Q# Reference Question Government Response
PWS paragraph F2.3.7, Craftsman Qualifications, states, in part: “Service call work performed by employees who are performing tasks as maintenance workers, helpers, escorts and laborers shall not be reimbursed at the full Craftsman rate for that trade.” This statement appears to contradict the Collective Bargaining Agreement, Article 34, Section 5, which states, in part: “An Employee who performs work in a higher classification shall receive compensation of that rate for the time spent working …”
Is the government taking the position that the Collective Bargaining Agreement does not apply to government reimbursements to the Ktr?
Is the government overriding the rules of this area of the CBA for this contract?
Please explain.
The government is stating all work that requires a licenses or certification will be performed by a licensed or certified craftsman - and will receive the applicable craftsmen hourly labor rate. All other work will be performed by personnel proficient in the tasks normally performed by the applicable trade.
PWS paragraph F3.9, Asbestos Materials, states, in part: “The Ktr shall conduct activities necessary to identify the presence of ACM in facilities and equipment and plan for limited abatement…”
What does “limited abatement” mean (e.g., 2 linear feet; 4 square meters, etc.), and who (contractor or government) is responsible for disposal of the hazardous waste that will result from such abatement?
Asbestos abatement is limited to that which is encountered during the performance of service calls and RWP work. All work under F3.9 will be ordered on an as required basis under the applicable Labor and Parts & Materials for Service Call CLINs of the contract.
PWS paragraph F3.10, Work Clearance Request Form (AF Form 103) explains that the Ktr is responsible for processing all excavation permits and marking utility systems, etc. The time frame from receipt of the request to issuance of the clearance is given as “less than five calendar days.”
If the AF Form 103 is received by the Ktr on a Friday going into a 3-day weekend, this means that the Ktr will have only 1-day to process the request.
Should this requirement be changed to five working days rather than five calendar days?
The PWS will be updated to read 5 business days.
PWS paragraph F4.1.5 requires the Ktr to provide an equipment failure report to the government for each instance of premature catastrophic failure, including preventative maintenance performed, warranty expiration date, equipment expected life, date equipment was installed, date of failure and explanation for failure.
Will the government provide current equipment life, warranty expiration dates, and the date equipment was installed at contract start?
Otherwise, how does the government expect the Ktr to accurately report this information?
Historical information is not available for all equipment.
However some information is available in BUILDER. In the event of premature catastrophic failure of a piece of equipment, the contractor will only be responsible for information that is readily available.
PWS paragraph F4.3.1 states, in part: “Ktr CM repair building material costs will be reimbursed, this does not include consumable parts/materials, e.g., drill bits, saw blades, filters, spark plugs, plow blades, gas and cylinders, etc.”
Does this mean that the government expects the all consumables such as snow plow blades and brushes, street sweeper brushes, compressor oil, Freon gases, etc., that are required to maintain or repair government owned facilities and equipment to be included in the firm fixed price?
All consumables used in the performance of Corrective Maintenance (CM) will be at the contractors expense, e.g. snow plow blades, brushes, street sweeper brushes, saw blades, drill bits, etc. Materials required to repair Real Property Equipment discrepancies will be reimbursed, e.g. compressor oils, Freon gas, etc.
PWS paragraph F4.3.1 states, in part: “Ktr CM repair building material costs will be reimbursed, this does not include consumable parts/materials, e.g., drill bits, saw blades, filters, spark plugs, plow blades, gas and cylinders, etc.”
Does this mean that materials required for firm fixed price preventive maintenance will not be reimbursed by the government?
Materials used in the performance of FFP Preventive Maintenance (PM) shall be captured in the FFP costs.
PWS paragraph F4.3.1.1, Daily Schedule reads as follows: “Each workday before 8:00 A.M., the Ktr shall notify the BCE and COR of all PM and CM work scheduled that day. Any changes to the daily schedule will be reported immediately to the BCE and COR.”
