Queston Response
Since the contractor is responsible for bidding travel costs for site surveys and installation as well as shipping costs and duties to the destinations, we feel that such ambiguities cannot exist in a LPTA type of procurement. There is a significant difference in costs when dealing with international –vs- domestic sites. If there are 102 equipments to be delivered per the CLIN structures, there should be 102 sites clearly identified for the basis of bid. We recognize that the USAF may need to change some of the destinations after contract award but there should be no ambiguities for the basis of contractor bids.
At this point, the definite equipment quantity will be 121 systems. The number of ship to locations is 103 sites. However, for pricing purposes, the delta of 18 between the number of systems and the number of locations will be shipped to Tinker AFB (15 TACANS and 3 VORTACS). The Ship To list will reflect this upon release of the RFP.
At present, there is mention in the CLIN description in Section B for the ICS (CLIN X007) that it commences “upon expiration of initial year of support.”
This implies that all equipment delivered comes with a 1 year initial warrant however we see no requirement in the SOW for this warranty. Can you please direct us to where this requirement is stated (assuming we are missing it) or provide clarification to all potential contractors that a 1-year warranty is a firm requirement.
The requirement for one year sustainment with the equipment can be found in the SOW, paras 1.6.2.4 and 1.6.2.5. “The Contractor shall supply one full year of sustainment support from the time the modernized system is accepted by the Government. This sustainment support shall provide for the same level of Contractor support as the Interim Contractor Support (ICS) described in the Performance Work Statement (PWS).”
Paragraph 1.1 of the PWS for ICS states that “During the ICS period the contractor shall be responsible for all depot level maintenance repair actions and field level repair actions as required”. This differs from our understanding of the maintenance philosophy in which the USAF site personnel will have responsibility for removal and replacement of LRUs in the field and that the contractor is then responsible for the repair of returned items. The statement in the PWS seems to imply that the contractor will be responsible for putting someone on a plane to conduct any field-level maintenance action needed. Please clarify so that we fully understand the expectation. Also please clarify if the contractor is truly responsible for the conduct of field maintenance that the travel associated with this is covered under CLIN X005 as I don’t know how it would otherwise be able to be accurately bid.
Paragraph 1.1 of the PWS for ICS states that “During the ICS period the contractor shall be responsible for all depot level maintenance repair actions and field level repair actions as required.” The emphasis should be on the “as required” for field level repair. If there is a need for repair actions in the field that are above those of the on-site government technicians, then the contractor will be expected to provide those field level repair actions. Additionally all Travel will be applied to CLIN 0005.
This differs from what was briefed in the Pre-Solicitation Conference when stated Travel for install will be rolled into the equipment CLINs. Now ALL travel will be on CLIN 0005.
