Question Response
As indicated above, Section L requires some information in the Small Business Participation plan to be included in Volume I and other information in Volume III, yet Section 1.2.7 only allows cross-referencing when the use would conserve space without impairing clarity. It would seem that written information in one Volume, discussing information contained in another Volume would impair clarity. Would it be possible to move the entire Small Business Participation Plan section to Volume III so that the information could be contained in one area?
Concur with submitting the Small Business Participation Plan information to Volume III.
However, Volume I must cross-reference the SBPP location in Volume III. SBPP will not count against page limitation of Volume I.
Section L, 2.6(b) requires that the participation percentage from the matrix to be included in Volume III shall be accompanied by detailed supporting documentation. Does the supporting documentation go in Volume III with the matrix or remain in
Volume I?
Concur with submitting the Small Business Participation Plan information to Volume III.
However, Volume I must cross-reference the SBPP location in Volume III. SBPP will not count against page limitation of Volume I.
Section L, 2.6(c) requires Offerors to identify the estimated total acquisition dollars of such work of each company. Under
2.6(b) it was stated that the matrix should go in Volume III since pricing information should not be in Volume I. Should this information which is broken out by company in (c) also go in Volume III for the same reason?
Concur with submitting the Small Business Participation Plan information to Volume III.
However, Volume I must cross-reference the SBPP location in Volume III. SBPP will not count against page limitation of Volume I.
Pg. 59 of the Solicitation provides that large businesses shall provide a goal for the utilization of Small Disadvantaged Business and that any goal of less than 5% of the total subcontracted dollars has to be explained and justified. This goal is not referenced in Section L. Is this goal and/or explanation to be included in Volume I or Volume III?
Because this clause will be come part of the contract, include the goal/explanation in
Volume III.
Regarding the Price/Cost Model submission requested in Section L., paragraph 3.3.9; on previous Government proposals when we’ve been requested to submit this type of data, the Government has provided the template to be used, I assume to ensure consistency between the various offerors. Can you please provide the MS-EXCEL file to be used to submit this data? If not, can you please provide the fields that you expect to see from each offeror?
There is no template to follow. The model should reflect costs and work it's way up to reflect how the final prices were achieved.
It appears that 252.227-7016 has not been included in this Solicitation. Per the prescription of this clause it is to be included in all solicitations containing 252.227-7013 – which this Solicitation does include. Is the USAF going to add 252.227-7016 to the
Solicitation? This affects the disclosure statements which have to be included in the different volumes in order to protect our information and therefore affects the space available for text vs footers. 252.227-7016 will be included into the RFP via amendment.
There are 102 sites identified where equipment will be installed, with an additional 19 systems being delivered to Tinker AFB.
Where/how are Contractor’s directed to estimate the cost of installing the 19 systems being delivered to Tinker AFB? Installation costs should be included in your price for the 19 Tinker systems.
Can we assume all 19 systems that get delivered to Tinker will eventually be installed at domestic sites? If not, please advise the basis of estimate. Your assumption for domestic sites as basis of estimate is correct.
Regarding “Over & Above”; the Government has indicated the number of hours that will be assessed against the Contractor’s composite hourly rate. Will the Government use a dollar amount to assess against the Contractor’s “Material Overhead Rate” for evaluation purposes?
Section M of the RFP identifies the amount ($10,000.00) that will be applied to the Material
Overhead Rate for evaluation purposes. Please see page 107, para 2.3.5.
