RESPONSES TO SOLICITATION QUESTIONS
REQUIREMENT: US Air Force Academy Small Unmanned Aircraft Systems Support
1. There appears to be a conflict in the option periods listed in the Draft SF 1449-Continuation Sheets (6 years) vs. DRFP, pg. 33, 5.b) Part I- Price Proposal (5 years). Please clarify.
ANSWER: The correct schedule is a one-month base period with six (6) one-year option periods. Page 33, 5.b) Part I- Price Proposal is updated accordingly.
2. Is there an incumbent currently providing this support? Would the government release the incumbent’s name?
ANSWER: The incumbent contractor is Bosh Global Services (UAV Communications, INC.).
3. Will the government consider providing information on staffing levels? Guessing incorrectly could result in an offeror being found technically unacceptable. If there is an incumbent, their knowledge of current staffing levels gives them an unfair advantage.
ANSWER: The Government will not provide staffing levels. This is a performance-based service and as such requires the contractor to determine adequate staffing to fulfill the requirements of the Performance Work Statement. The Government Accountability Office has consistently held that a competitive advantage which a firm might enjoy by virtue of its incumbency on a similar contract is not unfair, so long as it is not the result of preferred treatment or other unfair Government action. 4. The Technical factor and its evaluation focus on para 1.4.1.2 of the SOW. Specifically the task to “provide personnel to simultaneously support up to three separate flying sites while operating the AOC.” Para 1.3.2 of the SOW states the AOC will operate IAW USAFA UAS Operating Instructions, Volumes 1, 2 ,and 3. Those Operating Instructions are vague in describing contractor responsibilities, As an example Volume 2 states “ The Senior Stan/Eval officer will be a SUAS-E qualified officer or contractor.” How does an offeror develop a technical approach and price on a “maybe” requirement? Will the government consider providing a staffing laydown by position?
ANSWER: The Government will not provide a staffing laydown plan by position. This requirement is performance-based and as such, there are certain areas that contain potential performance risk that the offeror must determine how to mitigate. Contractors are responsible for determining adequate staffing to fulfill the requirements of the Performance Work Statement.
5. Can you please provide information regarding any incumbent(s) associated with this solicitation?
ANSWER: You can access https://www.fpds.gov and search “FA700013C0010” for current contract information.
6. Reference Addendum to FAR 52.212-1, 5. PART I - PRICE PROPOSAL. The instructions state to “complete blocks 12, 17a, 19, 20, 21, 22, 23, 24, 30(a) (b) and (c) of the SF 1449”, but block 20 states “SEE SCHEDULE”. Due to the number of CLINs to be priced, should we leave blocks 19 – 24 as is and only insert the information in the Pricing Schedule?
ANSWER: Correct. Leave blocks 19 – 24 blank and fill-in the Pricing Schedule.
7. Can you confirm the date of performance on SUAS contract?
ANSWER: Please review solicitation section titled “DELIVERY INFORMATION” on pages 26-28.