Does this mean that the BCE wants to be personally notified of all diversions to the Ktr work force for routine “targets of opportunity” and other necessary work force diversions?
As stated in paragraph F4.3.1.1 - Each workday before 8:00 A.M., the Ktr shall notify the BCE and COR of all PM and CM work scheduled that day. Any changes to the daily schedule will be reported immediately to the BCE and COR.
PWS paragraph F4.3.1.2 requires the Ktr to maintain a night log “with all pertinent information,” but “pertinent information” is not specified.
What information does the government require to be maintained in the night log?
Time, date, requestor, request, time craftsmen was notified, who was notified, response time, detail remarks of maintenance/repair completed, materials, etc.
PWS paragraph F4.3.1.3 reads, in part: “If, during accomplishment of any CM call, the Ktr determines the cost will exceed the approved amount in IWIMS or the Government designated replacement database system, the work shall be stopped and the BCE shall be contacted for further approval.”
Does this requirement apply to after-hours emergency work?
The reference F4.3.1.3 is for work approved in IWIMS. After-hours emergency work will be verbal approvals via the BCE or a designated government representative. IAW F4.3.3.1 Emergency work represents immediate maintenance, safety, or mission risk and will always be accomplished before all other work.
The goal is to eliminate the emergency hazard or perform a temporary fix until sufficient materials or resources are made available to complete a final repair.
The KTR shall notify the BCE, respond back to the customer within 10 minutes, and initiate corrective action within 30 minutes after receipt of service call. The KTR shall continue work until the emergency condition is removed.
Reference PWS Tab F5.18. This reference explains base fire systems must be inspected, tested, and maintained IAW UFC 3-601-02.
Table 2-23 of this UFC requires that individual fixtures, replaceable batteries, or unitized fixtures be replaced every 5 to 10 years or IAW manufacturer’s estimated service life.
Noting that these types of “replacement by reference” requirements occur throughout Tab F, will the government expect the Ktr to absorb the cost of labor and materials when such replacements are indicated, or will this fall under the Labor for Service Call CLIN for reimbursement?
The replacement of batteries will be captured under the Labor for Service Call CLIN for reimbursement.
During the walk-through visit, an electrical box with the following statement posted on the box was observed: “No safe PPE exists. Energized work is prohibited.”
Will the government correct this seemingly unsafe situation so that all such units can be worked on safely?
Conditions exist and were identified during an ARC Flash study that could represent an electrical ARC Flash Hazard. The contractor should exercise caution and follow the ARC Flash Hazard label instructions. Refer to UFC 3-560-01 -
ELECTRICAL SAFETY, O & M, OSHA
Standards and NFPA for labeling, guidelines, and appropriate PPE for working on electrical equipment.
Reference PWS Tab F GFE. The list does not show any PPE.
Will the government provide any PPE, or reimburse the Ktr for purchase of PPE such as electrical hazard clothing for Ktr personnel?
The contractor is responsible for providing all necessary PPE.
PWS paragraph F5.2.1 requires the Ktr to use BUILDER software to maintain and administer the roof inspection program. Further required is detailed information on each roof section and classification of each roof section as red, yellow, or green IAW AFI 32-1051.
Does this information currently exist in the BUILDER database for all base roofs? If not, will a BUILDER database with the condition of base roofs as they will exist at contract start be provided to the Ktr, or will the government require the Ktr to populate an empty database at Ktr expense?
The BUILDER database is populated with base roof information, to include current condition.
PWS paragraph F5.2.1 requires the Ktr to use BUILDER software to maintain and administer the roof inspection program.
Does the government provide this software or reimburse the Ktr for purchasing it?
BUILDER is a government owned software product. Once the appropriate training is received the contractor will be given assessor roles.
Reference PWS paragraph F5.2.1.2, Roof Heating Tape/Cable System. This paragraph requires the Ktr to inspect and test de-icing cables and related components installed in gutters and downspouts twice annually.
