1.1 REFERENCES

1.2 DEFINITIONS

Definitions pertaining to sustainable development are as defined in ASTM E 2114, and as specified below.

a. "Environmentally preferable products" have a lesser or reduced effect on the environment in comparison to conventional products and services. This comparison may consider raw materials acquisition, production, manufacturing, packaging, distribution, reuse, operation, maintenance, or disposal of the product.

b. "Indoor environmental quality" is the physical characteristics of the building interior that impact occupants, including air quality, illumination, acoustics, occupant control, thermal comfort, day-lighting, and views.

c. "Operational performance" is the functional behavior of the building as a whole or of the building components.

d. "Sustainability" is the balance of environmental, economic, and societal considerations.

1.3 SUBMITTALS See Division 1 Specs.

1.4 WORK COVERED BY CONTRACT DOCUMENTS

1.4.1 Materials and Workmanship:

1.4.1.1 All equipment, material, and articles incorporated into the work covered by this contract shall be new and of the most suitable grade for the purpose intended, unless otherwise specifically provided in this contract.

References in the specifications to equipment, material, articles, or patented processes by trade name, make, or catalog number, shall be regarded as establishing a standard of quality and shall not be construed as limiting competition. The Contractor may, at its option, use any equipment, material, article, or process that, in the judgment of the Contracting Officer, is equal to that named in the specifications, unless otherwise specifically provided in this contract.

1.4.1.2 All work under this contract shall be performed in a skillful and workmanlike manner. The Contracting Officer may require, in writing, that the Contractor remove from the work any employee the Contracting Officer deems incompetent, careless, or otherwise objectionable.

1.4.1.3 In accordance with FAR 52.236-6 At all times during performance of this contract and until the work is completed and accepted, the Contractor shall directly superintend the work or assign and have on the worksite a competent superintendent who is satisfactory to the Contracting Officer and has authority to act for the Contractor.

1.4.2 Weather Precautions:

Contractor shall ensure that weather sensitive materials are placed within the conditions recommended by the material supplier. No pavements shall be

SECTION 01 11 00 Page 4 of 29 placed on frozen ground. Concrete placed when weather temperatures can be expected to fall below 32 degrees F shall be covered with approved blankets.

1.4.3 Project Description:

Briefly and without force or effect upon the contract documents, the work of this contract can be summarized as follows:

Architectural:

The architectural scope of work for the “Repair and Renovate of Building 518

– Software Maintenance Facility” is the modification of a dorm to an office facility. Building 518 has three floors. A one level mechanical room is part of the building that extends to the east. Lead based paint and asbestos abatement has been completed by the Air Force with the exception of asbestos from the roof and utilities. See Sections 01 57 20 ENVIRONMENTAL PROTECTION and 01 35 26 GOVERNMENT SAFETY REQUIREMENTS. Some demolition of the interior has been completed however there is additional demolition required throughout the building.

The remodeling shall include the addition to the building’s west side for a main entry and elevator, with stops at all three floors. Restrooms shall be added to all three floors. The third floor shall have a level of security with a man trap at the elevator lobby. The HVAC system shall be by a Ground Source Heat Pump and a new Fire sprinkler system shall be added.

The structure shall have the windows and doors designed for blast protection.

As a part of the ‘Architectural Basis of Design’ is the public health, safety and general welfare of the building’s design. The architectural systems shall comply with the laws, ordinances, rules and guidelines that exist with the State and Local governments, the federal Government and Hill Air Force Base. In addition to codes from the parent MATOC specification Division 1, the following codes apply to the Architectural design:

Civil:

All sidewalks, pavement, curb and gutter and landscaping removed during the installation of the well fields or ground source heat pumps shall be replaced in the same location. It is expected that the entire area within the well field shall be disturbed and require restoration.

Trenching between the well fields and existing buildings and new heat pumps will cause damage to existing improvements that will require replacement.

Replacements shall match the existing that is damaged during construction. It is expected that the new trenching will be done to avoid existing buried utilities. If unknown utilities are encountered during construction, the Contractor shall adjust the location and/or depth of the new trenching to avoid the existing utility. The Contractor shall locate the existing utilities on the ground and HAFB personnel will paint them. The Contractor shall then be required to slightly adjust the locations of the individual wells and trenching to provide clearance to the existing buried utilities.

