About this file
This is a Questions and Answers document for RFP FA6633-26-R-0002, issued on February 24, 2026, for repair of the facade and roof at Building 707, Minneapolis Air Reserve Station, Minneapolis, Minnesota. The contractor must obtain professional design services (Title I Type A, Title I Type B, and Title II Services) and provide all supervision, labor, materials, and equipment necessary to complete the work as specified in the Statement of Work, Front-end Specifications, SOW Drawings, and related contract documents.
The document addresses four key inquiries from prospective contractors. CMMC Level 2 certification is not required, though the designer of record will develop cybersecurity specification sections limited to internal contractor cybersecurity protocols; fire alarm work will not require cybersecurity specifications. PVC roofing experience is not considered equivalent to EDPM experience due to sufficiently different installation methods. Regarding the 182-calendar-day design phase and 405-calendar-day total period of performance, the government clarified that most work can proceed during winter months at higher cost, with winter exclusion available if needed; only tuck pointing, brick work, and caulking require warm weather and may be delayed until spring. Liquidated damages are applicable under FAR Clause 52.211-12, referenced on Page 27 of the solicitation.

Repair Façade and Roof, Building 707
Contractor shall obtain professional design services (Title I Type A, Title I Type B and Title II Services), provide all supervision, labor, materials and equipment necessary to fully meet all requirements of this Statement of Work, Front-end Specifications, SOW Drawings and all other Contract Documents related to and/or titled: “REPAIR FAÇADE AND ROOF B707” at the Minneapolis Air Reserve Station, Minneapolis Minnesota.
Q1. We have reviewed the documents, and it didn’t specifically mention anything about the requirements for CMMC level 2. It’s important for us to know if this is required for this project due to the cost and subcontractor selection. If this requirement is waived, can you please create an addendum to confirm that?
A1. CMMC Level 2 is not required. However, the designer of record will be developing the cybersecurity specification sections. The requirements will be limited to internal contractor cybersecurity protocols. None the work, even the small amount of fire alarm, will require cybersecurity specifications and submittals.
Q2. Will the government consider experience related to PVC roofing, since it is essentially the same type of roof as EDPM.
A2. The installation methods are sufficiently different that “no EDPM experience” is not acceptable.
Q3. The design phase is identified as 182 calendar days. If the contract is awarded in April or May, the design would not be completed until approximately October or November. Given Minnesota weather conditions, exterior facade and roofing work may not be feasible to begin until April or May of the following year 2027.
Since the total period of performance is 405 calendar days, can you please clarify whether the performance period will be adjusted accordingly to account for seasonal construction limitations?
A3. All that work can be done in the winter, except tuck pointing and brick work that requires warm weather, including caulking. Winter work is more expensive. If needed, we will allow to use winter exclusion.
Q4. And also there is no liquidate damage?
A4. LD Clause 52.211-12 is on Page 27 of the solicitation.