What is the workload estimate to inspect and test these systems?
As stated in paragraph F5.2.1.2 the workload data is located in F-TE-2e.
PWS paragraph F5.13, Elevator Maintenance, states in part: “The first annual tests shall be completed within 12 months of the previous tests, and shall include all three (3) and five (5) year tests regardless of due date.”
What does this mean? Does the government want all 3 and 5 year tests conducted during the first year of the contract?
All testing/inspection requirements will be completed in the first year.
PWS paragraph F5.15, Metal Fabrication, requires the Ktr to provide metal fabrication services.
Will the Tab F GFE be modified to include the machinery that will be needed to fabricate the metal items specified in this paragraph?
GFE available to the contractor is listed in F-TE-4 of the PWS.
PWS paragraph F5.17.1.1, Filters. This reference requires the Ktr to “…replace all disposable filters once each quarter.”
Is the purchase of disposable filters reimbursable under the materials CLIN, or does the government expect disposable filters to be in the firm fixed price?
All FFP PM materials shall be included in the FFP cost CLINs.

F-TE-2.
What is the workload estimate, historical or projected, to perform the required inspections and cleanings?
No historical information exists. The Natural Gas Furnaces and Unit Heaters quantities and locations can be found in the workload data provided in F-TE-6, MAS 17.
PWS paragraph F5.18.3 reads in part: “The KTR is responsible to have sufficient defoamer quantity on hand to ensure no foaming in the Sanitary Sewer system.”
No mention is made of defoamer being a reimbursable item. What constitutes a “sufficient quantity”?
Sufficient quantity is 20 Gallons of De-foamer
PWS paragraph F5.18.3 reads in part: “The KTR is responsible to have sufficient defoamer quantity on hand to ensure no foaming in the Sanitary Sewer system.”
No mention is made of defoamer being a reimbursable item. Is defoaming agent a reimbursable cost under the materials CLIN?
Materials required for Preventive Maintenance testing of Foam Systems shall be included in the FFP cost CLIN. Materials required to repair Real Property Equipment discrepancies will be reimbursed.
PWS paragraph F5.19.1, Electrical, requires the Ktr to perform all tasks that are “not covered by other service contracts.”
Which services are currently covered by other service contracts? Please explain.
Underground and Overhead External Primary Electrical Distribution Power Circuits to the Point of Demarcation are maintained by the City of Chicopee.
PWS paragraph F5.21, Visual Airfield navigational Systems, requires the Ktr to “…be responsible for the maintenance and operation of the airfield computer interface between the airfield light vault and control tower to include hardware and software upgrades, circuit boards, wiring, switch, electrical panels and regulators.”
Does the above, including testing equipment, fall under the firm fixed price or is it reimbursable?
IAW paragraph F1 Overview - The KTR shall furnish all personnel, hand tools (to include consumable parts/materials, e.g. drill bits, saw blades, filters, spark plugs, plow blades, gas and cylinders, etc.), equipment, supervision, administration, materials, and other items and services necessary to service equipment, facilities, grounds, pavements and utility systems as defined in this PWS except as specified in Section A-2 and F-TE-4 as government furnished property and services.
PWS paragraph F5.23 requires Ktr personnel to “have passed the course for Lightning Protection for Air Force Facilities (AMMO 47) and receive the required certificate of completion.”
How will Ktr personnel obtain the required training?
Required training is available on-line thru the Defense Ammunition Center
PWS paragraph F5.26.6 Gas Valves, requires the Ktr to exercise valves several times semi-annually.
Are the gas valves to be exercised made of metal or plastic? If the valves are made of plastic, will the government pay for replacement of plastic valves damaged during the process of exercising the valves?
The contractor should exercise extreme caution when exercising the gas valves, however any damages incurred during the performance of PMs will be classified as a repair and reimbursable under the Labor for Service Call CLIN.