The existing stairs at the south side of the east entrance shall be replaced with a handicapped ramp. The existing sidewalks adjacent to the new construction on the outside of the building shall be removed and replaced as needed to accommodate the new construction. Other existing sidewalks will not be changed.

Contractor shall be required to pothole all new utilities to confirm placement and to identify all existing utilities prior to new work.

Utilities found during potholing not shown on the plans, or utilities found to be different than shown on the plans need to be brought to the attention of the Engineer and/or COR immediately.

Contractor is required to provide all erosion control measures and to obtain the Utah Pollution Discharge Elimination System (UPDES) permit from the State of Utah.

Landscape Architecture:

Any landscaped areas that are disturbed during the installation of the ground source heat pumps shall be restored to their existing condition. Landscaped areas that shall be used for well fields are expected to be grass areas. A complete restoration of the existing irrigation system is required within the project construction limits.

Existing trees and shrubs along the building perimeter shall be removed. This landscaped strip shall be replaced with gravel ground cover. The existing concrete mow strip is in poor repair and shall be removed and replaced with a new concrete mow strip. New planting is required to replace removed trees and the replacement of sod damaged during construction.

Mechanical:

The goal is to convert the existing building from steam heat to ground source heat pump heating and cooling. The building shall also be changed from housing to office occupancy. The existing underground steam lines are old and lose much of the heat to the ground through the distribution piping. This loss occurs both winter and in the summer when the domestic hot water load is minimal. As the building is converted to a GSHP system, it shall be disconnected from the steam distribution system, reducing these losses. The chillers are old and some are in need of repair. The Contractor shall remove them when the new GSHP systems are installed. The heat pumps in the GSHP systems shall be more efficient and require less maintenance than the existing chillers and cooling towers.

It is proposed that earth coupling of heat pumps be used with a closed loop bore hole field for the building. Each bore hole would have a loop of HDPE piping grouted into a bore hole up to 500 feet deep to act as a heat exchanger with the earth. The bore hole loops would be connected together and brought to pumps in the building mechanical room. The antifreeze fluid supplied to the heat pumps would have a normal temperature of 55F but range between 32F and 77F depending on the season. Water to air heat pumps use the ground loop fluid directly to heat or cool the air delivered to the space.

Each zone has a thermostat to control the heat pump to heat or cool the space in the summer or the winter.

The existing building has fan coil units serving each room with a 4-pipe system. Individual rooms can be either heating or cooling at the same time if the heating and cooling systems are both running. Heat is provided from a central high pressure steam distribution system serving each building. A heat exchanger heats hot water which is pumped to the fan coil units. It has been reported that the existing piping is deteriorated, strainers at the fan coil units are plugged and that the existing fan coil unit controls are not working. For these reasons all of the existing piping, fan coil units and controls shall be replaced.

It is also proposed that water to air heat pumps be used to replace the individual fan coil units. This would have the advantage of operating at a higher efficiency rather than using water to water heat pumps to serve the existing fan coil units. The COP for the water to water heat pumps would be about 2 but for the water to air heat pumps 3. The EER for the water to water heat pumps would be about 10 but for the water to air heat pumps 15.

The water to air heat pumps shall reduce operating cost. The individual water to air heat pumps will allow heating and cooling at the same time. For example, heating may be needed on the east exposure while cooling is needed on the west in the afternoon of a 60F day. Not only will they satisfy the occupants better, the heat rejected from the west will be used to heat the east side of the building. These efficiencies allow the bore hole field to be reduced. Ventilation air shall be provided from a new energy recovery roof top unit. It shall have a bypass for full economizer and indirect gas heat.

Domestic hot water for the new toilet rooms shall be heated with a new electric hot water heater. New controls shall be provided for the HVAC equipment. Much of the removal of the existing HVAC systems is complete.

Contractor shall complete removal/demolition of the HVAC systems as required.

A new 6” fire service shall be brought to the building with a fire riser in the Mechanical Room. The building shall have a new wet pipe fire sprinkler

SECTION 01 11 00 Page 7 of 29 system in accordance with NFPA 13. Where the ceiling is tight to the underside of the concrete floor slab above, the heads shall be sidewall.

