About this file
This document is a technical specification for Asphalt Treated Permeable Base (ATPB) drainage layer construction at Tinker Air Force Base, Oklahoma, effective April 2019. The specification provides comprehensive requirements for materials, equipment, execution procedures, and quality acceptance criteria for ATPB installation in pavement projects.
The ATPB material must consist of crushed limestone aggregate from Oklahoma Department of Transportation-approved sources, PG 64-22OK asphalt cement (2.0-3.5 percent by weight), and hydrated lime anti-stripping agent (0.5-1.0 percent by weight). Two aggregate gradation types are specified based on compacted lift thickness: Type DL-A for lifts ≤4 inches and Type DL-B for 4-6 inch lifts. Pre-construction testing must be completed within 120 days of construction start and includes soundness, abrasion, flat/elongated particles, absorption, gradation, and fines analysis per ASTM standards. The Job Mix Formula (JMF) must demonstrate permeability between 750-1500 feet per day and porosity minimum of 0.30, tested per ASTM D 2434 and D 7063. Placement equipment includes self-propelled asphalt pavers with heated screeds and static steel-wheeled rollers weighing 6-12 tons. Material must be placed at 200-250°F laydown temperature in lifts of 3-6 inches compacted thickness, with longitudinal joints offset 1 foot and transverse joints offset 2 feet minimum from adjacent lifts. Acceptance testing during construction (Table 3) includes daily aggregate gradation and fines verification, bitumen extraction sampling at 30 minutes and 4-hour intervals per ASTM D 2172, and permeability/porosity/density verification at 1 per 500 square yards. Finished surface tolerances are ±3/8 inch smoothness, ±1/2 inch thickness, and ±1/2 inch grade, with all deficiencies greater than tolerance requiring correction per Section 3.9 procedures.