PWS paragraph F5.26.6 and F5.26.7 both require the Ktr to utilize “calibrated gas detection equipment,” but the type of equipment is not specified.
Will the Ktr be allowed to determine the type of calibrated gas detection equipment sufficient to satisfy the requirements of these paragraphs (e.g., backpacks)? If not, what specific type/nomenclature of equipment will the government require the Ktr to use?
Yes, Gas Detection Equipment shall detect Natural Gas
PWS paragraph F5.26.6 and F5.26.7 both require the Ktr to utilize “calibrated gas detection equipment,” but the type of equipment is not specified.
Does the government provide the gas detection equipment? If not, does the government reimburse the Ktr for the purchase of the equipment?
IAW paragraph F1 Overview - The KTR shall furnish all personnel, hand tools (to include consumable parts/materials, e.g. drill bits, saw blades, filters, spark plugs, plow blades, gas and cylinders, etc.), equipment, supervision, administration, materials, and other items and services necessary to service equipment, facilities, grounds, pavements and utility systems as defined in this PWS except as specified in Section A-2 and F-TE-4 as government furnished property and services.
PWS paragraph F5.26.6 and F5.26.7 both require the Ktr to utilize “calibrated gas detection equipment.
Is this service FFP or reimbursable under the Labor for Service Call CLIN?
The semi-annual inspections are
FFP.
PWS paragraph F5.27 requires the Ktr to inspect and clean all utility rooms once per week, yet no workload estimate is provided in F-TE-2.
What is the workload estimate, historical or projected, to inspect and clean all utility rooms weekly?
No historical information exists. The utility room quantities and locations can be found in the workload data provided in F-TE-2d.
PWS paragraph F5.27 requires the Ktr to inspect and clean all utility rooms once per week, yet no workload estimate is provided in F-TE-2.
How many rooms are we required to clean?
The utility room quantities and locations can be found in the workload data provided in F-TE-2d.
PWS paragraph F5.27 requires the Ktr to inspect and clean all utility rooms once per week, yet no workload estimate is provided in F-TE-2.
What is the square footage of each utility room?
All rooms are various sizes pending on the type of equipment installed.
PWS paragraph F6.1.1.1, Mow Improved Grounds, requires all improved grounds (235 acres) to be maintained between 2 and 4 inches during the growing season, yet no GFE is identified for this purpose.
Will the government provide any equipment for grounds maintenance purposes, or is the contractor expected to purchase and provide his own equipment under the firm fixed price option of the contract?
GFE available to the contractor is listed in F-TE-4, A-TE-4b, and C-TE- 2d(2) of the PWS.
PWS paragraph F6.1.1.7, Fertilization and Soil Aeration, requires fertilizer and aeration of 216 acres once per year, yet no Tab F GFE is listed for these purposes.
Does the statement, “Fertilization and Soil Aeration will be ordered under the Labor for Service Call CLIN of the contract” mean that the government will reimburse the Ktr for the cost of Fertilizer?
As stated in paragraph F6.1.1.7 - Fertilization and Soil Aeration will be ordered under the Labor for Service Call CLIN of the contract.
PWS paragraph F6.1.1.7, Fertilization and Soil Aeration, requires fertilizer and aeration of 216 acres once per year, yet no Tab F GFE is listed for these purposes.
Will any GFE spreaders and Aerators be provided to satisfy this requirement or is the Ktr expected to purchase his own equipment?
GFE available to the contractor is listed in F-TE-4 of the PWS.
PWS paragraph F6.1.1.9, Lawn Renovation/Damage to Grounds, states that the Ktr shall renovate lawns in improved grounds as identified by the COR. It further states that areas damaged by the Ktr will be repaired by the Ktr at no cost to the government.
Who will determine that the area requiring repair was damaged by the Ktr, and how will disputes be resolved?
IAW paragraph F6.1.1.9 Lawn Renovation/Damage to Grounds:
The KTR shall renovate lawns in improved grounds as identified by the COR. The CO will resolve disputes.
