Q51 Attch 1 52.212-1 Section 3.1.1 pg
Q. Will the government confirm, the percentage of work performed by small business subcontractors that qualify in multiple socioeconomic categories may be counted in each category? For example, if we have suppliers that have all socio-economic classifications SDB, HUBZone, WOSB, SDVOSB, VOSB, and Small Business Association 8 (a) Program, that makes up the 30% of the total contract value (TCV), an offeror would be required to find 5% TCV of suppliers that have a SB designation only?
Yes, the percentage of work will be counted in each category the firm in certified in.
Q52 Attch 1 52.212-1 Section 3.1.1 pg
Q. Will the government please provide instructions on how the subcontracting percentages should be calculated for Table 1 (T-1)? For example, if a large business offeror proposes 20% subcontracting with a SDVOSB. Would the offeror also include the proposed 20% subcontracting percentage within VOSB? For a total of 40% total contract value?
No, in this regard it would be 20%.

8(a) participation goals have been removed, 52.212-2 table T-1 has been updated.

IDIQ contracts, or other contract vehicles for future work not yet performed, are not acceptable proof of past experience, and shall not be provided as work samples.
When providing documentation for this Work Sample include the contract cover pages (SF33, SF1449, etc.) for both the IDIQ contracts and all relevant subsequent task orders.
Please confirm that it is acceptable to use IDIQ contracts for the contract years that have been completed as work samples.

Q58 Attch 1 52.212-1 Section 3.3.1.5 , Pg 9
All task orders written against a single IDIQ will be counted as a single Work Sample. Does this mean that the Government intends to receive only one Work Sample for a single large IDIQ contract with numerous applicable/relevant task orders, such as DOJ Mega 5 ALS?
The offeror can submit the IDIQ as work sample, and also the TO's under the IDIQ as work sample.
Q59 Attch 1 52.212-1 Section 3.2.1.3, pg 11
Work samples "shall fall into one of the following categories:
Category 1: Prime Offeror work samples.
Category 2: Subcontractor work samples" Sections 3.2.2.1, 3.2.2.2, 3.2.2.3, and 3.2.2.4 all say "CATEGORY RESTRICTIONS:
Category 1 only."
Limiting all work samples for all PWS areas/groups to Category 1 Prime Offerors is unduly
The Government has reviewed and considered request. Updates to 52.212-1 has been made to include Category 2
Q60 Attch 1 52.212-1 Section 3.3.1.5, pg 17
Adjectival ratings provided via Past Performance Questionnaire (PPQs) shall not be used for scoring in this subfactor, except for PPQs submitted for private sector (non-federal) contracts, where CPARs are not required. No PPQ template is provided with the RFP. Please provide a template, along with any associated instructions for submission.
Also, please provide an extension to the proposal deadline that allows at least two weeks for offerors to get the PPQ to the customer and for the customer to complete and submit the form
Updated verbiage to remove PPQ. The Government is looking at CPARS only. Due tight milestones, the government is firm on Proposal due dates, for this reason the Government has foregone PPQ.

Question and Answers Responses #2
Q61 Attch 1 52.212-1 Section 3.3.1.5, pg 17
Team Member CPARs shall be submitted if a Team Member work sample has been used.
This seems to conflict with the Category 1 Restriction in section 3.2.1.1 Work Samples where team member work samples appear to not be allowed.
Please confirm offerors may submit team member work samples and associated CPARs (where available) or PPQs.
Updates have been made to include Category 2, which will allow offeror to submit work sample

These matters require the JAGC to collect, review, analyze, and produce increasingly large volumes of hardcopy documents and Electronically Stored Information (ESI), including controlled unclassified information (CUI) up to and including Impact Level (IL) 5 information as defined by the Defense Information Systems Agency (DISA)...Would a solution that is DOD IL5 authorized be considered more favorable or scored higher than an IL4 solution, since it can handle all of the Government's data types?
An update has been made to the PWS DOD IL5 is the correct solutions.
Q63 Attch 1 52.212-1 Section 3.4.4, pg
If your firm’s proposed total contract value exceeds $750,000 and the services to be provided will require meaningful numbers of professional employees, offerors shall submit for evaluation a total compensation plan(s) setting forth proposed salaries for professional employees working on the contract. Compensation plans must provide supporting cost data to be evaluated in accordance with FAR 52.222-46 -- Evaluation of Compensation for Professional Employees (Feb 1993). The compensation plan(s) will be evaluated to determine if the compensation level proposed is unrealistically low or not in reasonable relationship to the various labor categories for the Washington, D.C. area. Failure to comply with the requirements in FAR 52.222-46 may result in rejection of the proposal. Can offerors/firms required to submit both documents combine them into one document? Differences between professional and SCLS applicable employees will be clearly documented.
Yes, this will be acceptable.
Q64 Attch 1 52.212-1 Section 3.3.1.5, pg 17
If a work sample is based on a task order awarded under a single award IDIQ, and the associated CPAR is at the single award IDIQ level, the single award IDIQ CPAR may be used for that work sample. Many multi-award IDIQ contracts only issue CPARs at the IDIQ level.
Please confirm that for multi-award IDIQ contracts, submitting an IDIQ CPAR is acceptable.
Yes, this will be acceptable. The CPARS report should clear state offerors IDIQ contract # for that specific multiple award IDIQ.

Tab 1 There are no quantities given for virtually all labor and FUR CLINs on this tab.
For pricing purposes, even ceiling rates, please provide representative quantities (e.g.
hours/volumes/pages, etc.) to allow bidders to properly establish ceiling rates for these CLINs, with the understanding that these quantities are not guaranteed to be awarded in subsequent orders, but are only estimates on which to base pricing.