Electrical:

The existing building has had all electrical systems demolished and removed from the building with the exception of the following:

a. The medium voltage transformer.

b. Main electrical panel.

c. Branch circuit electrical panels.

The existing electrical equipment was originally sized for a barracks building with a capacity of approximately 7 watts / sq. ft. The new intended use will require a service capacity of approximately 20 watts / sq. ft. As a result, the remaining electrical equipment shall be demolished. The Contractor shall remove and return the distribution transformer to the HAFB outdoor electrical shop.

1. Power:

Design Requirements:

A new electrical service shall be designed to accommodate the new office type use for this building. New 15 KV conductors shall be extended in existing conduit from the existing 12470 volt service pole, fused cutouts. A new 500 kva, 120/208 volt, 3 phase, pad mounted transformer shall be installed at the location of the existing pad mounted transformer to be removed. A new concrete pad shall be poured for transformer mounting. A 2000 amp, 120/208 volt, 3 phase switchboard shall be located on the building exterior to feed the 1000 amp distribution switchboard and the 400 amp panel “M”.

The elevator, building lighting and large mechanical loads will be served at 120/208 volt.

Small mechanical loads, building convenience outlets and incidental electrical loads will be served from the 120/208 volt distribution system.

Three new 120/208 volt, 3 phase panels shall be centrally located on each of the three floors to serve convenience outlets and heat pumps on those floors.

One 400 amp panel will serve large mechanical loads, the elevator and the lighting panel.

2. Lighting:

Design Requirements:

The design shall provide energy efficient T5 28W volumetric lighting in the office areas. Surface mount fixtures to be used below existing fan coil units to allow for clearance. (See cut sheet F1 and F2). Average foot candle level of approximately 40 fc shall be provided for each work area. Work area lighting will be augmented by Owner furnished task lighting at each workstation to comply with LEED IEQ 6.1 and 6.2.

The design shall provide energy efficient T5 28W volumetric lighting in the hall and vestibule areas. Fixtures to be surface mount to avoid mechanical duct work. (See cut sheet F2) Average foot candle level of approximately 30 fc for this open office plan.

New egress lighting shall be installed throughout building. Egress lighting shall be provided with unitary battery packs.

3. Communications:

Design Requirements:

Telephone / communications and LAN outlets shall be located per the plans.

Boxes, conduits, raceways and other supporting means shall be provided for all Telephone / Communications and Data locations. Four (4) RJ-45 jacks and 8 wire Cat 5e cables shall be provided at each location.

Raceways shall be provided for voice / data jacks from each outlet and extended to the cable tray serving the respective floor where located.

Cable tray shall be extended to the Comm. Rooms. The Comm. Rooms shall be connected with 4” conduit stubs between floors.

New duct bank to building 238 (2-4”, one with 4-1” inner ducts).

Concrete encased where under pavement.

New 12 strand hybrid fiber optic cable to building 518 from manhole 24015-6.

New 100 pair copper phone lines between floors 1 & 2 and 1 & 3.

New 200 pair copper phone lines to building 518 from manhole #23015-13.

New data racks and patch panels on each floor.

New 66 terminal blocks for voice on each floor.

New Cat. 5E cabling to each voice/data jack on each floor.

New Cat. 5E cabling from level 1 to level 2 and 3.

Provide voice jacks at elevator, storage devices and a weatherproof phone outside adjacent to entry door.

All new telephone / communications / data systems and methods of installation shall comply with HAFB Telecommunications Installation Criteria for Facility Design, Tab “K”.

4. Fire Alarm and Mass Notification Systems:

Design Requirements:

A new addressable fire alarm and mass notification system shall be provided. A Monaco transceiver shall be provided for reporting of alarms to the base central station.

5. Intrusion Detection and Access Control (Option 1):

Design Requirements:

No intrusion detection systems are anticipated for this building.

Optional work includes furnishing and installing a card reader with associated electric lock at the main building entrance.

Card readers, at designated doors, shall also be provided for access to the Third Floor.

1.4.4 Project Location:

The work shall be located at Hill Air Force Base, Building 518, as indicated.