PWS paragraph F6.1.2.1, Mow, Establishes the requirement for the Ktr to maintain the airfield by cutting grass in all airfield movement areas (essentially fence-to-fence) during the growing season. From Tab A, we see that six tractors (D560) are identified, yet no GFE tow behind mowers are identified in Tabs A or F for mowing purposes.
Will the government provide the necessary tow behind mowers, or is the contractor expected to purchase and provide his own airfield mowing equipment under the firm fixed price option of the contract?
GFE available to the contractor is listed in F-TE-4 of the PWS.
PWS paragraph F6.1.2.1.1, Airfield Herbicide Application, requires the Ktr to chemically treat 1,245 acres of semi-improved grounds with a pre-emergent, and 706 acres of semi-improved grounds with a growth inhibitor prior to 15 May of each year. However, no mention of reimbursement for chemicals or labor is mentioned. Moreover, this requirement appears to be a direct conflict with the wording of paragraph F6.1.6.5, Growth Retardants, which states, in part, “The use of growth retardant chemicals is optional and if used shall be provided at no additional expense to the government.”
Does the government expect the purchase of chemicals and application of the pre-emergent and growth inhibitor to be included in the firm fixed price of the contract?
There is no conflict between paragraphs F6.1.2.1.1 and F6.1.6.5, they are two separate requirements. The reference in paragraph F6.1.2.1.1 Airfield Herbicide Application is for the management of the airfield area only. All labor and materials are considered FFP. Paragraph F6.1.6.5, Growth Retardants permits the contractor to use growth retardant chemicals around only man-made objects if they can be properly applied without harmful effects to desirable plant and animal life. So, the contractor may, with prior approval from the BCE, use growth retardants in lieu of trimming, however it will be at the contractors expense, not reimbursable
PWS paragraph F6.1.2.5, Vegetation Control Perimeter and Security Fences, requires the Ktr to trim back vegetation outside the perimeter fence to the base property line, but not to exceed 6 feet.
Will a map showing the base property line be provided to the Ktr? We believe this requirement constitutes nearly 45 linear miles of fence line.
Maps will be provided via FBO. The workload estimate for F6.1.2.5 is located in F-TE-2a. F-TE-2a para.1.9 - 103,203 linear feet computes to
19.54 miles. Not 45 linear miles of fence.
PWS paragraph F6.1.2.5, Vegetation Control Perimeter and Security Fences, requires the Ktr to trim back vegetation outside the perimeter fence to the base property line, but not to exceed 6 feet.
How will the Ktr gain access to trim back vegetation outside the base perimeter fence?
FFP Requirement, KTR is responsible to gain access outside of base.
PWS paragraph F6.1.2.5, Vegetation Control Perimeter and Security Fences, requires the Ktr to trim back vegetation outside the perimeter fence to the base property line, but not to exceed 6 feet.
Are sufficient gates available, and will the Ktr be given keys or combinations to gate locks? We understand some areas are impossible to access and are not serviced by a gate.
Please clarify.
FFP Requirement, KTR is responsible to gain access outside of base.
PWS paragraph F6.1.6.6, Base Water Outfalls and Infalls, requires the Ktr to inspect and clear all debris and obstructions from all base water outfall and infall grates and openings monthly.
Will this requirement exist in winter when outfall and infall openings will likely be frozen and covered with ice and snow?
Monthly inspections of Base Outfalls and Infalls will be conducted to ensure debris and obstructions are cleared.
PWS paragraph F6.3.6, Airfield Pavement Sweeping, states that the Ktr “…shall sweep 20% of the airfield pavement each day. The Ktr shall arrange his daily sweeping so that all airfield pavements are swept no less than once a month.”
Given that sweeping 20% of the airfield each day means that 100% of airfield pavements will be swept in only 5 days, should the second sentence read that all airfield pavements will be swept no less than once each week, rather than once each month?
