About this file
This is a Questions and Answers document for RFP FA6633-26-R-0002, issued by the U.S. Air Force for repair of the façade and roof of Building 707 at Minneapolis Air Reserve Station, Minneapolis, Minnesota. The contractor must obtain professional design services (Title I Type A, Title I Type B, and Title II Services) and provide all supervision, labor, materials, and equipment to complete the work. The design phase is 182 calendar days, with a total period of performance of 405 calendar days. CMMC Level 2 certification is not required, though the designer will develop cybersecurity specification sections limited to internal contractor protocols. EDPM roofing experience is mandatory; PVC roofing experience is not acceptable as an equivalent. The Air Force will allow winter exclusion periods for exterior activities subject to temperature requirements, and work can proceed on interior tasks during winter months, with scheduling as a contractor decision.
The document addresses site staffing, occupancy coordination, equipment access, and bid options. Site Supervisor and Site Quality Supervisor can share responsibilities, and Site Quality and Site Safety roles can be combined, but Site Supervisor and Site Safety cannot be double-hatted. Lobby 1002 will remain occupied during work hours limited to 0900-1500. Work around aluminum storefront windows in occupied units is permitted with similar hour restrictions. Rooftop condensing units can be de-energized for up to two working days during roof replacement, requiring five working days' advance notice to the Contracting Office. DoDSafe is the only acceptable method for transferring large files to the government. Hydroseeding is acceptable for green space restoration. Carpet removal is confirmed for bid options, and masonry through-wall flashing corrections are excluded from the base bid. The attached map identifies parking and staging areas west of Building 707, with staging permitted only in designated lots south of the building.

Questions and Answers for RFP FA6633-26-R-0002 Repair Façade and Roof, Building 707
Contractor shall obtain professional design services (Title I Type A, Title I Type B and Title II Services), provide all supervision, labor, materials and equipment necessary to fully meet all requirements of this Statement of Work, Front-end Specifications, SOW Drawings and all other Contract Documents related to and/or titled: “REPAIR FAÇADE AND ROOF B707” at the Minneapolis Air Reserve Station, Minneapolis Minnesota.
Q1. We have reviewed the documents, and it didn’t specifically mention anything about the requirements for CMMC level 2. It’s important for us to know if this is required for this project due to the cost and subcontractor selection. If this requirement is waived, can you please create an addendum to confirm that?
A1. CMMC Level 2 is not required. However, the designer of record will be developing the cybersecurity specification sections. The requirements will be limited to internal contractor cybersecurity protocols. None the work, even the small amount of fire alarm, will require cybersecurity specifications and submittals.
Q2. Will the government consider experience related to PVC roofing, since it is essentially the same type of roof as EDPM.
A2. The installation methods are sufficiently different that “no EDPM experience” is not acceptable.
Q3. The design phase is identified as 182 calendar days. If the contract is awarded in April or May, the design would not be completed until approximately October or November. Given Minnesota weather conditions, exterior facade and roofing work may not be feasible to begin until April or May of the following year 2027.
Since the total period of performance is 405 calendar days, can you please clarify whether the performance period will be adjusted accordingly to account for seasonal construction limitations?
A3. All that work can be done in the winter, except tuck pointing and brick work that requires warm weather, including caulking. Winter work is more expensive. If needed, we will allow to use winter exclusion.
Q4. And also there is no liquidate damage?
A4. LD Clause 52.211-12 is on Page 27 of the solicitation.
Q5. Will the use of Procore Project Management software as the primary submittal and Project management platform be acceptable?
A5. The Air Force cannot connect to file storage areas not part of Air Force network. You can use Procore with your subcontractor(s). The Air Force will not be able to download or upload files to the site. Coordinate with Contracting Office with transferring files. DoDSafe is the only acceptable method to transfer large files to the Contracting Officer.
Q6. Can the extents of parking and staging areas, west of 707, be identified on for this project?