1.5 SITE VISITS:

1.5.1 The Contractor shall attend scheduled site visits and take steps reasonably necessary to ascertain the nature and location of the work, and investigate the general and local conditions which can affect the work or its cost in accordance with FAR 52.236-3. Such investigation shall include but is not limited to:

a. The conditions bearing upon transportation, disposal, handling, and storage of materials.

b. The availability of labor, and necessary utilities including water, gas, and electric power.

c. The availability and suitability of pavements and roadways.

d. Prevalent weather conditions or similar physical conditions at the site.

e. The conformation and existing conditions of the ground, pavements and soils.

f. The character and condition of equipment and facilities needed preliminary to and during work performance.

1.5.2 The Contractor shall examine and note the character, quality, and quantity of surface and subsurface materials or obstacles to be encountered insofar as that information is reasonably ascertainable from an inspection of the site. The contractor shall note any exploratory work performed by the Government and provided in the drawings and specifications or made a part of this contract as attachments. Any failure of the Contractor to take the actions described and acknowledged in this paragraph will not relieve the Contractor from responsibility for estimating properly the difficulty and cost of successfully performing the work, or for proceeding to successfully perform the work without additional expense to the Government.

1.5.2.1 The Government assumes no responsibility for any conclusions or interpretations made by the Contractor based on the information made available by the Government. Nor does the Government assume responsibility for any understanding reached or representation made concerning conditions which can affect the work by any of its officers or agents before the execution of this contract, unless that understanding or representation is expressly stated in this contract.

1.6.2 Working Drawings

The Contractor shall keep on the work site a copy of the Project drawings and specifications and shall at all times give the Air Force Project manager access thereto in accordance with FAR 52.236-21. Anything mentioned in the specifications and not shown on the drawings, or shown on the drawings and not mentioned in the specifications, shall be of like effect as if shown or mentioned in both. In case of a difference between drawings and specifications, the specifications shall govern. In case of discrepancy in the figures, in the drawings, or in the specifications, the matter shall be promptly submitted to the Contracting Officer, who shall promptly make a determination in writing. Any adjustment by the Contractor without such a

SECTION 01 11 00 Page 14 of 29 determination shall be at its own risk and expense. The Contracting Officer shall furnish AutoCAD sets of contract drawings, maps, and MS Word Versions of the specifications for use in creating As-Built Record Drawings.

Contactor shall immediately check the furnished drawings and notify the Government of any discrepancies.

a. Wherever in the specifications or upon the drawings the words “directed”, “required”, “ordered”, “designated”, “prescribed”, or words of like import are used, it shall be understood that the “direction”, “requirement”, “order”, “designation”, or “prescription”, of the Contracting Officer is intended and similarly the words “approved”, “acceptable”, “satisfactory”, or words of like import shall mean “approved by,” or “acceptable to”, or “satisfactory to” the Contracting Officer, unless otherwise expressly stated.

b. Where “as shown,” as indicated”, “as detailed”, or words of similar import are used, it shall be understood that the reference is made to the drawings accompanying this contract unless stated otherwise. The word “provided” as used herein shall be understood to mean “provide complete in place,” that is “furnished and installed”.

1.6.3 Shop Drawings:

1.6.3.1 The term Shop Drawings means drawings, submitted to the Government by the Contractor, subcontractor, or any lower tier subcontractor pursuant to a construction contract, showing in detail the following items.

a. The proposed fabrication and assembly of structural elements and the installation (i.e., fit, and attachment details) of materials or equipment.

b. Drawings, diagrams, layouts, schematics, descriptive literature, illustrations, schedules, performance and test data, and similar materials furnished by the contractor to explain in detail specific portions of the work required by the contract. The Government may duplicate, use, and disclose in any manner and for any purpose shop drawings delivered under this contract.

1.6.3.2 If this contract requires shop drawings, the Contractor shall coordinate all such drawings, and review them for accuracy, completeness, and compliance with contract requirements and shall indicate its approval thereon as evidence of such coordination and review. Shop drawings submitted to the Contracting Officer without evidence of the Contractor’s approval may be returned for resubmission. The Contracting Officer will indicate an approval or disapproval of the shop drawings and if not approved as submitted shall indicate the Government’s reasons therefore.

Any work done before such approval shall be at the Contractor’s risk.