IAW F6.3.6 Airfield Pavement Sweeping - The KTR shall check all Air Force-owned airfield pavements (runway, taxiways, ramps and aprons) daily for FOD and shall sweep 20% of the airfield pavement each day. The KTR shall arrange his daily sweeping so that all airfield pavements are swept no less than once a month. - The contractors sweeping schedule shall ensure the entire airfield is swept at least once a month.
PWS paragraph F6.5, Flags, American and Seasonal, states: “The KTR shall maintain street flags, poles, anti-furling devices, and brackets mounted to street lights, poles, or other surfaces,” and that replacement flags will be furnished by the government.
Will the government also provide replacements for banners, poles, and brackets for mounting to street lamps, or is replacement at government expense limited strictly to the national and state flags? Who pays for the other parts? Are they handled via FFP or the Labor for Service Call CLIN of the contract?
IAW paragraph F6.5 Flags, American and Seasonal, all repair work will be ordered under the Labor for Service Call CLIN of the contract
PWS paragraph F7.5, Aircraft Wash Rack System, requires the Ktr to perform all preventive maintenance, tests, and inspections of the aircraft wash rack system IAW F-TE-6, MAS 43, and the manufacturer’s recommendations, yet no workload data is provided.
What is the workload estimate, historical or projected, to inspect and maintain the Aircraft Wash Rack System as described in this paragraph?
No historical information exists. The Aircraft Wash Rack location & inspection requirements can be found in the workload data provided in F-TE-6 & MAS 43.
PWS Tab F, SDSF07 on page F-36 requires that “During non-duty hours, 100% of Emergency CM work orders received each month are responded to, and corrective action initiated, within 30 minutes of approval.”
This appears to contradict paragraph A5.1 which gives Ktr personnel one hour to be on site for unscheduled mission or emergency requirements. Which requirement is correct?
Please clarify.
PWS Tab F, SDSF07 - Indicates - …corrective actions are initiated, within 30 minutes of approval.
PWS Tab F, SDSF09 on page F-37 requires that “100% of work completed each month requiring licensed or certified craftsmen, is performed only by employees possessing the applicable licenses and/or certifications.”
Construction industry standards allow licensed technicians to be accompanied by unlicensed helpers such as general maintenance workers. Does the government interpret the 100% requirement to mean that everyone working at the job site must be licensed? In other words, an unlicensed craftsman will not be allowed to assist a licensed craftsman.
IAW paragraph A2.1 KTR shall ensure employees performing work under this PWS have and maintain certifications and licenses acceptable in the commercial market and required by federal, state, and local laws. Additional IAW paragraph F5 Facility Maintenance - the KTR shall perform all work under this PWS using licensed/qualified craftsmen and the latest trade practices.
PWS F-TE-6, MAS #44, Item 16, Active Vehicle Barrier, states “Remove the lock and place the disconnect lever to the ON position restoring power to the motor.”
However, none of Items 1-15 require the disconnect lever to be in the OFF position or locked out. Please clarify.
Updated MAS #44 in PWS to new
AF PMTL.

Reference MAS#12: Heating System, STM/HW/DHW Boiler F5.17.2 Heating Systems/ F5.17.2.1 Boiler Operations/Monitoring.
Would the government please provide the "actual" operating pressures and temperatures for the boilers listed. Experience has shown that rarely are boilers operated at their maximum pressures and temperatures.
By using the max pressures and temperatures given to estimate attendance IAW AFI 32-1068 all offerors other than the incumbent (who has this information) will significantly overestimate the workload required for this element of the PWS.
Operating temperatures and pressures used are to be the name plate rated values. Boiler name plate inventory is detailed in F-TE-6 MAS #12, frequency of attending is detailed in AFI 32-1068. For contract enforcement the operating pressure detailed in AFI 32-1068 will be the same as the name plate rated values on the units.
