FUELS MANAGEMENT

DESCRIPTION OF SERVICES

G1 Overview. The Ktr shall provide fuels management services to wing, tenant, and transient organizations. The Fuels Management Flight manages aviation (AV) and ground fuels owned by the Defense Logistics Agency (DLA). AV fuel levels are requisitioned, received, and stored IAW DLA Energy Inventory Management Plan (IMP) and DoD 4140.25M, Management of Bulk Petroleum Products, Storage, and Distribution Facilities. AV fuel is issued to aircraft using R-11 refueling units and R-12 hydrant servicing vehicles. The base service station is an automated station that dispenses mogas and diesel. Other services include the transport of diesel fuel to on-base customers such as the fire dept., generators, and K-Loaders, and the receipt of aircraft deicing fluid. Additionally, the contractor shall be responsible for the receipt, storage, and issue of liquid oxygen (LOX) and liquid nitrogen (LIN) to customers” IAW AFI 23-201, Fuels Management. Fuels Management uses computers, and specialized software, to record transactions, reports, and transmit accounting data from the Base Level Support Application (BLSA) to a centralized website (Enterprise Business System (EBS) for billing and accountability. The Ktr ensures all products are within specifications. Fuels Management includes Requisition, Receipt, Storage, Handling, Distribution, Accounting, Quality Control and Analyses, Operator’s Preventive Maintenance, Compliance and Environmental, Planning, and Training. The Ktr shall use DoD 4140.25M, AFI 23-201, and applicable fuels T.O.s, and DLA Interim Policy and Procedure Letters as guidance unless references are specified elsewhere in this PWS. The Ktr shall ensure Ktr personnel that access to the IMP possess a secret clearance.

Workload estimates are located in G-TE-2. (See F-TE-1, SDSG01 and SDSG03)

G2 Personnel Qualifications.

G2.1 The Terminal Manager shall have at least three (3) years experience working in an Air Force Fuels Management function, military service or civilian equivalent, within the last ten (10) years; one (1) year in base level fuels operations, two (2) years in a managerial capacity, and have successfully completed the Petroleum Logistics Managers Course (PLMC), or civilian equivalent. Within one year of appointment, Terminal Manager must attend RO/PA class conducted by DLA. The Fuels Foreman shall have no additional duties outside the fuels function. (See A-TE-3, A01)

G2.2 Fuels Handlers must have at least two years experience in receipt, storage and issue of petroleum products; liquid propellants, gases and oxidizers; and the operation of aviation and ground fuels storage and dispensing systems; mobile and fixed fuel systems used in the servicing of military or civilian aircraft.

G2.3 One (1) person must be formally trained in Fuels Accounting, Fuels Quality Control, and Cryotainer Maintenance.

G3 Hours of Operation. The Ktr shall provide fuels services:

Monday through Friday 0700 to 2300 Non-UTA Weekends 0700 to 1500 UTA Weekends Saturday/Sunday 0700 to 1600

G4 Requisition, Receipt, Storage and Handling Products. The Ktr shall ensure stock levels are maintained IAW the DLA Energy (DLA) Inventory Management Plan (IMP) and MAJCOM established levels. The Ktr shall notify COR when inventory levels fall below requirements and submit waiver request to DLA regional office and Air Force Petroleum Agency when levels cannot be obtained within 72 hours. (See G-TE-1, SDSG01)

G4.1 Requisition.

G4.1.1 AV Fuel. The Ktr shall coordinate with DLA designated supplier to schedule AV fuel receipts.

G4.1.2 Mogas and Diesel Fuels. The Ktr shall use the DLA Enterprise External Business Portal (EEBP) website to requisition mogas and diesel fuels.

G4.1.3 LOX. The Ktr shall request LOX via DLA.

G4.1.4. Aircraft Deicing Fluid. The Ktr shall receive/offload aircraft deicing fluid.

G4.2 Receipt, Handling, and Storage. The Ktr shall receive, store, and handle products IAW AF TO series 37, 37A, 37C, 42B, 42C and AFI 23-201.

