Staffing/Travel Questions
1. Question: The RFP has provided SCA info but no cross reference of ECMM positions to SCA Status. Also, you mentioned Current employees will have right of first refusal. Will you provide the incumbent positions that are currently identified as SCA? As an example, with Degrees, Certs and Security Clearances required we cannot see how positions qualify for SCA.
Reference: Attachment 12
Answer: FAR subpart 22.10 discusses the Service Contract Act. Specifically, FAR 22.1003 –Applicability states “This Subpart 22.10 applies to all Government contracts, the principal purpose of which is to furnish services in the United States through the use of service employees, except as exempted in 22.1003-3 and 22.1003-4 of this section, or any subcontract at any tier thereunder. This subpart does not apply to individual contract requirements for services in contracts not having as their principal purpose the furnishing of services. The nomenclature, type, or particular form of contract used by contracting agencies is not determinative of coverage.” The majority of the positions required to support ECMM services do not meet the exemption requirements listed. Positions that may be exempt are the Program Manager, Medical Technology Clinical Engineer, OCONUS SME Lead, MRA Medical Readiness Planner, and Transportation Management Specialist since they are not listed in the applicable Wage Determinations as provided by the Department of Labor.

27. Question: Would the USG consider making the Planmeca Digital dental course contingent upon award for all Biomedical Maintenance Equipment Technician (BMET) positions, rather than a prerequisite condition?
Answer: Exhibit D - ECMM Position Qualifications document has been revised as follows for the BMET (Skill Level II):
ANG Support: Must have a minimum of two BMETs upon contract award who have completed the Planmeca Digital Dental course; remaining ANG BMETs must have graduated from the Planmeca Digital Dental course no later than 12 months of contract award. See RFP Amendment 3 for the revised Exhibit D and PWS Template.
5/13/2019
28. Question: Is there an intention to displace the current veteran centric, but less formally educated workforce to only hire college graduates with a bachelor’s degree and not necessarily experience in the military medical logistics? This change seems likely to result in a significant turnover of the current workforce at a time when the turbulence of transition to the new contract and weather driven disasters might be at their peak. Is that your intent?
Answer: Refer to question #29 under this section. See RFP Amendment 3 for the revised Exhibit D and PWS Template.
5/13/2019
29. Question: In reviewing the equipment lists provided, there is no Planmecca equipment at locations (except at the Air National Guard sites), there is none in the WRM sets. During a real-world or exercise scenario the SME may receive orders by the government, to travel to designated locations based on mission requirements. SOO Line 339. During a real-world or exercise scenario throughout the OCONUS Theater of Operations, the SME may receive orders by the OCONUS Major Command Surgeon General or Combatant Commander (COCOM), in coordination with the CO, COR and PM, to travel to designated locations based on mission requirements. Questions: Will the government clarify how the Government will determine if contractor personnel are fit to travel into deployed locations? Will the Government provide all health screenings, inoculations, public health functions?

5/15/2019
31. Question: In reference to PWS 1.6.11.5 line 474, 1.6.11.6 Line 489, 1.6.11.7 Line 502, BMET Level I-IIIs must have graduated from the Planmecca digital dental course. Will the government clarify if this is a requirement for current incumbent? In review of the equipment listings, only equipment at ANG sites is relevant to Planmecca certification. This certification does not apply to equipment listings supported by WRM sites in terms of total volume of ECMM BMET positions.
Question: Will the government clarify if this is a new requirement? Will government consider adding years of experience equivalency in lieu of degree in labor category requirement?
Answer: This is not a new requirement. BMETs (all skill levels) that support the ANG have the Planmecca certification. Exhibit D – ECMM Position Qualifications (revised) lists the minimum education requirements and experience for BMETs. All BMETs must have graduated from The DoD Biomedical Maintenance Course or an accredited civilian Biomedical Maintenance Course. BMET Skill Levels I and II must have a degree (High School Diploma and Associates Degree, respectively). A Bachelors Degree is desirable for the BMET Skill Level III.
32. Question: PWS 1.6.11.10 Radio Comm System Tech requires Associate Degree. Leveraging this requirement would increase technical and financial burden on small business offeror as well as greater risk during transition if the entire incumbent force does not already possess the certification. Question: Will the government clarify if this is a new requirement? Will government consider adding years of experience equivalency in lieu of degree to labor category requirements?
Answer: This is not a new requirement. Minimum Education has to been changed to “Desirable” Education. See RFP Amendment 3 for the revised Exhibit D and PWS Template.

