| Per 2.4.17.4.5.2 all HCWs must complete a drug screen. Will incumbent HCWs also have to complete a drug screen if they were not required to do so when they were hired? When do the results have to be submitted since all that is required is documentation that the HCW completed a drug screen? For confidentiality issues, who from the government will receive and review the results of the drug screen? |
| The requirement outlined in paragraph 2.4.17.4.5.2 is for the Contractor to submit documentation to the MTF Service Contract Manager that the candidate successfully completed a drug screen. The terms of the CLASS contract do not discuss exceptions based on previous contract requirements. The documentation "shall be submitted to the Government before placement of the HCW" as outlined in Section H.2d for Representative Task Order requirements; H.3d for subsequent task orders; H.16b.3 when replacing HCWs; and, H.17b.3 when substituting HCWs. The documentation shall be submitted to the Service Contract Manager as outlined in paragraph 2.4.17.4.5.2 |

| If a 90 day hiring period is standard in the industry for physicians, what data is the government using to believe that a 60 day period is adequate for a candidate to resign their current position, complete paperwork, and be credentialed? Would the government consider changing this requirement to 90 days? |
The Government is not aware of an industry "standard" for placement of physicians. During market research, including responses to a draft RFP and Industry Day, the Government confirmed the time frames for providing qualifying documentation and placement of all HCWs to 20 days and 30 or 60 days respectively. The Government has no reason to consider changing this requirement.

The names and points of contact for the Contracting Offices will be provided in the Task Order Proposal Request (TOPR) letter as discussed in Section H.3. Therefore, the information is not available with the initial RFP.

| What policies or requirements will the MTF follow to work with our HR department in following an appropriate due process? Does the government provide any training to the QAPs on how to supervise contract HCWs? |
| The paragraph states that removal requests must come from the ordering Contracting Officer, not the MTF. The MTF cannot request removal of a HCW. Yes. The ordering Contracting Office and the Program Management Office require QAPs to complete training before supervising HCWs on this contract. |

| The Physician Assistant – Cardiology position is listed on the pricing detail, but not in the approved position description list. Can you please provide statements of work for that position? |
| The Physician Assistant - Cardiology position listed for Wright-Patterson AFB should be priced as a Physician Assistant with a minimum of three years of experience in cardiology; therefore, the appropriate position description is for a Physician Assistant. The “Additional MTF Requirements (Addendum)” column (Column L) should state the following: “Shall have a minimum of three years experience in cardiology”. |

| In the pricing detail, the overage hours for the Dentist positions are 10 hours and the on call hours are for 720 hours for 1 FTE. However, the same number of hours are reflected for more than 1 FTE. For example, the Dentist at Patrick AFB reflects the above numbers for 1 FTE and the Dentist at Peterson AFB reflects the same numbers at 3 FTE. Please clarify what the correct overage and on call hours are 1 FTE. |
| The Dentist position at Patrick AFB is a centralized position. The number of on-call and overage hours for these positions is correct. |

| The primary care providers and specialty care providers are discussed in paragraph 2.1.6 and 2.1.7 respectively in the section C of the RFP. |

| Are the Travis AFB positions inclusive of the OT laws or do we need to calculate the number of hours that will be OT per week based on the law? For example, if a Clinical Nurse at Travis AFB is working 3/12 hour shifts per week, do we need to calculate that they will be working 12 OT hours per week (4 per shift) or is this already calculated in the hours listed in the pricing detail? |
You do not need to calculate the number of overage hours for those positions working a 12-hour shift at Travis AFB. The overage hours for those positions at Travis AFB follow California state law, which was identified in the note at the bottom of the Representative Task Order.

| Would it be possible to issue the solicitation in word format so that we can send our Past Performance references a document that they can fill out via the computer? Your assistance in this matter would be greatly appreciated. Thank you in advance. |
The final Request for Proposal (solicitation) will not be provided in Word format for security reasons. However, a Word version of the past performance questionnaire has been added to the FedBizOpps site. Note: offerors are reminded to use the Past Performance Information (PPI) Tool in accordance with the RFP. The PPI tool was added to the FedBizOpps website on 8 Apr 11, and is titled L-5 Past Performance Tool.
