Data entry for FTE positions during reporting period:An FTE of 1.0 is based on a range of annual billable hours from 1880 to 2000 hours. A position with less than 1880 annual billable hours is based on 1880 hours. For example 1504 annual billable hours is 0.80 FTEs (1504/1880)
Definitions:
a. Number of Valid FTE positions Filled (Overall Fill Rate):A valid FTE position is a position that has a required start date before or during the reporting period. A valid FTE position that has an end date during the reporting period is counted as filled for a reporting period only if the valid FTE position ended less than 30 calendar days before the the task order end date.
b. Number of Valid FTE positions on Active Task Orders:A valid FTE position is a position that has a required start date before or during the reporting period. A valid FTE position that has an end date during the reporting period is counted as a valid FTE position. An active task order is one that has an end date within or after the specified reporting period.
c. Number of Initial Fill FTE positions with a Required Start Date (Initial On-Time Fill):An Initial Fill FTE position is the first fill of a position on an active task order with a required start date within the reporting period. This does not include valid FTE positions with a required start date for replacements or substitutions.
d. Number of Initial Fill FTEs filled on-time:The number of valid FTE positions for initial fills having a required start date on active task orders which were filled on time during the reporting period.
e. Number of Vacated FTE positions with a Required Start Date (Replacement On-Time Fill):A vacated FTE position with a required start date within the reporting period is a position that was vacated and required to be filled during the reporting period. This does not include valid FTE positions that were never filled (i.e., no initial fill of the position).
f. Number of Vacated FTEs filled on-time:The subsequent fill of vacated FTE positions on an active task orders during the reporting period which were filled within 30 calendar days of vacancy.
g. Number of Valid FTE positions turned over (Turnover Rate):A valid FTE position is a position that has a required start date before or during the reporting period. A valid FTE position that has an end date during the reporting period is counted as turned over if the valid FTE position ended more than than 30 calendar days before the the task order end date.
h. Number of Valid FTE positions never filled (vacant):A vacant valid FTE position is a position that has a required start date before or during the reporting period, but has not yet been filled with the initial fill (i.e., vacant).
i. Number of Valid FTE positions with early departure (Right Fit Percentage):A valid FTE position is a position that has a required start date before or during the reporting period. Early departure is the departure of a valid FTE position within 180 consecutive calendar days of their actual start date during the reporting period. This does not include FTE positions on task orders for less than 180 days.
j. Number of Encumbered FTE positions (Calcualted Field):0.00An encumbered FTE position is the number of positions that is filled during the reporting period (Calculated field).
k. Task order proposals (TOPR Participation Rate):A task order proposal is a valid offer submitted by the Contractor in response to a TOPR during the reporting period.
l. Number of TOPRs issued by the Government:A TOPR is a task order proposal request submitted by the Government during the reporting period.
m. Number of FTEs Approved on Letters of Intent to Award:Number of FTEs approved is the number of FTE candidates approved by the Government after review of qualifying documentation during the reporting period.
n. Number of FTEs on Letters of Intent to Award Issued:Number of FTEs on Letters of Intent to Award issued by the Government during the reporting period.
o. Number of Discrepancy Notices Issued:The number of discrepancy notices issued includes all discrepancy notices (e.g., Letter of Concern, Cure Notice) signed by a CO with a suspense date during the reporting period.
p. Number of Discrepancy Notices Resolved:The number of discrepancy notices resolved includes all the issued discrepancy notices resolved within the suspense date during the reporting period.
q. Number of HCWs receiving the Third Discrepancy Notice:The number of HCWs receiving the third discrepancy notice during the reporting period.
r. Number of HCWs with three or more Discrepancy Notices Resolved within seven (7) calendar days:The number of HCWs with three or more discrepancy notices removed within seven (7) calendar during the reporting poriod.
s. Number of HCWs given access to e-QIP or the downladable form who completed the security package before the appointment with the Unit Security Manager:The number of HCWs given access to e-QIP or the downloadable form who completed the security package before the appointment with Unit Security Manager during the reporting period.
t. Number of HCWs given access to e-QIP or the downloadable form with security appointments:The number of HCWs given access to e-QIP or the downloadable form having security appointments with Unit Security Manager during the reporting period.
u. Number of HCWs with appointment dates NLT 14 days before the required start date:The number of HCWs with appointment dates NLT 14 days before the required start date during the reporting period.
v. Number of HCWs with security appointments:The number of HCWs having security appointments with Unit Security Manager during the reporting period.
w. Number of HCWs security package delays:The number of HCWs with security package delays due to Government-caused issues.

x. Number of credentialed HCWs submitting credentials packages on time:The number of credentialed HCWs submitting complete and accurate credentials packages NLT 30 calendar days before the required start date during the reporting period.

z. Number of FTE positions requiring a substitute:The number of FTE positions needing a temporary substitute (i.e., permanent HCW not available for more than 30 days with a planned return date) during the reporting period.

ab. Number of FTE positions with a lapse in qualifying documentation: The number of FTE positions not able to work during the reporting period due to a lapse in qualifying documentation.

ac. Total Obligated Dollars awarded:The total obligated dollar amount on all task orders awarded during the reporting period.
ad. Number of lost duty hours for credentialed HCWs:The number of lost duty hours (i.e., hours not used) for credentialed HCWs during the reporting period due to delays in initial, replacement, and substitutution fills.
ae. Number of lost duty hours for non-credentialed HCWs:The number of lost duty hours (i.e., hours not used) for non- credentialed HCWs during the reporting period due to delays in initial, replacement, and substitution fills.