General/RFP/PWS/SOO/Proposals Questions
1. Question: In ‘Attachment 3 – PWS Template’ ‘Part 5 – Specific Tasks’ line #975, the government states: ”[Describe how the work is to be accomplished (IAW RFP attachment 2, SOO) in sequential order, i.e., 5.2, 5.3, etc. below]“ Request that you please confirm the government still expects offerors to explain HOW they are going to perform the specific tasks in the PWS we’re to write.
However, if on the other hand, the government expects offerors to tell WHAT specific tasks they’re going to perform in section 5 of the PWS, and subsequently HOW they will perform those tasks in Technical Subfactor 2 - Program Management Plan.
Answer: Answer: Contractors are expected to tell the Government HOW they will perform the requirements outlined in the SOO.
Follow up Comment: The government's initial instructions for Solicitation FA8003-19-R-A002 ask for offerors to write a PWS. We used the FAR definition of a PWS as guidance in writing our response to the ECMM solicitation…that described the work in terms of the required results rather than "HOW" we planned to accomplish the work. The government published Amendment 2 - Q&A which stated the government's desire for offeror's PWS to describe HOW we plan to perform the work, which is exactly what the FAR tells us not to do in a PWS. Therefore, we must now start over writing a 50 page document that tells the HOW rather than WHAT.
Revised Answer: The Government retracts the initial response to the question and has revised it as follows: IAW the Addendum to 52.212-1, Section 5.3.1 which states “The Offeror must provide a PWS that addresses all the requirements addressed in the Government’s SOO.” and the Addendum to 52.212-2, Section 4.2.2.1 which states “The USAF will evaluate the PWS that is submitted by the Offeror to ensure that it incorporates each task identified in the SOO.” The Offeror’s proposal, to include the PWS, shall not “simply rephrase or restate the Government's requirements” as required by the Addendum to 52.212-1, Section 3.2.1. Offerors proposals must comply with the aforementioned Addendums in order to be found “Technically Acceptable”.
5/10/2019
2. Question: We respectfully request that the government increase the page limitation for this section to 50 Pages to allow sufficient space for us to provide our response?
Answer: The 50 page limit for the PWS described in the Amendment to FAR 52.212-1, Table 1 – Proposal Organization (see RFP Exhibit A) only applies to Part 5 of the PWS Template. Parts 1, 3, 4, 6, 7, and Exhibit 2 shall not be altered and are not counted as part of the page limit. Part 2 may be altered to include definitions and acronyms found in the Offeror’s Part 5. Part 2 will not be counted as part of the page limit. Exhibit 1 may be altered to include PWS references only and is not counted as part of the page limit. Please see the revised Attachment 3 – PWS Template. This clarification will be included in Amendment #1 to the solicitation.
5/8/2019
3. Question: Can you help facilitate an appointment/meeting to meet with the 88 Medical Group SME on the JANUS program?
Answer: The Government will not facilitate the requested meeting and also requests that you not contact the 88th Medical Group directly. The scope of the JANUS program is stated in the SOO.
5/8/2019
4. Question: I would like a list of incumbent employees so I can offer them contingent hire letters. This is (IAW Executive Order 13495, Non-Displacement of Workers on Service Contracts) to ensure you have adequate competition and we can provide you as many incumbent employees as possible and reduce your risk.
Answer: The Government will not provide a list of current contractor employees. IAW FAR 52.222-17(e)(2), the successor contractor will receive a list of certified service employees after contract award.
5/8/2019
5. Question: Do you plan to have a classified Competition Library where P&S can register and then have access to the detail of JANUS work we require to bid the work? Having bid on a number of classified proposals this is usual and customary to provide all the same data that the incumbent has.
Answer: We will not have a classified Competition Library for the JANUS program because the scope of the JANUS program is unclassified and is stated in the SOO. The incumbent does not have a competitive edge in terms of bidding this requirement. The classified work to be done does not require a bid; the classified work is directly paid for by the JANUS program and is not part of an offeror’s proposed TEP.
5/8/2019
6. Question: The PWS Template and SOO provided by the government are 59 pages combined, which is 9 more pages than the 50 page limit allowed for the contractor provided PWS. Will the government consider increasing the contractor provided PWS page limit to 80 pages?
Answer: Please see the response to Question #2 of this section.
5/8/2019
7. Question: In the Exhibit A – Addendums 1 and 2 (Final), section 5.3.1 states that the responses will, “…provide the specific methodology used for accomplishing/satisfying each of the two technical subfactors”. However, in section 5.3.2 and under Table 1 – Proposal Organization, section 5.3.2 Tab 1: Performance Work Statement (PWS) the offeror is only given 50 pages to “…provide a PWS that addresses all the requirements addressed in the Government’s SOO”. For clarity, the Government is not asking for a Technical Approach in response to the Technical PWS write-up?
Answer: See response to question #1 in this section.
5/8/2019
8. Question: In conforming to the proposal requirements for Volume II – Technical, section 5.3.2 states that Attachment 3 - PWS Template should be used to complete Subfactor 1 (Tab 1). Is the PWS requirement to be filled in and provided as an attachment to the proposal, or is the intent of the Government for the Offeror to take the PWS sections that need to be completed and insert them in their proposal format?
Answer: The Offeror is to fill in the PWS template attachment and return it as part of its proposal. For clarification, Section 5.3.2 states “The Offeror shall utilize the PWS template that is provided in the RFP (See RFP Attachment 3: PWS Template.)”
5/8/2019
9. Question: In Attachment 3 – PWS Template, is Exhibit 1 included in the page count for Subfactor 1?
Answer: No, Exhibit 1 is not included in the page limit. Please see the response to Question #2 of this section.