A6. See attached PDF.
Q7. The Design Phase of the project is anticipated to conclude October 20th. The Base Bid Tasks are weather sensitive. Does the annotated Period of Performance reflect weather days, specifically winter weather anticipated with the project location?
A7. We are anticipating a winter exclusion period for exterior activities that are subject to specific temperature requirements. If it is beneficial to General Contractor to delay all work, this is contractor’s means and methods decision. Work can occur on the interior during winter exclusion. Explain anticipated schedule.
Q8. In the event the Base Bid Tasks are to commence spring of 2026, in leu October 20th as noted in Question 3 above, are the “Interior Task” Bid Options expected to commence, creating a non-concurrent schedule to Base Bid Tasks, following October 20th?
A8. General Contractor’s decision for means and methods. Explain in proposal how work is expected will be executed.
Q9. Does the project require separate site staffing members for a Site Supervisor, Site Quality Supervisor, and Site Safety Supervisor
A9. Site Supervisor and Site Quality Supervisor can be double hatted. Site Quality and Site Safety can be double hatted. Site Supervisor and Site Safety cannot be double hatted. Status of who will be each of these positions needs to be identified one week prior if GC expects to make changes due to vacation, organizational changes, etc. Changes due to unexpected events; illness, family emergency, etc. should notify Contracting Officer by 0800 on the date of occurrence.
Q9a. If not, can the Site Safety Supervisor and Site Quality Supervisor be combined rolls into one site staff position?
A9a. See response A9.
Q10. Is Lobby 1002 to be owner occupied while work is being conducted.
A10. Yes, Lobby will be occupied but limited to registration desk while work is occurring in the Lobby.
Q11. Should it be anticipated if a shutdown of roof top equipment be required to occur outside of regular hours?
A11. None of rooftop equipment brings fresh air into the building. Fresh air inlets are near the ground level. The condensing units that are on the roof can be de-energized for up to two working days while the roof is replaced below. Care shall be taken to prevent damage to the equipment. Coordinate with Contracting Office at least 5 working days prior to work in the are will occur.
Q12. Please provide existing PDF and Cad documents.
A12. Per SOW, additional PDFs and CAD documents will be provided to the awardee. For proposal purposes, sufficient documents are provided with the solicitation.
Q13. Please provide construction brick installation pictures of existing structure(s).
A13. Will be posted/uploaded soon.
Q14. Keynote 4 of the Base Bid Drawings, Sheet A3.5, “Tuck point 5% of face brick. Replace all brick control joints. Some control joints have collapsed. Enlarge joint by saw cutting full depth of face brick to full control joint width. Clean and fill with backer and caulking. Match caulking color.” Please confirm anticipated total linear feet of saw cutting.
A14. The design phase will determine the extent of saw cutting. Elevation drawings indicate where the expansion joints are located.
Q15. Is work around unit Aluminum Storefront windows allowed to occur while that unit is occupied?
A15. Yes, but work hours will be limited to 0900 to 1500 in an occupied room. It is likely that occupancy can be shifted to other parts of the building when this work is performed. Coordination with Contracting Office on occupancy will need to be established for work on occupied units. Typically, Monday – Thursday is a low occupancy period.
Q16. Confirmation Carpet in Bid Option is to be removed.
A16. Yes. Amendment will be issued with Addendum.
Q17. Should Bid Option 4 include a skim coat throughout?
A17. The area that needs skim coating will be determined during the design phase. Some lobbies have more wall damage than others.
Q18. Confirm masonry thru wall flashing, vent and weep corrections are to not be included as Base Bid.
A18. Correct. Masonry thru-wall flashing, vent and weep corrections are not included. All roof flashing shall be included in the base bid.
Q19. Is hydro seeding acceptable to re-establish green space.
A19. Yes, hydroseeding is acceptable. Ensure that watering of hydroseeded areas occurs until seed is well established.
