RFP
2-2 In reference to the Government response to RFP-68, Upon review of the "C32A Task Card Folder", it was noted that the C8 Check Task Cards assigned to the 4 different aircraft tail numbers were all different as to the task requirements and quantity of tasks assigned to each aircraft. Based upon the requirements of CLIN's X200-X214, as well as the Appendix G Pricing Matrix, only 1 price can be bid for each aircraft type and check level.
Can the government clarify how to bid the CCheck Basic Firm Fixed Price events so that there is one standard upon which the government can evaluate proposed pricing at a fixed price level, allowing for any Task Card differences to be priced at the time of aircraft induction for a maintenance check visit, along with any AFTO 103 additions to the work scopes?
To ensure a common approach to these CLINs, the Government directs all offerors to provide their FFP in Appendix G for each CLIN C-Check based upon the following specific tail number file (See RFP 2-1 for file location in proposal library. Under the applicable file, there are tabs for individual aircraft tail numbers.):
· C-32A
· CLIN X200, C-32A 8C-Check: Use Tail # 98-0002 tab
· CLIN X201, C-32A 9C-Check: Use Tail # 98-0002 tab
· CLIN X202, C-32A 10C-Check: Use Tail # 98-0002 tab
· C-40B
· CLIN X203, C-40B 4C-Check: Use Tail # 01-0041 tab
· CLIN X204, C-40B 5C-Check: Use Tail # 01-0041 tab
· CLIN X205, C-40B 6C-Check: Use Tail # 01-0040 tab
· CLIN X206, C-40B 7C-Check: Use Tail # 01-0040 tab

· CLIN X214, C-40C 9C-Check: Use Tail # 02-0201 tab
RFP
2-3 The Task Card listings include Landing Gear Restoration Task Cards. Since there are separate CLINs for this task, should these cards be included in the CLIN pricing for CChecks?
No. Landing Gear Restoration will be tasked by the separate respective CLIN and are not to be included in the C-Check task CLIN cost. However, individual cards for inspection, servicing, or component replacement not part of the 10-year restoration task card shall be included in the CLIN pricing for the C-Check if scheduled. The Task cards for landing gear restoration will be removed from the respective aircraft task summary as a required task card.
RFP
2-4 The Task Card listings include aircraft engine overhaul tasks for Limited Life Components (LLC). Since there are separate engine labor and material CLINS for these tasks, should these cards be included in the CLIN pricing for C-Checks?
No. Engine Overhaul will be negotiated using the respective Engine labor and material CLINs and are not to be included in the C-Check task CLIN cost. However, individual cards for inspection, servicing, or component replacement not part of the engine overhaul task cards shall continue to be included in the CLIN pricing for the C-Check. The Task cards for engine overhaul/LLC engine activities will be removed from the respective aircraft task summary as a required task card.
However, if the C-Check requires the engine to be removed to perform associated C-Check task cards, this engine removal shall be included in the C-Check CLIN pricing.
RFP
2-5
Does the CLIN pricing include associated tasks such as access, opening panels, closing panels, post maintenance tasks, maintenance aids, support equipment, test equipment, etc.
With the exceptions provided in RFP 2-3 and RFP 2-4, the CLIN pricing for C-Checks includes all associated tasks, labor, equipment, materials, personnel, etc. necessary to accomplish the task. This includes both direct and indirect costs.