18. Question: Will the government clarify unaccompanied tour locations?
Answer: Unaccompanied tour locations means that the government will not be paying to relocate spouses/family members of the contractor personnel at these locations. 22. Question: There is a CSDC element in San Antonio that is listed separately in the SOO and is also listed separately in Solicitation Exhibit L ECMM Current Staffing. However, the CSDC element in San Antonio is NOT listed in CLIN X002 with the other CSDC elements. Can the Government please explain why?
Answer: The services provided at the Port San Antonio CSDC are captured in CLIN X001. The Port San Antonio CSDC is not included in CLIN X002 because the scope of work performed at Port San Antonio is so vast it justifies its own CLIN (CLIN X001).

23. Question: CLIN X004 lists a labor category that is NOT listed in Exhibit D ECMM Qualifications (Medical Materiel Specialist Lead). All other CLINs show the skill level for the Medical Materiel Specialist labor categories listed by the Government. Can the Government please provide a description for the Medical Materiel Specialist Lead labor category or provide a skill level for the labor categories listed in CLIN X004?
Answer: Assuming the question refers to the pricing matrix, offerors are to utilize the position qualifications in RFP Exhibit D for the OCONUS SME for CLIN X004. The Medical Materiel Specialist Lead was listed in error and will be removed from the pricing matrix CLIN X004. See RFP Amendment 3 for the revised Attachment 4 – Price Matrix.

