REF # QUESTION RESPONSE

RFP

3-3

What are the building/hangar numbers and square feet (sf) available in the two primary C-32/C-40 COMBS warehouses at JB Andrews?

The primary building is #1752 which contains both storage and admin areas for C-32/C-40 CLS Contractor's use. The floor storage is approximately 9000 square feet sf with mezzanine storage of about 4750 sf. The secondary building is # 1762, which is a joint use facility which has approximately 11,000 sf of floor storage available to the C‑32/C-40 CLS contractor. Also, building 1933 is a common use building where several different users store larger items such as spare engines and APUs on a space-available basis. We have provided layouts of the facilities in file: Joint Base Andrews C-32 C-40 CLS Contractor Use Facilities.pdf)

RFP

3-4

Can you breakout admin vs. storage area measurements for the storage buildings at JB Andrews?

The usable C-32/C-40 CLS admin area in building 1752 is approximately 3700 sf. However, part of that is shared with other system FSRs. Buildings 1762 and 1933 do not have Admin areas for the C-32/C-40 CLS contractor.

RFP

3-5

What is the storage area of the mezzanine in the first C- 32/C-40 hanger we visited at Joint Base Andrews? Building 1752 has mezzanine storage of approximately 4750 sf.

RFP

3-6

Is there any C-32/C-40 COMBS storage in the 201st Hangar at JB Andrews?

There is currently no dedicated C-32/C-40 CLS Contractor storage in the 201st hangar. However, there are tail number bins available.

RFP

3-7

Are the COMBS admin areas at JB Andrews furnished with desks and computer?

No. The Offeror shall be required to furnish all office furnishings. However, Base phone and network drops will be available.

RFP

3-8

Do the racks in the warehouse at JB Andrews come as

GFP?

There are GFP racks in 1752 and 1762 and they will remain with the warehouses.

RFP

3-9

Can you provide contractor use facility information for Scott AFB? Yes, see layouts provided in file: C-40 CLS Facility Layout Scott AFB.pdf

REF # QUESTION RESPONSE

RFP

3-10

Can you provide contractor use facility information for Hickam Field?

Yes, see layouts provided in file: C-40 CLS Maintenance Facility Layout Hickam.pdf

RFP

3-11

Can you provide contractor use facility information for Ramstein AB?

Yes, see layouts provided in file: C-40 CLS Maintenance Facility Layout Ramstein.pdf

RFP

3-12

Do the aircraft always deploy with a MSK for all flights off-station?

Normally - Yes, but they are tailored based upon the mission purpose, destination, duration and scheduled passengers. Enroute resupply shall be supported for long duration missions.

RFP

3-13

ETOPS is not annotated on the Task Cards and there is no manual with C-32A/C-40B&C ETOPS guidance. How does a Contractor know what task cards require ETOPS maintenance practices.

We have issued a new Appendix A, Attachment 15, EXTENDED OPERATIONS (ETOPS) GUIDELINES, to the PWS and RFP. This provides general instructions and references for which to base ETOPS maintenance actions and controls.

RFP

3-14

If the Contractor chooses to use the local wheel and tire shop for wheel and tire build-up, how will the FAR 121/145 certification process work? Is the Government owned wheel and tire shop a FAR Part 145 certificated repair station?

AF Wheel and tire shops are not FAA certificated (121 nor 145) nor do they have the applicable unique 737/757 adapters/support equipment to support Contractor Operation. The PWS update posted on 02 Dec 2014 was incorrect and a new PWS update is posted with the correct information.

Bottom line is that the Contractor is responsible for providing built-up wheel and tire assemblies with appropriate FAA certification (8130) at the Covered Aircraft locations as well as in execution of world-wide sustainment and support.

RFP

3-15

If not certificated, will the Government assist the Contractor in obtaining FAA Part 145 repair station certification? Or will the Government waive the requirement for FAR 145 certification of the wheel and tire shop?

For the purposes of this proposal, Offerors shall not assume the Government waives any such FAA requirement that may or may not exist nor shall they assume the Government will take extraordinary actions to assist in any such certification actions. As these base level wheel and tire shops are not dedicated to this contract/covered aircraft, there are too many unknowns to make such an assumption.

5.6.1 Section 1 – General Information references the Table

of Contents and descriptions of systems for estimating, purchasing, and accounting systems. These are also required in 5.7.1, 5.7.2, and 5.7.3 respectively.

5.6.3 Section 3 – Other Information requires “proposed

a) Recommend deleting 5.6.1 from Table 2.1.

b) Recommend removing “Section 1” from the 5.6.1 paragraph title and renumbering subsequent sections.

c) Please clarify where the Offeror is required to respond to the requirement for estimating, purchasing, and accounting systems.

d) Please clarify where the Offeror is required to respond to the requirement for “rates.”

e) Please clarify if 5.7 – 5.7.11.2 is to be a separately numbered section in the proposal or to be incorporated into

5.6.3 Section 3 - Other Information.

Offerors are to use Table 2.1 to organize their proposal. Section 5.6 provides for the detailed information required with Section 5.7 providing both specific and general directions and discussions. Sections 5.6.1 - 5.6.4 are specific call-outs for the associated information (General Information; Pricing Information and Supporting Data; Other Information; and Completed RFP Appendix G with Offeror's Proposed Prices, respectively). Any information the Offeror needs to submit on Pricing Support not covered in the above sections would be placed in Section 5.7 per Table 2.1 of Appendix L.

What was the Work scope of last shop visit? What was the date of last shop visit for each engine?

RFP

3-19

RFP

3-20

Can LOPA for each aircraft be supplied for bidding information? Equivalent data has been added to the Bidder’s Library.

RFP

3-21

The OEM licensing costs may be a significant cost to non- OEM Offerors. Will the Government consider separately purchasing the data or enter into a Data Licensing Agreement (DLA) with Boeing for the required technical data. The subsequent winning Offeror is then provided restricted access IAW the DLA. This removes this price factor from the evaluated proposal. As an option, will the Government entertain making the cost of the OEM data rights licensing a non-evaluated price factor that would not be part of the Total Evaluated Price (TEP)

No. See RFP-54 response posted to FBO on 3 Dec 14. The Government will not accept either option. Any cost of OEM data licensing/access will remain part of the TEP and the technical evaluation of the Offeror's proposal. This was addressed in the Pre-Proposal Conference.
