STATEMENT OF WORK - QJKL 24-0014, 24 November 2025

PART 1 - GENERAL

1.01 PROJECT SCOPE

Contractor shall obtain professional design services (Title I Type A, Title I Type B and Title II Services), provide all supervision, labor, materials and equipment necessary to fully meet all requirements of this Statement of Work, Front-end Specifications, SOW Drawings and all other Contract Documents related to and/or titled: “REPAIR FAÇADE AND ROOF B707” at the Minneapolis Air Reserve Station, Minneapolis Minnesota. B707 Lodging is a 299-room hotel. It was constructed in three-phases from 2001-2005. Electronic PDF and AutoCAD drawings are available. Title II services shall be provided by the DOR.

1.02 PROFESSIONAL DESIGN SERVICES

A. Title I (Type “A” Services). These services involve field investigations and surveys (roof investigations, façade evaluations, etc.); similar fact-finding surveys of the site essential to proper design; preparation of reports and similar services not involved in the preparation of designs, plans, drawings, and specifications.

B. Title I (Type “B” Services). These services include those items normally furnished by an A-E in the actual preparation of the design documents (plans, drawings, specifications, submittal register etc.) and include visual inspection of the site or facility for familiarization with scope, general conditions, and coordination with using activities.

C. Title II (Type “C” Services). Those items involving inspecting, monitoring, and evaluating construction activities to validate conformance to plans and specifications, including reviewing, evaluating and testing product submittals and shop drawing, and preparation of construction contract modifications.

D. Applicable Standards, Manuals, and Pamphlets: The A-E shall prepare all design documents in conformance with the applicable portions of the following:

1. Unified Facilities Criteria (UFC)

2. Applicable Air Force Policy Directives, Instructions, Pamphlets, Manuals, Technical Data

Bulletins, Engineering Technical Letters and other documents.

3. Current national codes, regulations, and specifications involving architectural, civil, electrical, environmental, and mechanical disciplines associated with the design and construction of each project as referenced by UFC.

4. Guide Specification: The DOR shall use U.S. Army Corps of Engineers Unified Facilities Guide Specifications (UFGS) as the basis for producing specifications under this contract.

The specifications shall be tailored to suit the specific work requirements of the individual items contained in the Delivery Order. Extraneous material that does not apply to the project shall be deleted. While the DOR should cover relevant items in full scope to assure quality construction and compliance, the use of notes on the drawings either to accentuate important items in the specifications, or to take the place of lengthy written specifications for routine or simple items is encouraged. The DOR is permitted to use specific manufacturer’s part or model numbers to describe a specified item, however, in all such cases, at least two other approved manufacturer’s part or model numbers shall be specified or an “or equal” statement shall be included unless the government wishes to sole source an item. If sole source is required, the Government will provide the appropriate justification for that specific sole source.

Repair Façade and Roof, B707 Page 2 of 11

E. CERTIFICATION OF DRAWINGS AND OTHER DOCUMENTS: The DOR, or their authorized representative, shall sign the original of all drawings and the first page of all specifications, estimates or similar documents under the DOR’s printed name and over the affixed replica of his professional seal (or his registration certificate number and including the state of issuance).

The A-E certifiers of the documents shall be registered in the state of Minnesota. In addition, as part of the 100% submittal, an engineer must certify in writing that the plans and specifications are in compliance with UFC 3-600-01 (Fire Protection Engineering for Facilities) and all applicable criteria.

F. RESPONSIBILITY OF THE ARCHITECT ENGINEER: Notwithstanding any review, acceptance or approval by the Government, the A-E shall be responsible for the professional and technical quality of all designs, drawings, specifications, and other material produced under this contract. The DOR shall also be responsible for the professional quality and adequacy of the service and materials furnished and for compliance with design criteria specified by the Government for use under this contract.

1. Reassignment of DOR design responsibilities to construction contractors is highly discouraged by the Government. This includes but not limited to the following: structural steel detailing, fire sprinkler design, stair systems, retaining wall systems, and structural framing systems. This practice in no way relieves the DOR of their responsibility for these items. The A-E will be asked to approve and shall certify all “delegated” designs for conformance to the project design analysis.

G. DESIGN INFORMATION: In general, the requirements presented are design objectives and the DOR is encouraged to suggest changes where they would not seriously deviate from the overall requirements and would result in substantial economic savings, time savings or improved performance in arriving at the end results. Design of structure and appurtenant facilities will comply, where applicable, with such regulations and criteria that exist for the Air Force and objectives of the project as furnished by the Contracting Officer.

H. GOVERNMENT FURNISHED INFORMATION: The Government, through the office of the Contracting Officer, will furnish within five days after issuance of a contract, applicable data and information (as available) for the execution of the work described. Data shall be returned to the Contracting Officer upon completion of the individual project. This data is on file in the Base Civil Engineering (BCE) and may be obtained for review by the A-E. All data from the Government shall be treated with care and is classified as “FOR OFFICIAL USE ONLY”, unless otherwise noted. All data cannot be distributed, retransmitted or reproduced without written permission from the Government. The data will include where applicable and available:

Electronic drawings shall be provided electronically via DoDSafe (www.safe.apps.mil). Both electronic PDF and AutoCAD copies of the Construction Drawings shall be provided.

a. Cover Sheet/Location Plan: The A-E shall prepare a cover sheet with a location plan on the first sheet of the project drawings. This Location Plan will be the base map or a portion thereof which covers the general project location and base location relative to metro area. The cover sheet containing the latest signature format shall be used.

The Project Location shall include, but not be limited to, Base Contracting, Base Civil Engineer, and other facilities related to project management or as directed.

b. Code Data Sheet: The A-E shall prepare a separate sheet showing all code calculations, life safety requirements, and design conditions/assumptions.

d. Demolition and new work shall be clearly noted and shown on the drawings. Gross floor areas shall be shown for the building. Floor and roof framing and loading shall be indicated. Each work class shall require a separate cost estimate that will have its own separate bid line item.

e. Elevations to include story heights, fenestration, and site adaptation to finished grades.

f. Drawings shall contain sufficient detail to clearly indicate type and sizes of materials, utilities, etc., and specifically to list separately all contractor-furnished equipment and all Government-furnished equipment to be installed by the contractor.

g. Final Drawings: The DOR shall not proceed with the final drawings until receipt of written review comments or approval or Phase I and II requirements from the Contracting Officer. These drawings shall be submitted for review by the Contracting Officer and for necessary revision, corrections, or additions before final approval and application of the required signatures of Government personnel.

h. Specifications: The project specifications shall be prepared as a separate document.

The specifications shall be prepared in accordance with Paragraph 1.02.D.4 Guide Specifications of this Statement of Work. The DOR shall edit the specifications so that the language is compatible with the Government contracting environment. In all cases where the responsible government official is referenced (inspector, engineer, architect, etc.), the specifications shall refer to the Contracting Officer. The DOR shall be responsible for judging whether testing is required for a particular work item.

Do not require tests which are not economically appropriate for the size of the job.

The specifications shall be written so indicating that the prime contractor is the only contractor with whom the government has a legal contract. Subdivision of work is the prime contractor’s responsibility.