Approval by the Contracting Officer shall not relieve the Contractor from responsibility for any errors or omissions in such drawings, nor from responsibility for complying with the requirements of this contract, except with respect to variations described and approved in accordance with paragraph below.

a. If shop drawings show variations from the contract requirements, the Contractor shall describe such variations in writing, separate from the drawings, at the time of submission. If the Contracting Officer approves any such variation, the Contracting Officer shall issue an appropriate contract modification, except that, if the variation is minor or does not involve a change in price or in time of performance, a modification need not be issued.

b. The Contractor shall submit to the Contracting Officer for approval

SECTION 01 11 00 Page 15 of 29 three copies (unless otherwise indicated) of all shop drawings as called for under the various headings of these specifications. Two sets (unless otherwise indicated) of all shop drawings, will be retained by the Contracting Officer and one set will be returned to the Contractor.

Upon completing the work under this contract, the Contractor shall furnish a complete set of all shop drawings as finally approved. These drawings shall show all changes and revisions made up to the time the equipment is completed and accepted.

1.6.4 As-Built Record Drawings:

1.6.4.1 Whenever changes occur the contractor shall immediately mark-up the working copy of the contract drawings in red to show both changes and the actual installation in sufficient detail to form a complete record of work accomplished. Sign and date each mark-up redline as it occurs. The marked-up drawings shall be complete, legible, precise and understandable to a CAD operator who is unfamiliar with the project.

1.6.4.2 Upon completing the work under this contract, the Contractor shall furnish 1 complete electronic set in AutoCAD [and 1 full size set on Mylar] of the As-Built record drawings including all shop drawings as finally approved. These drawings shall show changes and revisions made up to the time the contract is completed and accepted. Include all unusual or uncharted obstructions that were encountered in the contract area during construction.

a. Revisions made shall ensure related section and elevation views, details, legend, plans, profiles, schedules and notes are marked as needed to prevent conflicting data on differing sheets. Comments shall be complete without reference to change orders, letters, memos, etc.

The marked-up drawings shall be labeled to show project title and number.

b. Surveying data will be in Universal Transverse Mercator 1983 (UTM83) coordinate system, Transverse Mercator projection, Geodetic Reference System 1980 (GRS80) spheroid, or World Geodetic System 1984 (WGS84) datum, and use metric coordinate units.

c. Particular attention should be given to work, which will be concealed and difficult to measure and record after construction, and work which may require servicing or replacement during the life of the facility.

The following are areas of concern that need special checking to ensure that the marked-up prints are complete and accurate:

1. Dimensions shall be clearly shown and accurately locate all changes of direction. All surface or underground components such as valves, manholes, drain inlets, clean outs, meters, etc shall be indicated. The description utilities placed shall include the actual quantity, size, and type of materials used.

2. Actual location, size and type of interior plumbing and electrical lines installed below a concrete slab shall be clearly and accurately indicated.

3. Changes to layout and schematic drawings of electrical circuits and piping shall be clearly shown.

4. Correct dimensions and details shall be transferred from shop drawings.

5. Actual location of anchors, construction and control joints, in concrete must be shown.

6. Changes in location of equipment and architectural features must be shown.

7. Specific materials provided shall be indicated and words such as

“or equal” shall be removed.

1.6.4.3 The Air Force project managers will review the contractor’s marked-up drawings when verifying the performance shown by progress reports. If the drawings are not current, the progress report will be adjusted downward by the Civil Engineering project manager to reflect the contractor’s non-compliance. Marked-up drawings will be submitted within five working days after substantial completion. Final payment will not be authorized until complete and accurate red-lined drawings are accepted by the Contracting Officer.

1.7 WORK SCHEDULING

1.7.1 Contractor shall allow in their planned work schedule for potential Government caused delays as follows; Allow for 5 calendar days where the contractor’s construction activity is prohibited by Air Force Exercises or similar military events. Allow for 14 calendar days where excavation, utility outages, road closures, or other subsurface requested activities may be prevented. (Other construction activities will be permitted to continue.) Government will provide 24 hour notification each time the government caused delays mentioned above are invoked. No additional time will be granted for delays falling within those limits.

Normal duty hours for work shall be:

A. 0730 to 1600 Hours exclusive of Saturdays, Sundays, and holidays unless other times are approved by the Contracting Officer, or otherwise stated in the contract. Coordinate the work schedule with the Civil Engineering Project Manager.

