For all other sites, this shall be performed as agreed upon when the CLINs are exercised. It is the intention of the government to have the site surveys performed 8 to 12 months prior to the modernization installation. The purpose of each site survey shall be to perform a pre-installation inspection to determine if the existing NAVAIDS FOS system meets design standards currently required of the system and shall be performed per the attached NAVAIDS FOS Modernization Pre-Installation Survey. In addition, the site surveys shall allow the Contractor the opportunity to determine the exact configuration of each existing system at each location. The Contractor shall prepare and deliver a report from each survey that includes the completed NAVAIDS FOS Modernization Pre-Installation Survey Checklist, clear details on all discrepancies found and recommended actions to resolve discrepancies. Each discrepancy shall include the specific location(s) of the discrepancy within the existing system and indicate whether the discrepancy will have a direct impact on this modernization effort. As an attachment to the Site Survey Report, the contractor shall detail the configuration of the existing system that at minimum shall include type, shape and size of the building/shelter, type of TACAN antenna mount (tower or facility mount), and, when applicable, the location and height of the TACAN antenna tower.

Immediately following the successful installation of each NAVAIDS FOS production system, the Contractor shall perform a Functional Ground Test of the system to ensure that it is functioning properly prior to flight check. The Contractor shall coordinate with the Government to establish and deliver a Functional Ground Test Procedure that will be used. The Functional Ground Test Procedures shall breakdown the procedures so they can be readily applied to the testing of any particular system (VOR/TACAN/VORTAC). If any deficiencies are found during this testing, the Contractor shall resolve it and perform the testing again. Results of each Functional Ground Test shall be recorded and included within a Functional Ground Test Report.

These reports shall include all deficiencies found during the test as well as the actions that were taken and changes that resulted from the deficiencies. If the deficiencies drive a change to the Product Baseline, the Contractor shall submit an ECP for Government approval prior to performing changes. Upon approval, the Contractor shall utilize their Configuration Management Plan to update all affected documentation and retrofit any previous installations if required.

Government acceptance of each production installation shall be after successful Functional Ground Test and FAA flight inspection performed by the Government on the modernized NAVAIDS FOS IAW AFMAN 11-225 (FAA Order 8200.1C).
