Q&A RESPONSES

1. Question: With the unstable oil market, pricing has also been very unstable. Is there a provision in the contract to cover this escalation over and above the original estimate of work?

Answer: No there is not. We do not want you to operate at a loss. Please provide your best judgments of what the items will cost with a proper buffer, however, you will be held to the prices you propose but remember that the award is still based on the lowest bid.

2. Question: Will the award be based on the combined total sum of each of the three spreadsheets HAFB, Little Mountain and UTTR? If not what will the basis be?

Answer: Yes, your bottom line is what determines who receives the award.

3. Question: On the spreadsheets you’re asking for an amount and total. Does the amount then become unit price basis for the rest of the contract?

Answer: The unit prices that you propose are what we will hold you to for the remainder of the contract. This is why you can propose different unit prices for each of the three years because we understand that it will probably change from year to year.

4. Question: I don’t understand the supplemental line item schedule that was posted 9/16/2008. There are a number of blank pages and it is not formatted the way the other three Sup Schedules are.

Answer: This was put out there because some contractors could not open the Excel spreadsheet.
