample Task 1, 2, 3, 4, 5, and update corresponding formulas.

c. Renamed attachment from “Attach 14 TEP Workbook Amend 1” to “Attach 14 TEP

Workbook Rev 2”.

All other terms and conditions of the solicitation remain unchanged and in full effect.

The minimum ordering quantity of this contract is $8,000,000.00. The maximum contract total is $3,860,000,000.00. All pricing for the awardable task/delivery orders placed against this contract shall be priced in Section J, Attachment 5. This matrix will become contractually binding.

Prior to issuing task orders for future ordering periods for each awardable task order, the contractor shall provide a travel estimate for the ordering period being issued, to be approved by the Government. This travel estimate shall be broken down by cost element (eg. number of travelers, number of days, lodging, airfare, rental car, etc).

For Options included in task orders awarded under the basic period of performance, the Travel CLIN structure for those task orders shall be as follows:

252.232-7006 WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (MAY 2013)

(IAW DFARS 232.7004(b), PGI 232.7004(b)(1), DFARS 212.301(f)(liii))

(a) Definitions. As used in this clause— “Department of Defense Activity Address Code (DoDAAC)” is a six position code that uniquely identifies a unit, activity, or organization.

“Document type” means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).

“Local processing office (LPO)” is the office responsible for payment certification when payment certification is done external to the entitlement system.

(b) Electronic invoicing. The WAWF system is the method to electronically process vendor payment requests and receiving reports, as authorized by DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.

(c) WAWF access. To access WAWF, the Contractor shall—

(1) Have a designated electronic business point of contact in the System for Award Management at https://www.acquisition.gov ; and

(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this web site.

(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/ .

(e) WAWF methods of document submission. Document submissions may be via web entry, Electronic Data Interchange, or File Transfer Protocol.

(f) WAWF payment instructions. The Contractor must use the following information when submitting payment requests and receiving reports in WAWF for this contract/order:

(1) Document type. The Contractor shall use the following document type(s).

(5) WAWF email notifications. The Contractor shall enter the e-mail address identified below in the “Send Additional Email Notifications” field of WAWF once a document is submitted in the system.

H.001 No Exclusive Teaming Arrangements Provision (this provision will be removed at time of contract award) The contractor shall not establish exclusive buying or selling arrangements with any party, including a subcontractor or supplier, or in any way establish a requirement that the contractor or any party, including a subcontractor or supplier, cannot provide GSSC support services to another party. The Government’s intent in using this provision is to maintain a competitive environment by encouraging the use of open teaming arrangements.