G5 Distribution. The Ktr shall respond to product servicing requests within local Wing Directive established times, and record all servicing related data in the BLSA. When the Automated Fuel Service Station (AFSS) is not operational, the Ktr shall issue ground fuel by ground products truck at locally designated locations. The Ktr shall notify the base transportation function for dispatch of customers to off-base locations for fuels purchases if ground products trucks are not available. The Ktr shall input off-base fuel servicing receipts into BLSA. (See G-TE-1, SDSG02, SDSG04, and

SDSG06)

G6 Quality Control and Analysis. The Ktr shall perform laboratory analyses and sampling IAW TO 42B-1-1, 42B6-1- 1 and 42B-1-1-16. The Ktr shall maintain a schedule of analyses and results in BLSA. The Ktr shall use AFTAT or another Air Force approved web based program to track sample submissions and results to the Area Lab. When products are contaminated or off specification, the Ktr shall take corrective action and notify appropriate POCs IAW AFI 23-201 and TO 42B-1-1. The Ktr shall procure and maintain an Aircraft Crash Sampling Kit IAW TO 42B-1-1, and dispatch personnel to retrieve samples when requested. (See G-TE-1, SDSG05 and SDSG06)

G7 Accounting. The Ktr shall process all requisitions, receipts, issues, transfers, shipments, and inventories daily; and perform system administrator duties on all fuels related computer systems IAW DoD 4140.25M, AFMAN 33-153, Information Technology Asset Management (ITAM), and AFJI 23-207, Aviation Fuel and Oil Issues to Contract, Charter, and Civil Aircraft. The Ktr shall emboss and update aircraft fuel identiplates IAW DLA Energy I-26 and encode and update Vehicle Identification Link (VIL) keys IAW DLA Energy P-5, and locally developed VIL control procedures.

The Ktr shall assist the Wing Refueling Document Control Officer (RDCO) in researching home station aircraft fuel issues. (See G-TE-1, SDSG07)

G7.1 Gains and Losses. The Ktr shall investigate, document, report and correct any gains or losses in inventories that are not within DLA tolerances, DLA Energy P-7, and DoD 4140.25M. The Ktr shall maintain a completed hard copy DD Form 1348-8 IAW DLA Energy P-1, Recording and Processing Inventory Transactions. (See G-TE-1, SDSG10)

G8 Operator’s Preventive Maintenance, Inspection, and Reporting. The Ktr shall inspect, perform operator maintenance, document, and report discrepancies IAW AFI 23-201, AFI 24-302, Vehicle Maintenance, AF TO series 36 and 37, and work cards for LOX tanks and associated equipment. The Ktr shall requisition all government centrally managed and Due-In-From-Maintenance (DIFM) coded LOX tanks and associated equipment replacement parts utilizing the SBSS upon approval of the AO. The Ktr shall inspect and maintain fuel hoses and couplings IAW TO 37A-1-101.

G9 Compliance, Environmental and Plans. The Ktr shall serve as the Subject Matter Expert for fuel related matters.

The Ktr shall review, update, and provide fuels input to base plans, and submit input to the AO for approval. The Ktr shall report fuel mishaps, appoint an Environmental Coordinator, and establish an internal self-inspection program.

G10 Fuel Tank Custodian Training. The Ktr shall conduct tank custodian training for organizational tank custodians IAW AFI 23-204, Organizational Fuel Tanks, as scheduled by the customer.

G10.1 Organizational Fuel Tanks. The Ktr shall establish, maintain and inspect organizational fuel tanks IAW AFI 23- 204, Organizational Fuel Tanks.

G11 Military and Personnel Training. The Ktr shall develop and submit operating procedures, lesson plans, and checklists IAW AFI 23-201. The Ktr shall provide reservist training when directed by the CO. (See G-TE-3, G01).

G12 Reporting. The Ktr shall compile, format, and submit required reports. All reports submitted shall be in the required format cited in the applicable directive. In the event no format is prescribed, the Ktr format shall be acceptable.

DATA DELIVERIES

EMERGENCY DISTRIBUTION PLAN (EDP). A plan issued by the Defense Logistics Agency (DLA) Energy field office for use by a storing activity for distribution of fuel to bases in times of national emergency.

FP ACCOUNT. Refers to the Legacy DoDAAC (buyer’s DoDAAC/non-capitalized fuel).

INVENTORY MANAGEMENT PLAN (IMP). A classified data services product published by DLA Energy depicting total fuels wartime inventory requirements, levels and assets by location.

MAX 1-DAY. The maximum amount of fuel (in gallons) required to be dispensed in a 24-hour period during war conditions.

QUALITY ASSURANCE REPRESENTATIVE (QAR). A Defense Fuels representative who is responsible for assuring quality control of fuels procured by the government.

SE ACCOUNT. Refers to the Plant DoDAAC (DLA’s DoDAAC) for the processing and management of capitalized (DLA Owned) products (Seller’s DoDAAC).