Small Business/Teaming Questions
Pricing/CLIN Questions
1. Question: Within the solicitation document item 0007 and 0010 for planned travel this indicates that they are Firm Fixed Price, nowhere else in the document does it state that these items are ODC’s under a Firm Fixed Price. Please clarify if the planned travel items are ODC’s (Other Direct Costs that are reimbursable) under a FFP contract with a NTE amount as determined in Attachment 14?
Reference: Attachment 14 and Solicitation Document
Answer: CLINs X007 and X010 are FFP CLINs. They shall not be treated as reimbursable ODCs with a NTE limit.

2. Question: Item 5 of the Instructions Tab for Attachment 4 Price Matrix, references CLINS X01301, X01302, X01303, X01304, and X01305. We do not see pricing tabs that corresponds to each of these CLINs. We see references in the Supplies or Services Schedule for CLINS X01301, X01302, and X01303; but not X01304, and X01305. Are these pricing tabs missing from the prices Matrix?
Answer: CLINs X01304 and X01305 have been removed from the Instructions Tab. The Pricing for CLIN X013 is a sum of subCLINs X01301, X01302, and X01303. On the Price Matrix, Tab CLIN X013, subCLIN X01301 corresponds to lines 3-20, Kelly Field, Texas; subCLIN X01302 corresponds to lines 21-38, Goose Creek/Afloat, South Carolina; and subClin X01303 corresponds to lines 39-56, Qatar. Please see the revised Attachment 4 - Price Matrix. This clarification will be included in Amendment #1 to the solicitation.

