Document Paragraph Comment Government Response CDRL A019 Paragraph 2.1.1 calls out for the PTD to be developed down to the lowest level of assembly (i.e. down to the resistor, capacitor, diode, connector…).

As this is not consistent with the purchase of COTS equipment, please confirm that this is the Governments intent so that all bidders address this requirement to the same level of detail.

This is confirmed

CLIN X006AA CLIN description references H Clause GKA -12-02 that is not elaborated in the draft RFP package. Please provide the reference clause or incorporate within the CLIN description.

The H Clause is located on page 89-90 of 130 of the draft RFP.

Section B Inspection and Acceptance are at Destination. Please confirm that CLIN pricing should include all shipping costs and custom duties.

This is a correct interpretation

Section B Section B shows a total of 102 equipment (5 VOR, 20 VORTAC, 77 TACAN) including first article where as the "SHIP TO" listing shows a total of 110 equipment (3 VOR, 26 VORTAC, 81 TACAN). Please correct prior to release of the package for bid so that there are not ambiguities in pricing a FFP proposal.

The firm numbers are less than the total number of "ship to" locations to allow flexibility in option year for number of units installed per year. The "ship-to" site list is the inclusive list of all the potential sites that an install will occur, however, all the sights might not receive new equipment.

Section B Section B shows a total of 100 site surveys (CLINS X009) yet the "SHIP TO" document lists 110 locations. Please correct prior to release of the package for bid so that the actual sites intended to be survey are known for the bid.

See answer above

Section L 2.6 The Government's requirement for a Small Business Participation Plan from

Offeror's, including companies with commercial subcontracting plans is contrary to 52.219-9(g) which provides "Once the Contractor's commercial plan has been approved, the Government will not require another subcontracting plan from the same Contractor while the plan remains in effect, as long as the product or service being provided by the Contractor continues to meet the definition of a commercial item." Can the

Government please clarify.

The FoS requirement has not been determined to be a commercial solution in accordance with the definition of commercial items per FAR Part 2. Therefore it is not anticipated that commercial subcontracting plans will be submitted with a proposal for the FoS requirement.

Section L 2.6 Section (b) references "D" in the chart below. There isn't a "D" reference in the chart. Should Contractor assume the number items should be letters e.g. "23," is "A", "24" is "B", etc?

This is a software issue and we will try to resolve. However in the event that we are unable to resolve for the formal RFP this assumption would be correct.

Section L 2.6 Please explain the reference to Clause GKA12-01 The intent is that the calculations will assist you in ensuring you meet the 7% requirement in Clause GKA 12-01 (pg 88-89 of Draft RFP)

SOW 1.11.2 Please clarify the Government Purpose Rights will only be provided if CLIN

0010 is exercised. Until the CLIN is exercised Contractor may submit technical data with Limited Rights and computer software with Restricted

Rights.

The proposed price of the CLIN will allow the government to determine if it is in their best interests to purchase Gov't Purpose Rights. If the government chooses not to exercise the CLIN, the contractor will provide what rights the government is entitled to. If it is decided to purchase, the CLIN will be exercised at contract award.

TMCR 9.4 Requires that "The Contractor shall also participate in all Technical Order

Review Boards (TORBs) and Flight TORBs." In order to provide an accurate

FFP proposal, the details surrounding such participation must be clarified

(i.e. number meetings, length of meetings, location of meetings).

The definition and expectations of the TORB and the contractor's involvement is defined in TO 00-5-3, Appendix C, Paragraphs C.7.6 and C.7.8. In addition, the

TMCR will be edited to better define scheduling and location of expected TORB meetings. Flight TORBs are not applicable so all references to them will be removed from the TMCR.

TMCR Section 3 When will the described Technical Reference Library be available? These will be posted to FBO prior to RFP release

The latest version of the draft RFP now includes the requirements for small business participation in Vol. I. The table included in Section L for this requirement indicates that the value shown here must match the Total

Contract Value that has been proposed in our Price Proposal Volume.

However, later in Section L, in paragraph 3.1, we are directed that our proposed pricing must not be listed anywhere other than in the Price

Proposal Volume.

Section L corrected to have the small business matrix in the Price Proposal

Volume.

V-GEN-7 requires dual monitors with automatic switching. Will equipment with dual monitors that operate simultaneously (no switching required) that can be configured with an “AND” or “OR” logic function be acceptable?

No, only one monitor is expected to be operating at a time and automatic switching is required. Having the monitors operating simultaneously would potentially reduce the service life of each and power would be wasted.

V-IF-1. RF cables are typically protected with diode or gas discharge tube functions that do not necessarily provide a disconnect function upon overload, but instead provide a low impedance path to ground to shunt excess voltage to ground. Will this type of protection be acceptable for RF cables in and out of the facility?

Yes, this is acceptable.

Is it correct to assume that the UPS requirement of V-GEN-4 does not apply to the ATC equipment of V-GEN-12?

Yes, this assumption is correct.

File details come from the government source that posted it. Updated .
