NAVAIDS Family of Systems Modernization Pre-Installation Survey
Page 1 7 Feb 12
1. PURPOSE: This document defines the requirements for a Navigational Aids (NAVAIDS) Family of Systems (FOS) Modernization Pre-Installation Survey. This site survey shall be performed by the Contractor to determine if existing NAVAIDS FOS meet design standards currently required of the system.
2. AFFECTED SYSTEM(S): AN/FRN-44 Very High Frequency Omni-Directional Range (VOR), AN/FRN-45 Tactical Air Navigation (TACAN), and AN/FRN-43 Very High Frequency Omni-Directional Range Tactical Air Navigation (VORTAC).
3. BACKGROUND:
3.1. The 38th Engineering Installation Group (EIG) initially installed most if not all of the FRN-43/44/45 systems using standard USAF drawings that included the antenna tower, building, and foundations. All FRN-43/44/45 systems should still comply with these drawings as well as other military standards and the FRN-43/44/45 Technical Orders (TOs).
3.2. The modernization program will not directly fund site rework that brings them back up to the standard level initially provided. Therefore, this pre-installation survey shall be used to identify potential site issues, so that they can be worked prior to scheduled installation of the NAVAIDS FOS Modernization.
4. SURVEY DATA COLLECTION:
4.1. Utilizing base support, inspect each VOR, TACAN and VORTAC utilizing the NAVAIDS FOS Modernization Pre- Installation Survey Checklist. Inspection points may be examined and verified through Base Civil Engineering (BCE) records for the NAVAIDS FOS or visually inspected at each location. The Contractor is to visually inspect only that which is visible or readily accessible. The Contractor shall coordinate access to the NAVAIDS FOS and BCE records as well as removal of any components during the inspection with personnel from the base.
4.2. The Contractor shall complete the attached NAVAIDS FOS Modernization Pre-Installation Survey Checklist for each VOR, TACAN and VORTAC. This shall include completing all general information at the top of the checklist for each system and then marking either the Yes, No or Unable to Verify block for each inspection point. If an inspection point is not applicable to a particular type of system, place N/A in the Yes block. For each inspection point marked as Unable to Verify, note why in the comments section. For each inspection point marked as No, note in the comments section or a separate piece of paper clear details on the discrepancy, recommended actions to resolve discrepancy, specific location(s) of the discrepancy within the system and indicate whether the discrepancy will have a direct impact on this modernization effort. To help convey the discrepancy, drawings, military standards, TOs, pictures, etc. can be redlined and/or marked-up and attached to the checklist. The checklist and any supporting documentation shall be provided electronically and the filename shall include the base name, type of system, directional reference (only if the base has more than one of a particular type of system) and type of document (e.g.
Lajes Field–TACAN-North-Checklist or Tinker-TACAN-Drawing1). The checklist shall be delivered in a MS Word format.
4.3. The Contractor may add inspection points to the survey checklist as required to help identify other discrepancies that will have a direct impact on the modernization effort. However, these inspection points must be supported by existing drawings, military standards or TOs applicable to each type of system.
4.4. The Contractor shall collect additional data about the configuration of each system. The Contractor shall provide this information to the Government with each completed checklist. This information shall be provided in a table format that can be copied and pasted to create and maintain a Government database for all the sites and systems. The exact table format and file type that is provided shall be established jointly between the Contractor and Government. Once the format and file type is established and approved by the Government, no changes shall be made without permission of the Government. As a minimum for each system, the Contractor shall provide the following information in the table:
Base Name Location of Base – State (if applicable), Country Type of System – VOR, TACAN, VORTAC
Page 2 7 Feb 12

Other Comments
4.5. The Contractor shall provide photos of each system. At a minimum, the Contractor shall provide a picture from all four sides of the outside of the equipment facility. If the TACAN antenna cannot be captured in these photos, a picture of the antenna and its tower mount shall also be included. The photo quality shall be no less than 6 megapixel and be delivered in a JPEG format. The filename for each picture shall include the base name, type of system, directional reference if the base has more than one of a particular type of system and type of document (e.g. Lajes Field–TACAN-North-Photo1).