3. Question: Item 7 of the Instructions Tab for Attachment 4 Price Matrix, requires Firm Fixed Price bids for CLINS X007, X012, and X016.
Exhibit F (ECMM Planned and Unplanned Travel and Training) provides some elements of required external training for the Air Force and Air Nations Guard but details such as number of trainees, duration, locations of training are missing. Also is labor and travel required as a part of the pricing?
Answer: See Exhibit F columns A, E-G. Labor is not required as part of the pricing.
3a. Question: OEM training for new equipment is not defined at all. Does the government expect 5 or 25 or 105 new OEM issues for each contract period?
Answer: See Exhibit F columns A, E-G.
3b. Question: If so, what equipment, what manufacturer, etc. Are we to provide a Firm Fixed bid for training for unknown new equipment fieldings?
Answer: See response to question #3a.
3c. Question: Exhibit F (ECMM Planned and Unplanned Travel and Training) is missing potential workload for all Army ECMM training. Is this information forthcoming?
Answer: The Army doesn’t have any requirement for external training (training conducted by a third party contractor). The Army does have HAZMAT listed under their planned travel tab; the contractor will be required to travel to the nearest Army base to receive the HAZMAT training which is taught by government personnel. This CLIN will be treated as an option CLIN. For purposes of evaluation, CLIN X016 will be priced by the Government at $0. Please see the revised Attachment 4 - Price Matrix. This clarification will be included in Amendment #1 to the solicitation.
5/8/2019
4. Question: Attachment 4 – Price Matrix, CLIN X001 lists a Government Labor Category of “Program Manager”, but it also lists it in CLIN X001. Since the Government is not asking for the Program Manager to have a Top Secret Clearance upon submission of a proposal, can this position be removed from being priced on CLIN X008?
Answer: The Program Manager position will be removed from the pricing matrix for the JANUS CLIN (X008). Please see the revised Attachment 4 - Price Matrix. This clarification will be included in Amendment #1 to the solicitation.
5/8/2019
5. Question: The travel worksheets do not allow for allowable indirect costs and profit for a FFP planned travel. Will government consider modifying worksheet to include allowable costs?
Answer: The travel worksheets have been revised to allow for G&A. Please see the revised Attachment 14 – ECMM Detailed Travel Worksheets. This clarification will be included in Amendment #1 to the solicitation.
5/8/2019
6. Question: Paragraph 5.5.1 of Exhibit A, Addendums 1 and 2 states; “CLIN level amounts for Unplanned 487 Travel (CLINs X006, X011, X015), Army Training (CLIN X016), and Transition Period (CLIN X019) 488 will be established by the Gov’t at the time of award, no Offeror input is required.” Since no input is required for CLINX019 Transition In, does the Government required any input in CLIN X020 Transition Out?
Answer: Please see the revised Exhibit A dated 15 May 2019. Addendum to 52.212-1, Section 5.5.1 and the corresponding Addendum to 52.212-2. Section 4.4.1.1 now state that the Offeror must propose the total price for Transition In (CLIN X019) and Transition Out (CLIN X020). Attachment 4 – Price Matrix has been revised to reflect this clarification (see the Instructions Tab #8). See RFP Amendment 3 for the revised Exhibit A and Attachment 4.
5/13/2019
7. Question: Tab CLIN X010 – ANG Planned Travel and Tab CLIN X014 Army Planned Travel do not have active Dropped Down list associated with Column A. Without an active Dropped Down list, no period and overall price summary calculations are possible. Can the government correct this document?
Answer: Attachment 4 – Price Matrix has been revised to allow for drop downs and overall price summary calculations. See RFP Amendment 3 for the revised Attachment 4.
5/15/2019
8. Question: The ECMM Detailed Travel Revised spreadsheet included in the Amendment 5 zip file calculates the M&IE total as $1 less than the M&IE Rate multiplied by the number of nights plus the proportional rate multiplied the number of travel days. This results in a escalated value and in contradiction with the JTR. Because the cell formula is protected, the formula cannot be edited. In addition, the formula assumes all travel days receive a proportional MI&E, when only the first and last travel day would receive 75% of the MI&E rate. Question: Will the Government issue an amendment allowing offerors to propose travel costs in accordance with the JTR?
Answer: Attachment 14 – ECMM Detailed Travel MI&E calculations have been corrected. See RFP Amendment 3 for the revised Attachment 14.
5/15/2019
9. Question: The ECMM Detailed Travel Revised spreadsheet and the ECMM Pricing Sheet revised spreadsheet included in the Amendment 5 zip file contains locked formulas. Exhibit A paragraph 3.2.3 states all text shall be Times New Roman font, size 12. The locked formulas prevents offerors from changing the font and font size to the requirements of the RFP. Therefore an offeror may be non-compliant if submitted as the Government presented the spreadsheets. Question: Will the Government revised the spreadsheets so offerors can submit a compliant proposal?
Answer: Exhibit A, Paragraph 3.2.3 refers to Offeror-generated documentation only. RFP Attachment 4 – Price Matrix and Attachment 14 – Detailed Travel Worksheets are Government-provided documents that will not be evaluated for font type and size.
5/15/2019
10. Question: The ECMM Detailed Travel Revised spreadsheet and the ECMM Pricing Sheet revised spreadsheet included in the Amendment 5 zip file contains password protected worksheets that prevent proper formatting for printing. Offerors cannot change the column width, delete unused rows, or add additional rows. This creates approximately 200 printed pages between the two spreadsheets with no content or with numerical values only without a corresponding label. Questions: Will the Government revise the requirements so the two spreadsheets do not need to be printed? Or could the Government require only the Summary to be printed? Or could the Government unlock the spreadsheets so the spreadsheets can be formatted to print?
Answer: Please see Exhibit A – Addendums -1 and -2, Section 5.5.6 which requires Offerors to only submit the “Summary” tab in paper format. See also Addendum to 52.212-1, Table 1 – Proposal Organization. See RFP Amendment 3 for the revised Exhibit A

Evaluation Questions
1. Question: Is Past Performance scored cumulatively?
Answer: Past Performance information will be aggregated and may be submitted on the prime contractor and any of its proposed subcontractors.
5/8/2019
2. Question: We are requesting that you consider an extension of the due date for this proposal. With the amendments released on Friday 10 May that impact almost each volume of the proposal, and the requirement of a hard copy submission that needs to arrive at least one day prior so that it can be screened before delivery, this only leaves two business days for teams to identify required changes and incorporate them into hundreds of pages of submission documentation.
Answer: The proposal due date will be extended until 22 May 2019 at 2:00 p.m. EST. See RFP Amendment 2.