1.7.2 Contract Progress Schedules AF Forms 3064 and 3065.

See Section 01 32 01 Project Schedule for information on this requirement.

1.8 OCCUPANCY OF PREMISES

1.8.1 Building Occupancy.

Building(s) will be occupied during performance of work under this Contract unless expressly stated otherwise -in writing- from the Contracting Officer.

1.8.1.1 Before work is started, the Contractor shall arrange with the Contracting Officer a sequence of procedure, means of access, space for storage of materials and equipment, and the use of approaches, corridors, stairways, roads and truck gates.

1.8.1.2 Contractor shall make provisions to maintain occupied areas of any building under repair at no less than 65 degrees F and no warmer than 85

SECTION 01 11 00 Page 17 of 29 degrees F. Unoccupied areas shall be maintained above 40 degrees F to prevent freezing of water lines and fire protection systems.

1.8.1.3 Temporary heating, if required, shall be UL approved electric heaters and shall be physically monitored at least every 4 hours.

1.9 PROTECTION OF EXISTING GOVERNMENT PROPERTY AND EXISTING WORK

1.9.1 In addition to FAR 52.236-9 the Contractor shall conduct all operations in such a manner as to prevent injury or damage to government property and any portions of the existing work which are to remain. This requirement is not limited to just the project site but includes landscaping, curbs, pavements, and utilities adjacent to the site as well as along routes to and from the site. Where any ambiguity exists the contractor shall request clarification from the Contracting Officer before beginning work.

1.9.2 Contractor shall make repairs to or replace portions of existing work that is damaged or altered during construction operations to match existing or adjoining work, as approved by the Contracting Officer. At the completion of operations, existing work shall be in a condition equal to or better than that which existed before new work started.

1.9.3 In the event the contractor fails or refuses to make satisfactory repairs or replacements to property damaged by the contractor under this contract the government will have the repairs made and charge the cost to the contractor.

1.10 ON-SITE PERMITS

1.10.1 Excavation Permits

1.10.1.1 Notify the Contracting Officer prior to notice to proceed of anticipated excavation and intended routes and methods. At least 21 days prior to starting excavation work the Contractor shall request a Base Civil Engineering Excavation Permit. Permits are available from the Red Stake Office in Building 593 South. (for work at Utah Test and Training Range UTTR Civil Engineering Office permits can be obtained by calling 801-777- 1577)

1.10.1.2 The Contractor shall protect from damage all existing improvements and utilities at or near the work site, and on adjacent property of a third party, the locations of which are made known to or should be known by the Contractor.

1.10.1.3 The Contractor shall repair any damage to those facilities, including those that are the property of a third party, resulting from failure to obtain necessary permits and utility marking or failure to exercise reasonable care in performing the work. This includes irrigation lines and sprinkler components. If the Contractor fails or refuses to repair the damage promptly, the Contracting Officer may have the necessary work performed and charge the cost to the Contractor.

1.10.1.4 The Contractor shall verify the elevations of existing piping, utilities, and any type of underground obstruction not indicated or specified to be removed but indicated in locations to be crossed by piping, ducts, and other work to be installed. Verify elevations before installing new work closer than nearest manhole or other structure at which an

a. Hand digging shall be required to locate utilities shown on the contract drawings, Excavation Permit, or 3 feet on either side of locations identified by Base Maintenance Shops. For facilities that store munitions hand digging is required within 10 feet of the bldg to locate the existing grounding cable.

b. Utilities piping that is indicated to be removed may have asbestos.

The General contractor will be responsible for the removal of the utility piping system including those parts that have asbestos. The General contractor is to hire a company that is approved by HAFB and is also certified for asbestos removal. At the time of this writing there is only one company that is available to do asbestos removal and is approved by HAFB.

c. All excavation work within 15ft of a Questar high pressure natural gas distribution line will require Questar Gas technicians to be on-site during the excavation. Contractor shall coordinate this through Blue Stakes.

1.10.2 Utility Outage Requests.

1.10.2.1 Notify the Contracting Officer prior to notice to proceed of anticipated utility outages and closures of streets, parking lots, and pedestrian walkways. Work shall be scheduled to hold outages to a minimum.

