About this file
This document provides answers to industry questions regarding a final solicitation for the Ground Subsystems Sustainment Contract (GSSC) 2.0. The solicitation requests proposals to provide sustainment services for ground subsystem test stations and equipment used by the Department of the Air Force Materiel Command. Key details include that the minimum ordering quantity has been reduced to $8 million due to potential fiscal year 2020 funding constraints. The deadline for offerors to submit technical questions is May 31, 2019. Services include sustaining engineering, equipment replacement, and accomplishing multiple baselines for hardware and missile programmable pulse units. The pricing matrix and references have been updated to correct errors. Travel and material costs are to be proposed separately from the labor rates and budgets included in Table 1 of Section L.

Answers to Industry Questions to RFP Release Posted 17 April 2019
1) The CLINs on Attachment 5, Pricing Matrix DO tie to Section B of the model contract. The CLIN structure for the Awardable Task Orders in Section J, Attachment 5 have the same CLIN structure for each ordering period because they are annual Task Orders. A new Task Order will be issued each year for those tasks. The CLIN tables found within each CLIN of the model contract will apply only to, and guide the structuring of, add-on Task Orders that are multiple-year and have options.
As an example, assume during Ordering Period Two (2021) of the base contract period, a Task Order is awarded for the production of a component of a Grounds Subsystem. Also assume that the period of performance of this task is three years and each year is an option. Because it contains options, the CLIN tables would be applied to this Task Order. Using CLIN 0005 as an example, the CLIN number for the base year would be 0005, for option year 1, the CLIN number would be 0105, and for option year 2, the CLIN number would be 0205.
If this same Task Order were awarded during Option Period 1 of the contract, the CLIN structure would be 1005 for the basic, 1105 for option year 1, and 1205 for option year 2.
2) Offeror’s are advised to carefully read the verbiage under CLIN 0005 of the model contract. The verbiage under CLIN 0005 allow for additional ‘Work Scope’ CLINs to be added to an individual Task Order (CLIN 0006, 0007, 0008, etc.) as required per the needs of that Task Order. The verbiage in CLIN 0005 also allows for the contract type of the ‘Work Scope’ CLINs on an individual Task Order to be any of the contract types listed in the verbiage of CLIN 0005 to fit the needs of that given Task Order.
3) The minimum ordering quantity of the contract has been changed from $19,300,000.00 to $8,000,000.00. This is due to potential funding constraints in FY2020 and the ordering periods crossing fiscal years.
4) The GMATS PWS Paragraph 1.4.2 has been updated to clarify the scope of Sustaining Engineering in relation to this Task Order.
5) After further discussion with the HAC/RMPE Program Office, CLIN 0006 under HAC/RMPE on Section J, Attachment 5, Pricing Matrix, has been re-named to ‘Multiple Baseline - MMPU’ and is now only applied to Ordering Periods 1 and 2. This purpose of CLIN 0006 is to accomplish the scope of Paragraph 1.4.5 of the HAC/RMPE PWS titled ‘Multiple Baselines’. As additional ‘multiple baseline’ requirements become realized during execution of the contract, the cost of this in-scope work will be negotiated and be added either as a modification to the HAC/RMPE Task Order or as a separate Task Order on the contract.
6) After further discussion with the GMATS Program Office, CLIN 0007 under GMATS on Section J, Attachment 5, Pricing Matrix has been removed. It was determined that having a separate Spares CLIN created a redundancy with the test station equipment replacement requirement under Sustaining Engineering (PWS Paragraph 1.4.2) that would be covered under CLIN 0006.
7) The Ordering Periods under the ‘Option Period 2’ Tab of Section J, Attachment 5, Pricing Matrix, has been corrected be Ordering Periods 11, 12, 13, 14, and 15. They were erroneously listed as Ordering Periods 6, 7, 8, 9, and 10 which are the Ordering Period numbers for Option Period 1.
8) Line B36 under the ‘Option Period 3’ Tab of Section J, Attachment 5, Pricing Matrix, has been corrected to add the title, ‘SACCS SUSTAINMENT’.
9) Section J, Attachment 6, Cross Reference Matrix, has been corrected to be mapped to the current version of Sections L & M. They were erroneously mapped to the Draft versions of these documents on the final solicitation.
10) The instruction in Section J, Attachment 10, Labor Rate Matrix; and Section J, Attachment 14, TEP have been updated to clarify that these sheets shall be filled in with the offeror’s proposed labor categories.
11) Paragraph 1.3 in Section L has been corrected to clarify that the budget amounts in Table 1 include all cost elements EXCEPT Travel and Material. These two cost elements will be bid in accordance with Section L, Paragraph 3.2.2.