Utility outages and connections required during the prosecution of work that affect existing systems shall be arranged for at the convenience of the Government and shall be scheduled on weekends unless otherwise approved by the Contracting Officer. Contractor shall not be entitled to additional payment for utility outages and connections required to be performed outside the regular work hours. All utility outages shall be of as short duration as possible and scheduled as far in advance as possible but in no case less than 21 calendar days prior to the outage or closure. Schedule with the Air Force Project Manager. The Contractor shall obtain in writing from the Project Manager a statement or schedule giving the permissible times for the outage or closure for particular installations and the maximum time allowed for such outage or closure. Permits shall be posted at a conspicuous location in the construction area.

1.10.3 Utility Connection Requests.

1.10.3.1 Utility connections required during the prosecution of work that affect existing systems regardless of necessity for a utility outage shall be arranged for at the convenience of the Government and shall be scheduled on weekends unless otherwise approved by the Contracting Officer. All newly installed underground utilities shall include tracer wire and marking strip and be surveyed by HAFB before the utilities are buried. Provide at least 7 day advance notice of utility connections when an outage is not required.

Comply with paragraph governing utility outages otherwise.

1.10.3.2 Provide 48 hours of advance notice to the Project Manager when new utility lines will be ready for inspection and surveying. The Contractor shall uncover any utility lines buried prior to notification. Contractor shall not be entitled to additional payment for uncovering and reburying any utility lines that were covered prior to providing this 48 hour notice.

1.10.4 Burning Permits.

OPEN BURNING OF ANY SORT IS STRICTLY PROHIBITED.

1.10.5 Welding, Cutting and Brazing Permits.

Air Force (AF) Form 592 is required daily for all welding, cutting, brazing, soldering and similar hot work. The form shall be properly filled out and displayed while all hot work is underway. The Contractor will be required to attend the Welding, Cutting, Brazing certification class prior to construction startup. This class is conducted on the first Thursday of every month and the Base Fire Station Bldg 9.

1.10.6 Street Closures.

The contractor shall obtain approval in writing from the Project Manager before closing any street or parking lot. Submit requests at least 15 days in advance. Include the length to be closed and the length of time of the closure.

1.11 SAFETY.

1.11.1 Governmental Requirements for Construction Safety are given in section 01 35 26 GOVERNMENTAL SAFETY REQUIREMENTS. In addition to the requirements listed in that section the contractor shall provide and maintain work environments and procedures which will;

a. Safeguard the public and Government personnel, property, materials, supplies, and equipment exposed to Contractor operations and activities.

b. Avoid interruptions of Government operations and delays in project completion dates.

c. Comply with all pertinent provisions of the latest version of U.S. Army Corps of Engineers Safety and Health Requirements Manual, EM 385-1-1, in effect on the date of the solicitation.

d. Comply with the standards issued by the Secretary of Labor at 29 CFR Part 1926 and 29 CFR Part 1910.

1.11.2 Whenever the Contracting Officer becomes aware of any noncompliance with these requirements or any condition which poses a serious or imminent danger to the health or safety of Contractor personnel, the public or Government personnel, the Contracting Officer shall notify the Contractor orally, with written confirmation, and request immediate initiation of corrective action. This notice, when delivered to the Contractor or the Contractor’s representative at the work site, shall be deemed sufficient notice of the noncompliance and that corrective action is required. After receiving the notice, the Contractor shall immediately take corrective action. If the Contractor fails or refuses to promptly take corrective action, the Contracting Officer may issue an order stopping all or part of

SECTION 01 11 00 Page 20 of 29 the work until satisfactory corrective action has been taken. The Contractor shall not be entitled to any equitable adjustment of the contract price or extension of the performance schedule on any stop work order so issued.

1.12. ENVIRONMENTAL PROTECTION

1.12.1 Requirements for environmental protection and hazardous materials are given in detail in section 01 57 20 ENVIRONMENTAL PROTECTION. In addition to the requirements listed in that section The Contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any Federal, State, and municipal laws, codes, and regulations applicable to the performance of the work. The Contractor shall also be responsible for all damages to persons or property that occur as well as any fines levied as a result of the Contractor’s fault or negligence.
